1. PORT CITY OF MASSAWA HEAVILY DAMAGED BY HAILSTORM ON 15 APRIL. ENTIRE RESIDENTIAL AREAS FLATTENED, PORT FACILITIES INCLUDING WAREHOUSE, CRANES AND OTHER EQUIPMENT DESTROYED. SITUATION IN MASSAWA AGGRAVATED BY ELECTRICITY SUPPLY CUTS.

2. SURROUNDING VILLAGES ALSO AFFECTED LEAVING A TOTAL NUMBER OF HOMELESS OF UP TO 14,000.

3. EMERGENCY ASSISTANCE, INCLUDING TENTS, MOBILIZED BY PROVISIONAL GOVERNMENT IS NOT SUFFICIENT. UNMET NEEDS: FOOD, HOUSEHOLD UTENSILS, BLANKETS AND TENTS. QUANTITIES NOT YET DETERMINED. REGARDING FOOD AND BLANKETS, CASH CONTRIBUTIONS PREFERABLE AS THESE COMMODITIES CAN BE PURCHASED LOCALLY.

4. PROVISIONAL GOVERNMENT OF ERITREA APPEALS FOR INTERNATIONAL EMERGENCY ASSISTANCE.

SITUATION/IMPACT

1. FULL EXTENT OF THE DAMAGE CAUSED BY HAILSTORM THAT STRUCK MASSAWA AND SURROUNDING VILLAGES HAS BECOME MORE CLEAR. ACCORDING TO GOVERNMENT SOURCES, IN MASSAWA, ENTIRE RESIDENTIAL QUARTERS HAVE BEEN FLATTENED, PORT FACILITIES, INCLUDING MOST OF THE CRANES, THE WAREHOUSE, FOOD SHIPMENT AND OTHER GOODS AWAITING CLEARANCE HAVE RECEIVED SUBSTANTIAL DAMAGE.

THE VILLAGES OF FORO, HIRGIGO, HAIDELI, GHEDEM, WIAM AND WOKIRO HAVE LIKEWISE SEEN EXTENSIVE DAMAGE. APART FROM DESTROYED HOMES, VAST TRACTS OF PLANTATIONS IN THE COASTAL AREAS HAVE BEEN FLOODED, CASH AND STAPLE CROPS READY FOR HARVEST TOTALLY WIPED OUT.

3161 FAMILIES OR 15,659 PEOPLE HAVE BECOME HOMELESS.

NATIONAL AND INTERNATIONAL RESPONSE

2. THE GOVERNMENT, ASSISTED BY THE UN DISASTER MANAGEMENT TEAM, CHAIRED BY THE UN RESIDENT CO-ORDINATOR AND CONCERNED DONORS ARE MOBILIZING EMERGENCY ASSISTANCE TO THE VICTIMS.

3. THE GOVERNMENT OF FRANCE HAS ORGANIZED AN AIRLIFT WITH FOOD AND SHELTER ITEMS FROM DJIBOUTI TO MASSAWA.

4. THE GOVERNMENT OF ITALY THROUGH DHA IS SPONSORING AN AIRLIFT FORM DHA WAREHOUSE IN PISA, WHICH WILL INCLUDE: TENTS (100), WATER TANKS (40), GENERATORS (2), PLASTIC SHEETING (16,000 SQM), KITCHEN SETS (250) AND BLANKETS (3,500). THIS FLIGHT WILL LAND TOMORROW, 21 APRIL 1993. VALUE OF ITALIAN CONTRIBUTION THROUGH DHA IS US DOLLARS 272,000.

REQUIREMENTS FOR INTERNATIONAL ASSISTANCE

5. THE PROVISIONAL GOVERNMENT IS REQUESTING THE DONORS TO:

- PROVIDE FUNDS FOR THE REVOLVING FUND SET UP UNDER THE COORDINATION OF THE ERITREAN RELIEF AND REHABILITATION AGENCY TO HELP VICTIMS REBUILD THEIR HOMES. MOST OF THE ESSENTIAL BUILDING MATERIALS ARE LOCALLY AVAILABLE. HOWEVER, CORRUGATED IRON SHEETS AND TIMBER MAY BE DONATED IN KIND. ASSISTANCE TO PURCHASE ONE BUILDING-BLOCK MOULDING MACHINE IS ALSO REQUIRED, AS WELL AS REPAIR OF HARBOUR FACILITIES, INCL. CRANES.

- PROVIDE, IN THE SHORT-TERM, VICTIMS OF DISASTER WITH MEDICAL AID, SPECIALLY ANTI-MALARIA DRUGS, BLANKETS AND SUPPLEMENTARY FOOD FOR CHILDREN. IN THE EXCRUCIATING HOT SEASON OF MASSAWA, EXPOSURE TO ROUGH WEATHER INCREASES HEALTH HAZARDS.

- FOOD AID AND OTHER MERCHANDISE STORED IN THE WAREHOUSE IN THE PORT HAVE BEEN SUBSTANTIALLY DAMAGED. ASSISTANCE WILL BE REQUIRED TO REPLACE THE DAMAGED COMMODITIES.

