SITUATION REPORT NO. 1
4 OCTOBER 1987

SITUATION

1. ACCORDING TO PRELIMINARY REPORTS, AT LEAST 45 PEOPLE DIED, OVER 100 MISSING FOLLOWING SUDDEN FLOODS IN HUEHUETENANGO DEPART MENT 150 MILES (260 KM) WEST OF GUATEMALA CITY.

2. TORRENT OF WATER AND MUD AFTER COLLAPSE OF HILL DUE TO HEAVY RAINS WENT INTO RIVERS EL INGERTO AND VALPARAISO WHICH OVERFLOWED, SWEEPING AWAY HOUSES AND BRIDGES AND DAMAGING INFRASTRUCTURE AND CROPS.

3. NORTHERN PART HUEHUETENANGO DEPARTMENT ISOLATED. VARIOUS VILLAGES STILL INACCESSIBLE. VILLAGE OF CHACAJ HOSTING RETURNEES AMONG THOSE AFFECTED.

4. CIVIL DEFENSE, FIREMEN, LOCAL VOLUNTEERS AND ARMY PARTICIPATING TO RELIEF EFFORTS WHICH ARE HAMPERED BY DIFFICULTIES OF ACCESS. HUEHUETENANGO HOSPITAL TREATING NUMBER OF VICTIMS.

UNMET NEEDS

5. GOVERNMENT IS REQUESTING INTERNATIONAL ASSISTANCE. NEEDS BEING ASSESSED. THOSE PRESENTLY IDENTIFIED INCLUDE FOOD (MAIZE, BEANS, RICE, SALT, SUGAR), CORRUGATED IRON SHEETS, TENTS, MEDICAMENTS, CLOTHING, GENERATORS, CONSTRUCTION MATERIALS.

6. UNDRO/UNDP RESIDENT REPRESENTATIVE SHALL MEET WITH DONORS AND UNITED NATIONS SYSTEM TO COORDINATE INTERNATIONAL RESPONSE.

7. DONORS ARE REQUESTED TO INFORM UNDRO, PREFERABLY BY TELEX (28148 UNDR CH) OF THEIR CONTRIBUTIONS AND VALUE. UNDRO PREPARED RECEIVE CASH CONTRIBUTIONS FOR LOCAL PURCHASES.

1. SUBSEQUENT TO RETURN OF A FIELD MISSION TO AFFECTED AREA, UNDRO/UNDP RESIDENT REPRESENTATIVE HAS MET WITH DIRECTOR NATIONAL EMERGENCY COMMITTEE, AND LATEST INFORMATION IS AS FOLLOWS.

SITUATION

A) IN HUEHUETENANGO AREA, OUT OF 6,500 POPULATION AFFECTED, 3,500 EVACUATED TO MUNICIPALITY OF LA DEMOCRACIA. THIS REGION IS SERIOUSLY HIT OVER AN AREA OF 80 SQUARE KILOMETRES. TWO BRIDGES DESTROYED, NAMELY EL ZAPOTE AND EL INJERTO AND A FURTHER BRIDGE ON PAN AMERICAN HIGHWAY SERIOUSLY DAMAGED. AN UNDETERMINED NUMBER OF RURAL BRIDGES DESTROYED RESULTING IN THE ISOLATION OF LARGE NUMBERS OF THE POPULATION AND THE HAMPERING OF EMERGENCY ASSISTANCE EFFORTS. SO FAR 9 DEATHS REPORTED, AND 137 MISSING FROM EL INJERTO AND SANTO DOMINGO, PRESUMED DEAD. FURTHER FLOODING IS REPORTED IN SOUTHERN DEPARTMENT OF ESCUINTLA CONCENTRATED IN SANTA LUCIA COTZUMALGUAPA, WHERE 3,000 PEOPLE ARE AFFECTED OVER AREA OF 60 SQUARE KILOMETRES. 360 PERSONS EVACUATED AND SUBSTANTIAL CROP LOSSES HAVE OCCURED.

