DHA-UNDRO INFORMATION REPORT NO. 1
12 OCTOBER 1992

1. AN EARTHQUAKE MEASURING 5.9 ON RICHTER SCALE (ACCORDING TO INITIAL DATA) HIT EGYPT ON 12 OCTOBER AT 15.09 HRS LOCAL TIME (13.09 HRS GMT), APPROXIMATELY 30 KM SOUTHWEST OF CAIRO. EPICENTRE LOCATED AT 29.9 DEGREES NORTH, 31.0 DEGREES EAST, ACCORDING TO UNITED STATES GEOLOGICAL SURVEY.

2. PRELIMINARY REPORTS OF DAMAGE IN CAIRO INCLUDE CASUALTIES (UPTO 65 DEAD AND AT LEAST 400 INJURED) AND DAMAGE TO HOUSING. EARLY REPORTS INDICATE WORST DAMAGE TO OLD BUILDINGS HOWEVER, FULL EXTENT OF DAMAGE IS NOT YET KNOWN. DHA-UNDRO IN CONTACT WITH U.N. RESIDENT COORDINATOR AND EGYPT CIVIL DEFENCE DEPARTMENT WHICH INFORMS ASSESSMENT AND EMERGENCY RESPONSE UNDERWAY. DHA-UNDRO IS ALSO IN CONTACT WITH INTERNATIONAL EMERGENCY SERVICES FOR EXCHANGE OF INFORMATION AND COORDINATION PURPOSES.

3. EGYPT PRIME MINISTER FORMED EMERGENCY COMMITTEE INCLUDING MINISTRY OF INTERIOR, DEFENCE, HEALTH AND LOCAL GOVERNMENT. EGYPT RED CRESCENT ALSO ON ALERT AND RESPONDING TO EMERGENCY.

4. NO INFORMATION IS YET AVAILABLE ON RELIEF NEEDS. AT THIS TIME, NO REQUEST FOR INTERNATIONAL ASSISTANCE HAS BEEN RECEIVED BY DHA-UNDRO.

1. EVALUATION OF DAMAGE STILL BEING CARRIED OUT IN CAIRO AND SURROUNDING AREA AFTER STRONGEST EARTHQUAKE IN THE HISTORY OF EGYPT FOLLOWED BY SMALL AFTERSHOCK, REPORTED AT 23.40 LOCAL TIME (21.40 GMT) 12 OCTOBER 1992.

IMPACT

2. 182 HOMES ARE REPORTED TO HAVE BEEN DESTROYED INCLUDING TWO HIGH-RISE BUILDINGS. AFFECTED PEOPLE SLEEPING IN THE STREETS FOR FEAR OF AFTER SHOCKS.

3. EGYPTIAN RELIEF TEAMS WORKED TIRELESSLY THROUGHOUT THE NIGHT SEARCHING FOR VICTIMS AND CLEARING RUBBLE. LOCAL HOSPITALS COPING WITH LARGE NUMBER OF INJURED.

2. NO OFFICIAL REQUEST FOR ASSISTANCE HAS BEEN RECEIVED BUT ALL INTERNATIONAL ASSISTANCE HAS BEEN WELCOMED.

3. ALL NATIONAL EMERGENCY RESPONSE AUTHORITIES HAVE BEEN ACTIVATED. HIGH-LEVEL EMERGENCY COMMITTEE UNDER THE CHAIRMANSHIP OF THE PRIME MINISTER IS REPORTING DIRECTLY TO THE PRESIDENT.

APPEAL FOR INTERNATIONAL ASSISTANCE

1. ON NIGHT OF 14 OCTOBER IN CAIRO, AT MEETING WITH DHA-UNDRO FIELD DELEGATES AND UNDRO RESIDENT REPRESENTATIVE, PRIME MINISTER OF EGYPT IN PRESENCE OF MINISTERS SOCIAL AFFAIRS, SCIENTIFIC RESEARCH, INTERIOR AND ENERGY, STRESSED THAT IMMEDIATE GOVERNMENTAL PRIORITY WAS TO PROVIDE EMERGENCY SHELTER TO THOSE WHOSE HOUSES HAD COLLAPSED OR HAD BEEN SEVERELY DAMAGED. HE EXPRESSED GRATITUDE FOR INTERNATIONAL ASSISTANCE RECEIVED TO MEET THIS OBJECTIVE AND APPEALED FOR FURTHER INTERNATIONAL ASSISTANCE FOR TEMPORARY SHELTER AND RELATED MATERIALS, SUCH AS TENTS, BLANKETS, COOKING UTENSILS AND PLASTIC SHEETING.

2. PRIME MINISTER ALSO EXPRESSED THAT OTHER AREAS OF CONCERN SUCH AS POSSIBLE DAMAGE TO AREAS OF CULTURAL HERITAGE AT PRESENT BEING ASSESSED.

SITUATION

3. UNITED KINGDOM ASSESSMENT TEAM REPORTED TO DHA-UNDRO FIELD DELEGATES THAT VILLAGES IN GOVERNERATE OF EL FAYUM NEAR TO EPICENTRE OF EARTHQUAKE SEVERELY AFFECTED. PRELIMINARY ASSESSMENT REVEALS SOME DEAD, 200 PERSONS SERIOUSLY INJURED MORE THAN 2,000 WITH MINOR INJURIES. VILLAGE OF TAMIA WORST AFFECTED. ESTIMATE OF 4,500 FAMILIES (25,000 PERSONS) RENDERED HOMELESS. IN THESE VILLAGES THE WHOLE COMMUNITY HAS BEEN AFFECTED.

