The Secretariat has the honour to transmit to the Human Rights Council the annual report of the United Nations High Commissioner for Human Rights on the activities of his office in Guatemala (OHCHR-Guatemala).

In the present report the High Commissioner describes the human rights situation in Guatemala, with a special focus on: the strengthening of the justice system, transitional justice and access to justice for indigenous peoples; issues related to security, including the situation of people deprived of liberty; the situation of human rights defenders, journalists, indigenous peoples, women, and lesbian, gay, bisexual, transgender and intersex people; and economic, social and environmental rights. He describes the activities of OHCHR-Guatemala and concludes with a series of recommendations.

OHCHR-Guatemala continued to implement the second phase of the Maya Programme, funded by Norway, helping to strengthen indigenous peoples’ rights. It also continued to implement a project, funded by the European Union, for protecting human rights defenders. Further, OHCHR-Guatemala developed a project, funded by Germany, on the situation of human rights of migrants and internally displaced people.
