ECUADOR - TORRENTIAL RAINS, TREMOR AND LANDSLIDES IN NAMBIJA AREA
DHA GENEVA INFORMATION REPORT NO.1

1. ON 9 MAY 1993, AT 1:30 PM, ONE DAY AFTER A SMALL EARTH TREMOR SHOOK THE MINING TOWN OF NAMBIJA IN THE PROVINCE OF ZAMORA CHINCHIPE, IN SOUTHEASTERN ECUADOR, SOME 500 KILOMETRES FROM QUITO, THE SETTLEMENT OF "LAS BRISAS" - COMPRISING AROUND 150 SHANTY HOUSING, AN ESTIMATED 300 PEOPLE - WERE REPORTED TO HAVE BEEN BURIED BY A GIGANTIC LANDSLIDE FORM "EL TIERRERO" MOUNTAIN.

2. SO FAR, IT IS REPORTED THAT SOME 60 BODIES HAVE BEEN RETRIEVED FROM THE MUD AND RUBBLE. NO CONFIRMATION SO FAR OF THE EXISTENCE OR NUMBER OF PEOPLE WHO COULD HAVE BEEN TRAPPED BY THE AVALANCHE OF MUD BUT 110 PERSONS ARE STILL MISSING. IT IS FEARED THAT THE NUMBER OF VICTIMS IS WELL OVER 200. ACCORDING TO INFORMATION RELEASED BY THE NATIONAL PRESS, THERE HAS BEEN VERY LITTLE POSSIBILITY OF RESCUING THOSE WHO WERE TRAPPED BY THE AVALANCHE OF MUD.

3. THE UN RESIDENT COORDINATOR HAS CONTACTED THE NATIONAL AUTHORITIES TO REQUEST ADDITIONAL INFORMATION, AND TO ASCERTAIN WHETHER THE UNITED NATION SYSTEM COULD HELP WITH RESCUE AND RELIEF EFFORTS. IN THE MEANTIME, THE RESIDENT COORDINATOR DISPATCHED A RELIEF COORDINATOR FROM THE SWISS DISASTER RELIEF ORGANIZATION (WHO ALREADY WAS SECONDED TO DHA ECUADOR) TO NAMBIJA WITH OFFICERS FROM THE CIVIL DEFENCE TO ASSESS THE SCOPE OF THE DISASTER AND TO REPORT ON RELIEF NEEDS.

4. THIS IS THE SECOND NATURAL DISASTER IN SOUTHERN ECUADOR, WITHIN 6 WEEKS, FOLLOWING THE FLOODING OF THE PAUTE VALLEY, ALSO CAUSED BY A LANDSLIDE.

5. THE GOVERNMENT HAS NOT YET REQUESTED INTERNATIONAL ASSISTANCE.

1. IT IS ESTIMATED THAT AROUND 200-300 VICTIMS ARE BURIED UNDER THE MUD. ABOUT 140 DEAD PEOPLE HAVE BEEN FOUND AND APPROXIMATELY 45 WOUNDED ARE AT THE HOSPITALS OF ZAMORA AND LOJA. THERE WAS SUFFICIENT CAPACITY IN THE HOSPITALS TO ATTEND TO THE WOUNDED.

2. THE TWO EXPERTS SECONDED TO DHA BY SWISS DISASTER RELIEF FOR THE PAUTE VALLEY DISASTER VISITED NAMBIJA FOR AN EVALUATION OF THE SITUATION. DURING THIS VISIT MANY PEOPLE WHERE WORKING AT THE LANDSLIDE SITE TO RECOVER BODIES AND MACHINERY. THE GOVERNMENT HAS PROHIBITED FURTHER GOLDWASHING IN NAMBIJA.

3. THE EXPERTS HAVE GIVEN DETAILED AND SPECIFIC TECHNICAL RECOMMENDATIONS FOR THE PREVENTION OF FUTURE LANDSLIDES IN THE AREA.

4. DHA HAS PROVIDED THREE WATERPUMPS TO FACILITATE THE RECOVERY OF BODIES, WHEREAS CIVIL DEFENSE IS SENDING TENTS AND MATTRESSES TO THE POPULATION LIVING BELOW THE LANDSLIDE. STILL NEEDED ARE FOOD AND MEDICINES, SANITARY EQUIPMENT FOR PREVENTION OF EPIDEMICS AND RECONSTRUCTION MATERIALS.
