Situation Overview

Both national and sub-national clusters assessed areas with high displacement, and the finding emphasized that affected populations continue to live in inadequate shelters and with limited access to essential household items. Afar remains burdened by geological disasters and past conflicts. Nearly 80,000 people displaced by the Afar-Issa conflict are sheltering in Zones 3 and 6, where conditions are dire. Makeshift shelters offer little protection, and NFIs remain inaccessible.

In Oromia, both returns and new displacements have been reported. Previously unaffected areas, including Arsi and South West Shewa, are now experiencing displacement. However, the Cluster has been unable to respond due to a lack of emergency response capacity and resource. Southern Oromia reports ongoing drought, though displacement levels remain low.

In addition, insecurity in Amhara makes it difficult to access Metekel in Benishangul to monitor and assess the conditions of displaced populations.

Response and Gaps

By February 28, 2025, the Cluster, through 18 partners, had reached 4% (82K) of its targeted 1.95M displacement-affected population, with an additional 2% (47K) to be assisted through ongoing activities and available stock. However, a 94% (1.8M) gap remains, requiring urgent attention over the next 10 months.

Activities were implemented across six regions, with Oromia receiving the highest level of support, while significant gaps persisted in Amhara and Somali Regions.

The current funding comes entirely from the 2024 carryover, which accounts for 6% of the required funding of 92.2M. Key donors such as EHF, BHA, ECHO, ICRC and CERF have played a crucial role in sustaining operations. Additionally, the Cluster has published its priorities for the first quarter of 2025, its annual report, and a three-year strategic plan to guide response efforts moving forward.
