Ethiopia continues to face a complex humanitarian crisis driven by climatic shocks (droughts, floods, landslides) and ongoing conflict, leading to widespread displacement. Vulnerable populations—especially women, girls, older persons, and people with disabilities—are disproportionately affected, often living in overcrowded, unsafe, and unsanitary conditions.

The Cluster prepared this report to advocate for the urgent emergency shelter and NFI needs of displaced populations affected by displacement, inform donors and partners of progress and gaps, and support resource mobilization. It also promotes accountability, strengthens coordination, and ensures that response efforts remain targeted and effective.
