1. TROPICAL STORM GORDON CAUSED HEAVY RAINS, FLOODING AND MUDSLIDES, IN PARTICULAR IN SOUTHERN PART OF THE COUNTRY.

2. PRELIMINARY REPORTS INDICATED ALMOST 50 DEAD, DAMAGE TO HOUSING, ELECTRICAL SUPPLY SYSTEM AND ROAD NETWORK.

3. SO FAR, GOVERNMENT HAS NOT REQUESTED UNDHA TO LAUNCH AN APPEAL FOR INTERNATIONAL ASSISTANCE.

DHA-GENEVA SITUATION REPORT NO.2
16 NOVEMBER 1994

1. TROPICAL STORM GORDON HAS HIT IN PARTICULAR CAPITAL AREA, JACMEL AND LES CAYES. CAP HAITIEN HAS NOT BEEN MUCH AFFECTED. THE GOVERNMENT HAS MADE A REQUEST FOR AN APPEAL FOR INTERNATIONAL ASSISTANCE.

2. NUMBER OF DEAD REPORTED RANGES FROM SOME 100 TO MORE THAN 300.

3. AREA OF CAPITAL: 20,000 HOMES FLOODED. MANY ROADS IMPASSABLE. JACMEL AREA: 10,000 FAMILIES AFFECTED. WATER SYSTEM DISRUPTED. ROAD BLOCKED BETWEEN JACMEL AND CAPITAL. AREA OF LES CAYES: 15,000 FAMILIES AFFECTED.

4. UN DISASTER MANAGEMENT TEAM TOGETHER WITH GOVERNMENT, BILATERAL DONORS AND NGOS CARRYING OUT ASSESSMENT OF NEEDS.

IMMEDIATE PRIORITY RELIEF NEEDS

5. IMMEDIATE RELIEF REQUIRED FOR 70,000 PEOPLE IN THE AREA OF THE CAPITAL AND OF JACMEL: 200,000 BLANKETS, KITCHEN UTENSILS, CLOTHING, FOOD, TENTS, WHEELBARROWS AND SHOVELS.

6. PAHO REPORTS THE FOLLOWING HEALTH NEEDS: ESSENTIAL DRUGS AND SUPPLIES RELATED TO WATER SUPPLY AND BASIC SANITATION. FOR FURTHER DETAILS, REFER TO PAHO/EMERGENCY PREPAREDNESS/WASHINGTON, USA: PHONE +1 202, 861 3399, FAX +1 202 775 4578.

SITUATION

1. DETAILED ASSESSMENT ON DAMAGE CAUSED BY TROPICAL STORM GORDON IS STILL UNDER WAY. GOVT'S PRELIMINARY ASSESSMENT INDICATES THAT MOST AFFECTED ARE JACMEL AND OTHER COMMUNITIES IN SOUTH HAITI, AS WELL AS CAPITAL AND ITS ENVIRONS.

NATIONAL/INTERNATIONAL RESPONSE

2. ON 16 NOV PRIME MINISTER CONVENED MEETING OF MINISTERS AND DONORS. SPECIAL TASK FORCE, CHAIRED BY MINISTER OF AGRICULTURE WIT H ASSISTANCE OF PUBLIC WORKS AND SOCIAL AFFAIRS MINISTRIES, WAS ESTABLISHED. TASK FORCE INCLUDES NGO'S (INTEROPD, CRS, AND MSF) AND DONORS (US, CANADA AND FRANCE) AS ITS MEMBERS. HAITIAN GOVT IS MAKING USD 3 MILLION (45 MILLION GOURDES) AVAILABLE TO TASK FORCE.

3. UNDP/DHA WAS ASKED TO SERVE AS TASK FORCE SECRETARIAT AND ADVISOR TO PRIME MINISTER. AT REQUEST OF UN RESIDENT COORDINATOR DHA IS SENDING THREE-PERSONS UN DISASTER ASSESSMENT AND COORDINATION (UNDAC) TEAM TO ASSIST IN EVALUATION OF NEEDS AND ASSUME RESPONSIBILITY FOR TASK FORCE. UN RESIDENT COORDINATOR ESTABLISHED, WITH SUPPORT OF PAHO, SUPPLIES MANAGEMENT PROGRAM, WHICH IS NOW FULLY OPERATIONAL IN MANAGING INCOMING RELIEF SUPPLIES.

4. US NAVY LANDING CRAFT UTILITY IS TRANSPORTING AVAILABLE RELIEF SUPPLIES TO JACMEL, INCLUDING SUPPLIES ORGANIZED BY UNDP/DHA.

ASSISTANCE NEEDS

5. MOST URGENT RELIEF NEEDS ARE IN HEALTH (DRINKING WATER, AND MEDICAL SUPPLIES, INCLUDING THREAT OF MOSQUITOS), INFRASTRUCTURE (ROAD CLEARANCE, BRIDGING, AND DRAINAGE), SHELTER AND OTHER IMMEDIATE NEEDS FOR DISPLACED (BLANKETS, CLOTHES, PLASTIC SHEETS, FOOD, C OOKING UTENSILS, BUCKETS, AND TOOLS), AND AGRICULTURE (CLEARING OF IRRIGATION CANAL AND SECONDARY ROADS, SEEDS/FERTILIZERS, ANIMAL VA CCINATION, AND SUPPORT TO FARMERS).

