The International Federation's Disaster Relief Emergency Fund (DREF) is a source of un-earmarked money created by the Federation in 1985 to ensure that immediate financial support is available for Red Cross Red Crescent response to emergencies. The DREF is a vital part of the International Federation's disaster response system and increases the ability of national societies to respond to disasters.

Summary: CHF 26,000 was allocated from the Federation's Disaster Relief Emergency Fund (DREF) on 27 July, 2007 to support the national society in delivering assistance to some 300 flood affected persons in Sinchu Balia locality.

The Gambia Red Cross Society ensured provision of one-month food assistance to some 24 displaced households from the flooded area of Sinchu Balia community. Watsan was a crucial issue in the area but the collaboration of the community leaders allowed a smooth implementation of the operation and provided an opportunity in training 15 Red Cross volunteers in hygiene promotion.

The situation

On 18 July, 2007 heavy rains have poured down in the locality of Sinchu Balia, situated around 200 kilometres East Banjul, the Capital City, causing floods. Over 298 people of 32 families have been affected. Four families have been displaced and are relocated in the village community health centre; 16 families stayed in the flooded houses as they had no other means to cope with the situation. Five houses collapsed during the early hours of the rains.

The situation worsened when heavy rains poured down (127.6 mm) affecting the already flooded region. Despite efforts of relocating affected populations in temporary shelters in public buildings such as schools and mosques, the downpour continued to make it difficult to settle. Besides, most of sanitation facilities were all flooded and a high population concentration increases the risk of waterborne diseases epidemic.

All International Federation assistance seeks to adhere to the Code of Conduct for the International Red Cross and Red Crescent Movement and Non-Governmental Organizations (NGO's) in Disaster Relief and is committed to the Humanitarian Charter and Minimum Standards in Disaster Response (Sphere) in delivering assistance to the most vulnerable.

The International Federation's activities are aligned with its Global Agenda, which sets out four broad goals to meet the Federation's mission to "improve the lives of vulnerable people by mobilizing the power of humanity".

- Reduce the number of deaths, illnesses and impact from diseases and public health emergencies.

- Increase local community, civil society and Red Cross Red Crescent capacity to address the most urgent situations of vulnerability.

- Reduce intolerance, discrimination and social exclusion and promote respect for diversity and human dignity.