NEEDS

B) BOTH ABOVE MENTIONED POPULATIONS REQUIRE BASICALLY SAME MATERIAL ASSISTANCE AS REPORTED BELOW. HOWEVER QUANTIFICATION STILL BEING COMPILED AND WILL BE REPORTED NEXT SITREP. BLANKETS, BEANS, RICE, MAIZE, VEGETABLE, OIL, CANNED FOOD, EMERGENCY BUILDING MATERIALS SUCH AS CORRUGATED IRON SHEETS, ROOFING, ETC. ELECTRICAL GENERATORS (TO ASSIST LOGISTICAL SUPPORT IN AFFECTED AREA), WATER PUMPS.

2. UNDRO/UNDP RESIDENT REPRESENTATIVE HAS CALLED CO-ORDINATION MEETING FOR LOCAL DONOR REPRESENTATIVES ON 6 OCTOBER, IN CLOSE LIAISON WITH NATIONAL EMERGENCY COMMITTEE.

SITUATION

1. LATEST INFORMATION REPORTED DIRECTLY FROM UNDRO/UNDP UNDP RESIDENT REPRESENTATIVE CONFIRMS CERTIFIED DEATHS AS 36, WOUNDED 15, WITH 125 PERSONS UNACCOUNTED FOR. 211 HOUSES TOTALLY DESTROYED AND 315 SERIOUSLY DAMAGED. IN THE TEMPORARY EMERGENCY CAMP SET UP BY NATIONAL EMERGENCY COMMITTEE (CONE), 3,500 PEOPLE ARE PRESENTLY SHELTERED, 2,000 OF WHOM ARE RECEIVING MEDICAL ATTENTION. FURTHER ASSISTANCE BEING RENDERED TO 800 PERSONS OUTSIDE THE EMERGENCY CAMP. BECAUSE OF PIPELINE DAMAGE, THE VILLAGE OF LA MESILLA IS WITHOUT DRINKING WATER. FOURTEEN OTHER VILLAGES REPORTED CUT OFF.

2. THE RESIDENT REPRESENTATIVE HELD A MEETING WITH MEMBERS OF THE DONOR COMMUNITY, NAMELY, REPRESENTATIVES OF ITALY, JAPAN, FED. REP OF GERMANY, UNITED KINGDOM, BELGIUM, NETHERLANDS AND NORWAY, WITH UNICEF, WFP, UNHCR AND NGOS CARE AND REDD BARNA ALSO PARTICIPATING IMMEDIATE FOOD NEEDS APPEARED TO BE COVERED EXCEPT FOR ITEMS MENTIONED PARA 3.

NEEDS

3. EMERGENCY COMMITTEE REQUIRES FOUR-WHEEL DRIVE VEHICLES TO FURTHER ASSESS SITUATION. CASH GRANTS ARE REQUIRED FOR LOCAL PURCHASE OF:

- CORRUGATED IRON SHEETS FOR 250 DESTROYED HOUSES

- USED CLOTHING FOR 3,000 PEOPLE

- ROUGH WOOD FOR RECONSTRUCTION OF 250 HOUSES

- IRON NAILS

- WOOLEN BLANKETS FOR 3,000 PEOPLE

- AGRICULTURAL TOOLS

- 100 KGS CALCIUM HYPOCLORITE 65 PERCENT (FOR WATER PURIFICATION)

- 20 100-POUND BAGS OF SUGAR

- 50 100-POUND BAGS OF RICE

- 50 100 POUND BAGS OF BLACK BEANS

- 50 25-POUND DETERGENT BAGS

- TOILET PAPER

- 3 GALLONS GLYCERINE

FURTHERMORE 500 EIGHT-PERSON FAMILY TENTS ARE REQUESTED. A LIST OF MEDICAL NEEDS, PRESENTLY BEING CERTIFIED BY WHO/PAHO IS AVAILABLE ON REQUEST TO UNDRO.