6. RELIEF ITEMS CAN BE PROCURED LOCALLY OR IN REGION, AND CONTRIBUTIONS IN CASH ARE MOST HELPFUL.

SITUATION

1. PRESENT ASSESSMENT AS REPORTED BY DHA/UNDAC TEAM INDICATES 1.5 MILLION PEOPLE AFFECTED BY TROPICAL STORM GORDON AND 786 KILLED. MORE THAN 39,000 PEOPLE (6,500 FAMILIES) ARE HOMELESS AND FOUND REFUGE IN PUBLIC BUILDINGS. ANOTHER 48,000 (8,000 FAMILIES) ARE ESTIMATED TO BE HOMELESS IN INACCESSIBLE AREAS.

NATIONAL/INTERNATIONAL RESPONSE

2. GOVT'S SPECIAL TASK FORCE IS MEETING DAILY TO: 1) ASSESS OVERALL SITUATION, REQUIREMENTS, RESOURCES AVAILABLE IN COUNTRY AND RESOURCES NEEDED FROM ABROAD, 2) DISSEMINATE INFORMATION TO GENERAL PUBLIC, 3) COORDINATE RELIEF EFFORTS, AND 4) PREPARE REHABILITATION AND RECONSTRUCTION PER SECTOR. GOVT INTENDS TO MAINTAIN THIS TASK FORCE INITIALLY FOR SIX WEEKS.

3. UN DISASTER ASSESSMENT AND COORDINATION (UNDAC) TEAM ARRIVED IN PORT-AU-PRINCE ON 19 NOV. UNDAC TEAM IS SUPPORTING TASK FORCE AS ITS SECRETARIAT AND ALSO ACTING AS ADVISOR TO PRIME MINISTER. TEAM IS ALSO VISITING AFFECTED AREAS TO ASSIST IN EVALUATION OF NEEDS.

4. RELIEF SHIPMENT TO JACMEL ARRIVED ON 19 NOV. WITH FOLLOWING CARGO: 116 MT FOOD, 9 MT ESSENTIAL DRUGS AND CHLORINE, 300 KG CLOTHING , 4,500 BLANKETS, 5,000 WATER CONTAINERS, 5,000 PLATES AND CUPS, 9 MT TOOLS AND WHEEL BARROWS, 3,000 EMPTY SACS FOR FOOD DISTRIBUTION, AND 50 ROLLS OF PLASTIC SHEETING. THESE SUPPLIES WERE PROVIDED BY HAITIAN RED CROSS, CATHOLIC RELIEF SERVICES, WHO/PAHO, UNICEF AND OFDA.

ASSISTANCE NEEDS

5. TASK FORCE HAS IDENTIFIED THREE NEW AREAS AS TARGETS FOR IMMEDIATE EMERGENCY ASSISTANCE: LEOGANE, CROIX DES BOUQUETS AND SURROUNDINGS, AND LEON AND BEAUMONT IN JEREMIE AREA.

SITUATION

1. DHA/UNDAC TEAM REPORTS THAT DAMAGE AND EMERGENCY REQUIREMENTS IN MOST AREAS AFFECTED BY TROPICAL STORM HAVE NOW BEEN ASSESSED BY LOCAL AUTHORITIES, NGO'S ACTIVE IN AREAS, AND UN AGENCIES. A FEW COMMUNITIES IN AREA OF MASSIF DE LA SELLE HAVE STILL NOT BEEN REACHED.

2. MAIN AREAS AFFECTED ARE: PORT-AU-PRINCE, CROIX DES BOUQUETS, LES MORNES DU MASSIF DE LA SELLE, LEOGANE, JACMEL, BELLE ANSE, LES CAYES, AND GRANDE ANSE.

3. DEATH TOLL IS ESTIMATED AT 1,110 (215 IN PORT-AU-PRINCE, 87 IN CROIX DES BOUQUETS, 106 IN LES MORNES DU MASSIF DE LA SELLE, 248 IN LEOGANE, 373 IN JACMEL, 64 IN BELLE ANSE, AND 17 IN GRANDE ANSE).

4. 61,500 FAMILIES ARE IN NEED OF FOOD AID, OF WHOM 38,250 ALSO NEED PROVISION OF OTHER BASIC RELIEF SUPPLIES. SHELTER IS NEEDED FOR 8,600 HOMELESS FAMILIES.

5. 10,800 HOUSES WERE PARTIALLY DAMAGED, AND 3,500 HOUSES WERE DESTROYED.

