A CONVERGING CRISIS
Ecuador is experiencing a multi-hazard emergency with an unprecedented level of armed violence, extreme climate events, and structural vulnerabilities. Security has deteriorated at an alarming pace, with the homicide rate soaring from 7.7 in 2018 to 50.91 per 100,000 inhabitants in 2025, one of the highest in the world. The latest report by the Defensoría del Pueblo and UNHCR estimates that 316,000 people have been displaced between 2022 and 2024 due to this increase in violence and, to a lesser extent, a loss of livelihoods due to flooding from El Niño. The effect of this displacement is a limited access to and availability of essential services in areas most affected by violence, particularly in the provinces of Guayas, Pichincha, Manabí, Los Ríos, and Esmeraldas.
