CONTEXT AND BUDGETARY APPEAL

In the context of the regional response to the Venezuela situation, Ecuador’s Refugee and Migrant Response Plan (RMRP) forms an integral partof the regional plan of agencies of the United Nations and other distinct non-governmental organizations (NGOs). Brazil, Colombia, Peru, the Caribbean and the Southern Cone are included in this one-year plan, beginning in January 2019.

The total budgetary appeal for Ecuador’s 2019 RMRP amounts to USD 117.3million.

POPULATION IN NEED IN 2019

In 2019, the total population in need in Ecuador comes to 1.26million people, of which there are approximately:

  • 634,000 in transit;
  • 414,000 expected to remain in Ecuador;
  • 209,000 members of the host community.

STRUCTURE OF THE PLAN

Coordination will be provided by the Working Group forRefugees and Migrants, with IOM and UNHCR supporting the implementation of activities and establishing links with existing coordination structures and other relevant plans. The plan comprises four areas of intervention, with specific objectives, indicators and activities within each. Each of the areas of intervention have the following strategic objectives:

Area of intervention 1: Ensure that refugees and migrants are provided with life-saving assistance.

Area of intervention 2: Provide protection and enable access to rights.

Area of intervention 3: Promote self-reliance andthesocial, cultural and economic inclusion of Venezuelan refugees and migrants.

Area of intervention 4: Strengthen the capacity of the host government to respond to the increasing arrivals of Venezuelan refugees and migrants.