NATIONAL/INTERNATIONAL RESPONSE

6. AS REPORTED TO SPECIAL TASK FORCE, DISTRIBUTION OF RELIEF SUPPLIES (FOOD, ESSENTIAL MEDICAL SUPPLIES, CLOTHING, BLANKETS, TARP AULINS, AND JERRICANS) IS CARRIED OUT IN AREAS OF PORT-AU- PRINCE, CROIX DES BOUQUETS, LES MORNES DU MASSIF DE LA SELLE, LEOGANE, JACMEL, AND GRANDE ANSE.

7. DHA IS ORGANIZING AN AIRLIFT OF RELIEF GOODS TO HAITI, WHICH IS FINANCED BY ITALIAN AND LUXEMBOURG GOVTS.

ASSISTANCE NEEDS

8. CASH IS NEEDED TO COVER COST OF IN-COUNTRY TRANSPORT OF RELIEF SUPPLIES, CLEARING OF ROADS AND IRRIGATION CHANNELS, REPAIR OF WATER SUPPLY SYSTEMS, AND LOCAL PURCHASE OF CONSTRUCTION MATERIALS.

NATIONAL/INTERNATIONAL RESPONSE

1. DHA/UNDAC TEAM IN PORT-AU-PRINCE REPORTS THAT STRUCTURE FOR COORDINATION OF RELIEF EFFORTS AT NATIONAL AS WELL AS LOCAL LEVELS HAS BEEN FULLY ESTABLISHED.

2. COORDINATING BODIES ARE UNICEF, ADRA, CARITAS, CECI (CENTRE CANADIEN D'ETUDES ET COOPERATION INTERNATIONALE), CRS, MSF, PPI (PLAN DE PARRAINAGE INTERNATIONAL).

3. DHA RELIEF FLIGHT, FINANCED BY ITALIAN AND LUXEMBOURG GOVTS, ARRIVED IN PORT-AU-PRINCE ON 28 NOV WITH 30 TONS OF RELIEF GOODS. GOODS HAVE BEEN DISTRIBUTED TO AFFECTED AREAS BASED ON NEEDS ASSESSED BY GOVT TASK FORCE.

ASSISTANCE NEEDS

4. IN VIEW OF CONTRIBUTIONS ALREADY RECEIVED, 20,000 FAMILIES REMAIN AS TARGET FOR FOLLOWING APPEAL: BLANKETS, CLOTHING, FIVE-GALLON WATER CONTAINERS, AND KITCHEN UTENSILS. FOOD IS NEEDED FOR 55,000 FAMILIES FOR 45 DAYS.

5. CASH IS NEEDED TO COVER COST OF IN-COUNTRY TRANSPORT OF RELIEF SUPPLIES, CLEARING OF ROADS AND IRRIGATION CHANNELS, REPAIR OF WATER SUPPLY SYSTEMS, AND LOCAL PURCHASE OF CONSTRUCTION MATERIALS.

SITUATION

1. DEATH TOLL IS FINALLY ESTIMATED AT 1,122 (221 IN PORT-AU-PRINCE, 87 IN CROIX DES BOUQUETS, 106 IN LES MORNES DU MASSIF DE LA SELLE, 248 IN LEOGANE, 373 IN JACMEL, 70 IN BELLE ANSE AND 17 IN GRANDE ANSE).

2. DHA/UNDAC TEAM COMPLETED ITS 3-WEEK MISSION TO SUPPORT GOVT TASK FORCE IN NEED ASSESSMENT AND RELIEF COORDINATION, AND LEFT HAITI ON 7 DECEMBER.

NATIONAL/INTERNATIONAL RESPONSE

3. DISTRIBUTION OF RELIEF SUPPLIES (FOOD, ESSENTIAL MEDICAL SUPPLIES, CLOTHING, BLANKETS, TARPAULINS, AND JERRICANS) HAS CONTINUED IN AREAS OF PORT-AU-PRINCE, CROIX DES BOUQUETS, MORNES MASSIF SELLE, LEOGANE, JACMEL, AND GRANDE ANSE, BY UN AGENCIES, NGO'S, AND LOCAL AUTHORITIES. SOME LOGISTICAL PROBLEMS ARE STILL REPORTED.

4. GOVT HAS MADE FINANCIAL CONTRIBUTIONS TO MUNICIPALITIES TO COVER EMERGENCY EXPENDITURES FOR FUNERALS OF VICTIMS, CLEANING OF ROADS, AND EMERGENCY REPAIR OF HOUSES. AS OF TODAY, TOTAL OF USD 112,000 HAVE BEEN DISBURSED OUT OF JAPANESE-CONTRIBUTED FUNDS.

ASSISTANCE NEEDS

5. SPECIAL TASK FORCE HAS ESTIMATED THAT TOTAL OF 7,000 TONS OF FOOD, PARTICULARLY RICE, BEANS, AND VEGETABLE OIL, IS REQUIRED TO MEET NEEDS OF AFFECTED POPULATION. THIS INCLUDES SOME OF FOOD IN-COUNTRY WHICH WAS DIVERTED FROM REGULAR NGO PROJECTS AND NEEDS TO BE REPLACED.
