According to the Fiji Meteorological Service, Fiji is affected by an average of seven TCs per season (between November to April). Following the inaugural Pacific Anticipatory Action week, held in Nadi, Fiji in March 2023, UNOCHA and the Government of Fiji convened UN Agencies and Operational Partners, including Fiji Red Cross, to develop a collective framework for anticipatory action for TCs in Fiji.

Financed through OCHA-managed pooled funds, the pilot framework was launched in November 2023. It was officially endorsed by the Government of Fiji in February 2024. Following the two year pilot phase (2023-2025), the Fiji Government and its stakeholders agreed to extend the Framework into a second phase, covering the 2025-2027 cyclone seasons. The revised Phase 2 Framework (2025– 2027) consolidates the achievements of the pilot phase while addressing identified gaps, ensuring that AA is further institutionalized and aligned with Fiji’s disaster risk management priorities. This simplified EAP has been updated to ensure it is aligned with the collaborative Anticipatory Action Framework for Tropical Cyclones in Fiji and amplifies the role and contribution of Fiji Red Cross to locally led anticipatory action in Fiji.