RESPONSE

4. UN RESIDENT CO-ORDINATOR TO GRANT 50,000 US DLRS FOR EMERGENCY RELIEF FROM UNDP SPR FUNDS IN RESPONSE TO THIS APPEAL, DHA-UNDRO GRANTING USD 50,000 CASH EMERGENCY GRANT FOR LOCAL PURCHASES OF RELIEF SUPPLIES.

5. IN ADDITION, ARRANGEMENTS BEING MADE FOR DEPARTURE OF AIRCRAFT FROM DHA-UNDRO WAREHOUSE PISA FOR CAIRO WITH RELIEF SUPPLIES. DETAILS IN NEXT SITREP.

1. LATEST FIGURES SHOW 520 DEAD AND 4,000 INJURED. HOMELESS FAMILIES RECEIVING ACCOMMODATION FROM GOVT IN SATELLITE TOWNS NEAR CAIRO. NEVERTHELESS, REQUIREMENT FOR TEMPORARY SHELTERS STILL HIGH BECAUSE OF FEAR OF AFTERSHOCKS WHICH COULD CAUSE COLLAPSE OF DAMAGED BUILDINGS.

2. DHA-UNDRO DELEGATES REPORTED CAIRO AND SURROUNDING AREAS OF BENI SUEF, GIZA, EL FAIUM AND QALYUBIYYA AS AFFECTED. IN CAIRO DAMAGE CONCENTRATED ON SPECIFIC BUILDINGS/AREAS. ON 15 OCT DHA-UNDRO DELEGATE VISITED BENI SUEF GOVERNORATE WHERE LOCAL POLICE REPORTED 5 DEAD, 47 SERIOUSLY INJURED, 48 BUILDINGS COLLAPSED, 828 BUILDINGS DAMAGED AND PRIORITY NEED FOR TEMPORARY SHELTERS.

3. ON 16 OCT THE UNDP AND DHA-UNDRO REPRESENTATIVES MET SECRETARY-GENERAL OF EGYPTIAN RED CRESCENT SOCIETY, WHOM GOVT HAS DESIGNATED AS FOCAL POINT FOR COORDINATION OF NATIONAL/INTERNATIONAL NGO RELIEF ACTIVITIES.

4. UNESCO AND UNCHS-HABITAT PROPOSED TECHNICAL ASSISTANCE FOR REHABILITATION AND EARTHQUAKE MONITORING. DETAILS IN NEXT SITREPS.

REQUIREMENTS FOR INTERNATIONAL ASSISTANCE

1. SEARCH AND RESCUE ACTIVITIES COME TO END. LATEST FIGURES SHOW 541 DEAD AND 6,512 INJURED.

2. GOVT HAS ORDERED ARMY ENGINEERS TO INSPECT BUILDINGS AFFECTED BY EARTHQUAKE TO DETERMINE THEIR SAFETY FOR HOUSING. ARMY ALSO ESTABLISHING TEMPORARY CAMPS FOR HOMELESS.

3. IN RESPONSE TO REQUEST FROM GOVT OF EGYPT, SWISS DISASTER RELIEF UNIT IS FINANCING A JOINT DHA-UNDRO/SDR MISSION OF TWO CIVIL ENGINEERS, EXPERTS ON DAMAGE ASSESSMENT, TO CHECK BRIDGES IN CAIRO FOR POSSIBLE STRUCTURAL DAMAGE FROM EARTHQUAKE. MISSION IS SCHEDULED TO ARRIVE CAIRO ON 20 OCT.

4. IN ADDITION TO CIVIL ENGINEERS FOR BRIDGES, GOVT OF EGYPT HAS REQUESTED INTERNATIONAL ASSISTANCE FOR PROVISION OF EXPERTS/CONSTRUCTION ENGINEERS TO EXAMINE IN-DEPTH DAMAGE TO COMPLEX STRUCTURES INCLUDING HIGH-RISE BUILDINGS AND TUNNELS. GOVT HAS ALSO INDICATED CONCERN OVER SITUATION OF BUILDINGS/MONUMENTS REPRESENTING CULTURAL HERITAGE. U.S. GOVT SUPPLYING ONE TEAM TO CHECK DAMAGE ON BUILDINGS.

1. IMMEDIATE EMERGENCY TURNING INTO REHABILITATION/RECONSTRUCTION PHASE. LATEST FIGURES SHOW 552 DEAD, 9,929 INJURED. GOVT ESTIMATES 5,004 HOUSES DESTROYED AND 11,540 SLIGHTLY DAMAGED.

2. UPON RETURN TO GENEVA, DHA-UNDRO DELEGATES BRIEFED REPRESENTATIVE OF EGYPTIAN MISSION/GENEVA AND REPRESENTATIVE OF FEDERATION (FORMER LRCS).

1. POST-EARTHQUAKE REHABILITATION/RECONSTRUCTION ACTIVITIES UNDER WAY. AREAS IDENTIFIED IN UNDMT DISCUSSION FOR FOLLOW-UP, DRAWING ON EXPERIENCE FROM THIS EARTHQUAKE, ARE IN-DEPTH STUDIES ON STRUCTURAL DAMAGE, SEISMIC RESEARCH, VULNERABILITY STUDIES AND DISASTER MANAGEMENT (INCLUDING PUBLIC EDUCATION AND TRAINING). A TEAM JOINTLY ORGANIZED BY DHA-UNDRO AND SWISS DISASTER RELIEF UNIT WORKING ON ASSESSMENT OF DAMAGE TO BRIDGES. TWO U.S. TEAMS AND A JAPANESE TEAM WORKING WITH EGYPTIAN AUTHORITIES ON TECHNICAL ASSESSMENT OF STRUCTURAL DAMAGE AND RECONSTRUCTION.