1. FURTHER ASSESSMENT OF DAMAGE CONFIRMS THAT IN ADDITION TO THE DESTRUCTION IN MASSAWA AND PORT FACILITIES, NEIGHBOURING AREAS OF ZULA, FORO, HERGIGO, MAIDELI, GHEDEM, WIA, AFTA, EMBEREMI AND WEKIRO HAVE SUSTAINED SEVERE DESTRUCTION.

2. IN PORT OF MASSAWA, FOUR OUT OF FIVE CRANES HAVE BEEN PUT OUT OF ORDER. APPROXIMATELY 20,000 TONNES OF FOOD AID WAS STORED IN THE PORT BUT WAS COMPLETELY SOAKED BY THE HEAVY RAIN AND 20 PRECENT OF THEM LOST BY THE FLOOD. IN ADDITION A WAREHOUSE OF THE ERITREAN RELIEF AND REHABILITATION AGENCY COLLAPSED AND LOST ALL THE FOOD STORED FOR AID.

3. THE PROVISIONAL GOVERNMENT ESTIMATES THE DAMAGE TO HOUSES AND PUBLIC FACILITIES AS FOLLOWS.

4. IN ADDITION, 5,000 HECTARES OF MATURE CROP FIELDS READY FOR HARVESTING IN ZULA HAVE BEEN TOTALLY WIPED OUT.

5. ERITREAN RELIEF AND REHABILITATION AGENCY HAS BEEN DESIGNATED AS THE COORDINATOR IN THE PROVISIONAL GOVERNMENT FOR MOBILIZING ASSISTANCE AND IMPLEMENTING RELIEF ACTIVITIES IN COLLABORATION WITH THE LOCAL ADMINISTRATION IN MASSAWA.

6. IN VIEW OF THE UPCOMING EXTREME CLIMATE CONDITIONS (TEMPERATURES GO UP TO 40 - 50 DEGREES CENTIGRADE IN COMING MONTHS), PROVISION OF SHELTER AND SECURING ADEQUATE SUPPLY OF SAFE DRINKING WATER ARE IMMEDIATE NEEDS FOR THE SURVIVAL OF THE AFFECTED POPULATION AND TO PREVENT OUTBREAK OF DISEASES.

7. THE PROVISIONAL GOVERNMENT IS REQUESTING THE DONORS TO:

- PROVIDE FUNDS FOR THE SPECIAL REVOLVING FUND SET UP UNDER THE ERITREAN RELIEF AND REHABILITATION AGENCY TO PROVIDE IMMEDIATE TEMPORARY SHELTER FOR THE VICTIMS AND TO REBUILD THEIR HOUSES. MOST OF THE MATERIALS ARE LOCALLY AVAILABLE. HOWEVER, DONATION IN KIND OF FAMILY TENTS (WITH WINDOWS FOR VENTILATION), CORRUGATED IRON SHEETS AND TIMBER ARE WELCOME.

- PROVIDE IMMEDIATE RELIEF FOOD ASSISTANCE FOR THE VICTIMS (DRY FOOD RATIONS, MILK-POWDER AND SUGAR) AND TO PROVIDE FOOD SUPPLIES TO REPLACE THE DESTROYED FOOD STOCKS IN PORT OF MASSAWA.

- PROVIDE MEDICINES (ANTIBIOTICS, ANTI-DIARRHOEA AND ANTI-MALARIA DRUGS ETC.) AND MEDICAL EQUIPMENTS TO PROVIDE HEALTH CARE TO THE VICTIMS. HOSPITAL EQUIPMENTS, GENERATORS AND REFRIGERATORS ARE ALSO IMMEDIATELY SOUGHT TO RESTORE THE HOSPITALS AND CLINICS.

- PROVIDE KITCHEN UTENSILS, CLOTHING, BLANKETS AND SOAPS FOR THE VICTIMS WHO LOST ALL OF THEIR DAILY NECESSITIES.

- PROVIDE ASSISTANCE IN RESTORING THE PORT FACILITIES (REPAIR THE SHORE CRANES, BAGGING MACHINES AND WAREHOUSES) TO ENABLE IMMEDIATE IMPORT OF FOOD AID.

1. INITIAL RELIEF PHASE IS OVER. HOWEVER WITH ONSET OF SUMMER, SHELTER REQUIREMENTS TO PROTECT VICTIMS FROM EXTREME CLIMATIC CONDITIONS (TEMPERATURES GO UP TO 40-50 DEG. CENT.) REMAIN TOP PRIORITY. TENTS ARE NO LONGER SUITABLE.

2. ERITREAN GOVT INTENDS TO PROVIDE HOUSES FOR 1,264 MOST CRITICALLY AFFECTED FAMILIES IN MASSAWA, WHICH REQUIRE APPROX. 90,000 PIECES OF WOODEN PLANKS (SIZE: 2.5CM X 22CM X 450CM) FOR CONSTRUCTION. GOVT IS ASKING DONORS FOR FUNDS TO IMPORT THESE CONSTRUCTION MATERIALS.
