The A2J Programme is one of the key foundations of Tdh’ s interventions across the world. Tdh’ s programme strategic plan creates a comprehensive framework for action that combines axes on operations, advocacy, research and quality and accountability, with a view to creating lasting and meaningful change in the lives of children and youth in conflict and in contact with the law. Within the programme, Tdh has achieved to be the leading worldwide reference on restorative juvenile justice, contributing to develop and to improve justice systems by enhancing the restorative approach, in particular by promoting alternatives to detention and specialized custodial care for children and youth, better prevention and reintegration, as well as synergies in contexts of legal pluralism among informal and formal actors.

Tdh Egypt A2J Programme has been running since 2012 and it is specialized in providing multisectoral services (Case Management, MHPSS, life skills, etc.) for children and youth deprived of liberty at the Juvenile Social Care Institutions, promoting non-custodial measures (diversion and alternatives to detention) through capacity development of justice and child protection actors and reintegration of children and youth via employment opportunities within corporate social responsibility framework. In addition, a pilot and innovative restorative and child-friendly justice model has been developed in Alexandria to be scaled-up across different governorates in the country. Tdh Egypt counts with a full experienced and multidisciplinary team working on A2J for a number of years, able to drive and thrive the proposed intervention.

Within the framework of Terre des hommes - Egypt Office (Tdh) developing the juvenile justice system and promoting children's rights and protection at various stages of justice for children in contact with the law, this consultancy was carried out as part of a comprehensive assessment aimed at assisting in the development process. This initiative is based on Tdh's long experience in implementing projects and programs related to Access to Justice, and its desire to provide a concept note and methodological recommendations to donors and national partners.
