DHA-GENEVA INFORMATION REPORT NO. 1
4 NOVEMBER 1994

SITUATION

1. SEVERE THUNDERSTORMS AND HEAVY RAINS HAVE AFFECTED PROVINCE OF ASYUT IN SOUTHERN EGYPT. IN DURUNKA (POPULATION: 20,000) SITUATED 320 KM SOUTH OF CAIRO IN ASYUT THE DANGEROUS SITUATION WAS COMPOUNDED BY THE EXISTENCE OF A FUEL DEPOT (EIGHT FUEL TANKS).

2. ON 2 NOV, IGNITED FUEL SWEPT THROUGH DURUNKA ON THE FLOOD WATERS. LEAKAGE OF FUEL STEMMED FROM A FUEL TRANSPORT AND/OR EXPLODED DEPOT TANKS. CAUSE OF IGNITION NOT YET DETERMINED. ONE FUEL TANK WAS STILL ON FIRE ON THURSDAY.

3. THE NUMBER OF DEAD REPORTED RANGES FROM MORE THAN 200 TO 500. MORE THAN 70 PEOPLE STILL IN HOSPITAL WITH MULTIPLE BURNS. SOME 20,000 EVACUATED OF WHOM MOST HAVE FOUND REFUGE WITH OTHER FAMILIES.

4. PART OF HOUSING BURNED OUT. MANY ROADS ARE IMPASSABLE AND VEGETATION AND TREES HAVE BEEN SCORCHED.

NATIONAL EFFORT

5 PROVINCE GOVERNOR HAS DECLARED A STATE OF EMERGENCY. NATIONAL RELIEF EFFORT ON-GOING. RELIEF SUPPLIES ARE DISTRIBUTED. ARMY FIREFIGHTERS TRYING TO CONTROL FIRE.

6. PRIME MINISTER HAS DECIDED UPON A REVIEW OF THE SITING OF FUEL DEPOTS.

7. EGYPTIAN RED CRESCENT SOCIETY HAS DISPATCHED VOLUNTEERS TO THE SITE. RELIEF OPERATION IS TARGETING 10,000 VICTIMS IN DURUNKA AND SURROUNDINGS. INTERNATIONAL FEDERATION OF RED CROSS AND RED CRESCENT SOCIETIES HAS LAUNCHED AN APPEAL FOR CHF 1,018,000 (USD 795,312).

8. SO FAR, THE GOVT HAS NOT REQUESTED THE UNITED NATIONS TO LAUNCH AN APPEAL FOR INTERNATIONAL ASSISTANCE.

1. GOVERNMENT OF EGYPT HAS REQUESTED DHA TO LAUNCH AN APPEAL FOR INTERNATIONAL ASSISTANCE FOR THE VICTIMS OF FLOODS IN SOUTHERN PART OF COUNTRY.

2. 134 VILLAGES ARE AFFECTED IN THE GOVERNORATES OF ASYUT, SOHAG, QENA AND LUXOR:

4. REPRESENTATIVES OF RELEVANT UN AGENCIES TOGETHER WITH UNDP/DHA REPRESENTATIVE WILL MAKE AN ON-SITE ASSESSMENT.

5. GOVERNMENT HAS SET UP A CENTRAL UNIT IN MINISTRY OF SOCIAL AFFAIRS TO DEAL WITH THIS DISASTER: PHONE NOS +202 705 474 OR +202 705 402, FAX NO +202 705 390.

6. GOVERNMENT HAS INDICATED AIRPORT OF EAST CAIRO AS DESTINATION FOR BILATERAL RELIEF FLIGHTS.

1. GOVERNORATES ASSIUT, QENA AND SOHAG ARE THE MOST AFFECTED BY THE FLOODS. 140,000 HOMELESS, OF WHOM HALF HAVE BEEN ACCOMMODATED IN TENTS/CAMPS AND THE OTHER HALF HAVE FOUND REFUGE WITH FAMILIES/ RELATIVES.

