In February 2025, IOM deployed a Household-Level Survey (HLS) with returning IDP and non-displaced resident households in North Western zone of Tigray region, and Zone 3 of the Contested Areas, Ethiopia. The results of the survey allow for the measurement of parity between the two population groups, and returning IDPs' progress towards achieving a durable solution. The household-level analysis by geographic area and population group:
- Provides critical insights for tailoring effective responses in areas of return. By distinguishing between contexts where area-based interventions are most appropriate and those requiring targeted support for returning IDPs, decision-makers are better equipped to allocate resources strategically and design context-specific solutions.
- Allows decision-makers to understand which aspects of vulnerability the returning IDPs are struggling with the most, and prioritize caseloads, geographic areas, and specific sectoral or multisectoral interventions that will further support the progression towards and attainment of durable solutions.
- Identifies which interventions are more likely to have the largest impact if implemented together.
- Reveals sectoral investments to prioritize in order to support long-term return and strengthen re-integration outcomes.
