Haiti - Civilians are caught in spiral of violence (CPD, local media, IOM, Médecins Sans Frontières (MSF), BINUH, DG ECHO) (ECHO Daily Flash of 23 January 2026)
According to local human rights organisations and media, since the beginning of 2026, 50 civilians have been killed and IOM reports that 5,800 have been displaced during security forces operations in neighborhoods of Port au Prince. MSF has also suspended its activities in Bel Air.
The victims are mainly the result of confrontations between armed groups and security forces conducting large-scale operations, notably using explosive drones. Protection of civilians must remain central to any security operation in full compliance with international human rights law and applicable standards.
According to the UN, more than 8,100 people have been killed nationwide between January and November 2025. Between October and December, 19% of these victims were civilians, including 3% children.