2. THE GOVT HAS INDICATED THAT UN SUPPORT WOULD BE REQUIRED IN THE REHABILITATION/RECONSTRUCTION ACTIVITIES.

3. TOGETHER WITH TWO DHA MEMBERS, THE UNITED NATIONS DISASTER MANAGEMENT TEAM HAVE DRAWN UP TERMS OF REFERENCE FOR A UN ON-SITE ASSESSMENT MISSION. UNICEF, UNDP, WFP, FAO, UNESCO AND WHO WILL PARTICIPATE IN THIS MISSION SCHEDULED FOR 13 - 17 NOVEMBER 94. UNICEF WILL BE TEAM LEADER AND UNDP/DHA WILL ACT AS TEAM COORDINATOR.

4. THE MISSION WILL ASSESS THE GENERAL SITUATION AS WELL AS IMMEDIATE AND LONG-TERM NEEDS IN THE GOVERNORATES OF ASSIUT, QENA AND SOHAG. IT WILL FURTHER ASSESS APPROPRIATENESS OF ASSISTANCE PROVIDED AND DESCRIBE RELIEF ARRANGEMENTS AND COORDINATION IN PLACE AND IDENTIFY POTENTIAL COMMUNITY GROUPS FOR SHORT AND LONG-TERM COOPERATION.

5. AN OFDA TEAM (USA) IS IN THE AFFECTED AREA AND WILL RETURN TO CAIRO ON 11 NOV 94.

SITUATION UPDATE

1. GOVT OF EGYPT AND RESULTS OF THE UN INTER-AGENCY ASSESSMENT TEAM STATE THAT IN TOTAL ALMOST 600 PEOPLE WERE KILLED, 110.660 PERSONS ARE AFFECTED OF WHOM APPROXIMATELY 20 PER CENT LIVE IN CAMPS, 40 PER CENT LIVE WITH THEIR RELATIVES AND 40 PER CENT ESTABLISHED TEMPORARY SHELTER IN THE RUINS OF THEIR HOMES. IN VIEW OF THE COMING WINTER, IT WILL BE NECESSARY TO FIND APPROPRIATE ACCOMMODATION FOR PERSONS LIVING IN THE RUINS.

2. 11,148 HOUSES DESTROYED AND 11,085 HAVE BEEN DAMAGED. IN THE ASYUT AND SOHAG GOVERNORATE 31 SCHOOLS HAVE BEEN COMPLETELY DESTROYED.

3. 23,531 FEDDANS (APPROXIMATELY 12,000 HA) AGRICULTURE LAND DEVASTATED.

THE TOTAL DAMAGE REPORTED SO FAR EXCEEDS USD 140 MILLION.

NATIONAL RESPONSE

4. MINISTRY OF LOCAL ADMINISTRATION IS THE NATIONAL FOCAL POINT FOR THE OVERALL COORDINATION OF RELIEF ASSISTANCE.

5. EGYPTIAN ARMED FORCES, THE MINISTRY OF SOCIAL AFFAIRS AND OTHER GOVERNMENTAL ORGANIZATIONS AS WELL AS THE EGYPTIAN RED CRESCENT HAVE ESTABLISHED CAMPS AND DISTRIBUTE FOOD, TENTS AND BLANKETS.

6. GOVT EFFORTS WILL FOCUS ON RECONSTRUCTION OF DESTROYED VILLAGES.

NEEDS

7. UN ASSESSMENT MISSION INDICATES THE IMMEDIATE NEED FOR ADDITIONAL TENTS, INSULATION SHEETS, BLANKETS, FOOD, WATER AND SANITATION.

8. AS ALL OF THE NEEDED RELIEF ITEMS ARE AVAILABLE LOCALLY IT IS RECOMMENDED TO MAKE CASH CONTRIBUTIONS.

INTERNATIONAL RESPONSE

9. IN COOPERATION WITH THE BELGIAN AIR FORCE UNDHA HAS ORGANIZED FROM ITS PISA WAREHOUSE THREE RELIEF FLIGHTS WITH GOODS PROVIDED BY THE GOVERNMENTS OF ITALY AND JAPAN TO COPE WITH THE IMMEDIATE RELIEF NEEDS.

10. UNITED NATIONS DISASTER MANAGEMENT TEAM IS IN CLOSE CONTACT WITH THE GOVT OF EGYPT AS WELL AS WITH NATIONAL AND INTERNATIONAL NGOS TO EXCHANGE INFORMATION AND TO COORDINATE INTERNATIONAL RESPONSE.
