1. EXECUTIVE SUMMARY

The combined effect of Hurricane Ida and a low-pressure system off the Pacific Coast led to heavy rainfall in El Salvador on 7 and 8 November 2009, causing severe flooding and landslides in seven of the country's 14 departments and affecting more than 120,000 people.

On 8 November 2009, the President of the Republic of El Salvador decreed a national emergency and the Permanent Mission of El Salvador to the United Nations (UN) Office in Geneva officially requested international assistance on 10 November. A United Nations Disaster Assessment and Coordination (UNDAC) team was deployed on 11 November and a Flash Appeal was launched on 18 November.

According to the Post-Disaster Needs Assessment (PDNA), this event caused a total amount of US$1240 million of damages and losses, equivalent to 1.1 % of the gross national product (GNP). This figure takes into account around $135 million in damages to assets and almost $104 million of losses due to the reduction of economic activity, including production losses and higher service costs.

Initial international efforts focused on the provision of emergency aid (food and non-food items, bottled water and health assistance) to the affected population, especially to the 15,000 people initially living in emergency collective centres following the disaster.

Since the launch of the Flash Appeal, the appealing agencies have focused on coordinating the response of the humanitarian community through the activation of clusters (Agriculture, Camp Management, Early Recovery, Education, Food Assistance, Health, Protection, Shelter and Water, Sanitation and Hygiene [WASH]). In addition, the Office of the Resident Coordinator and UNDP are ensuring the overall coordination of the efforts. Despite shortage of funding, some projects were successfully implemented and assistance was provided to the affected population.

However, three and a half months after the emergency, some needs still have to be addressed. Current priorities include the provision of emergency and temporary shelter to the approximately 1,700 displaced people still living in collective centres and informal settlements. The provision of food assistance, health and WASH services and the restoration of livelihoods of the displaced population will also be central to ensuring a safe and healthy environment for them until reconstruction restores normality. In addition, it is essential to restore decent living conditions to the affected population before the start of the rainy season in May 2010. Overall, the Vice Ministry of Housing identified 20,674 people whose houses have been damaged or destroyed and for which the Humanitarian Country Team (HCT) is seeking to provide temporary and permanent housing solutions.

Based on current priorities and recent assessments by the national authorities, the UN system and other humanitarian partners, the revised Flash Appeal seeks $14,457,401 to continue to support the Government of El Salvador during the emergency response and the early recovery period. With $5.7 million in funding for the appeal so far, this leaves $8.8 million still to be raised. The Humanitarian Country Team has subjected the proposed projects to a strict prioritization, with eight levels of priority. This revised Flash Appeal has a planning and budgeting horizon through May 2010.
