El Salvador is suffering one of its worst disasters in living memory. A major earthquake of 7.9 on the Richter scale- shook the country on 13 January. The south-central area of the country was hardest hit, though many cities, towns and rural areas throughout the country suffered considerable damage, some as high as 90%. A second earthquake rocked El Salvador precisely one month later. The quake of 13 February with its epicenter near San Pedro Nonualco in the Department of La Paz, registered a magnitude of 6.6 on the Richter scale. Since this quake was caused by the shifting of the Caribbean plate, it was not a direct aftershock of the first quake. The most affected region this time was the center of the country, a small area where the Departments of la Paz, Cucatlán and San Vicente converge. A third tremor of 5.3 in the Richter scale- hit El Salvador on 17 January provoking several landslides and exacerbating the damages caused by the first two earthquakes. Tremors continue to keep the population on edge.
Villages have been razed to the ground, 1,130 (827 and 303) deaths, 7,673 (4,520 and 3,153) injured people, 315,000 houses damaged and more than 1 million affected persons are just some of the statistics available. These two disasters have finally worn down the resilience of the society and its response capacity mechanism. Many people affected by the earthquake of 1986 and Hurricane Mitch in 1998 are still living in provisional shelters and now have to cope with yet another disaster.
An ACT appeal to respond to the suffering caused by the earthquake of 13 January was issued on 25 January. The Lutheran World Federation, Department of World Service (LWF/DWS) is now proposing a revision to include the immediate response and rehabilitation activities for the second earthquake. The proposal includes food, hygiene, medicine, shelter, water and sanitation, food security and disaster preparedness.
