DHA-GENEVA SITUATION REPORT NO. 1
1 APRIL 1993

SITUATION AND IMPACT

1. UN RESIDENT COORDINATOR REPORTS SEVERE LANDSLIDES FOLLOWING HEAVY RAINS IN THE SOUTHERN PART OF ECUADOR NEAR THE CITY OF CUENCA AND PAUTE RIVER.

RAINS AND MUD HAVE CREATED AN ARTIFICIAL WALL OF 30 MILLION M3 OF STONE AND MUD BLOCKING THE RIVER AND AFFECTING THE TURBINES OF A MAJOR ELECTRICITY PLANT SUPPLYING A LARGE PART OF THE COUNTRY. 30,000 - 40,000 PEOPLE ARE ESTIMATED TO BE AFFECTED AND EVACUATION HAS BEGUN.

NATIONAL AND INTERNATIONAL RESPONSE

2. THE RESIDENT COORDINATOR HAS ACTIVATED THE DISASTER MANAGEMENT TEAM AND THE DONORS. THE GOVERNMENT COUNTERPART ORGANIZATION IS ALSO ON ALERT.

THE GOVERNMENT HAS DECLARED A NATIONAL EMERGENCY AND IS IN THE PROCESS OF LAUNCHING AN APPEAL FOR INTERNATIONAL ASSISTANCE.

REQUIREMENTS FOR INTERNATIONAL ASSISTANCE

3. SPECIFIC NEEDS FOR INTERNATIONAL ASSISTANCE HAVE TO BE ASSESSED. SINCE MOST RELIEF ITEMS REQUIRED CAN BE PROCURED LOCALLY OR REGIONALLY DHA RECOMMENDS CONTRIBUTIONS IN CASH WHICH CAN BE USED FOR ALREADY, IDENTIFIED NEEDS FOR FOOD, MEDICINES, WATER PURIFICATION WATER CONTAINERS, SHELTER AND BLANKETS.

4. SWISS GOVERNMENT, SECONDING TO DHA ONE SENIOR CIVIL ENGINEER SPECIALIZED IN HYDRO-ELECTRIC DAMS AND ONE DELEGATE. THEY WILL ARRIVE QUITO 06.00 AM ON 3 APRIL 1993.

SITUATION

1. DUE TO HEAVY RAINS ON MONDAY MARCH 29, AT APPROXIMATELY 9.00 PM THERE HAS BEEN A LARGE LANDSLIDE (ESTIMATED AT 30 MILLION CUBIC METRES) IN THE PROVINCE OF AZUAY, RESULTING IN THE BLOCKAGE OF THE PAUTE RIVER. AS A CONSEQUENCE THERE HAS BEEN FORMATION OF LAGOON WHOSE EXTENSION IS REACHING 800 METRES IN LENGTH AND 300 METRES WIDE. IT IS ESTIMATED THAT WATER LEVEL WILL OVERFLOW THE ARTIFICIAL DAM BLOCKING THE PAUTE RIVER. ROADS LEADING TO GUALACEO, PAUTE, MACAS, SIGSIG, HYDROELECTRIC PROJECT IN PAUTE, AND FROM CUENCA TO AZOGUES HAVE BEEN BLOCKED. WATER LEVEL IS RAISING AT 70 CENTIMETRES PER HOUR AND IMMEDIATE SURROUNDINGS OF THE DISASTER AREA ARE NOW ALL FLOODED INCLUDING THE THERMAL PLANTS PROVIDING 20 PERCENT OF ELECTRICITY TO AZUAY PROVINCE. DAMAGE ESTIMATED AT USD 25 MILLION. SEVERAL COMMUNITIES IN THE PROVINCES OF CANAR AND AZUAY HAVE BECOME INACCESSIBLE. PRESS REPORTS TOTAL DAMAGE IS ESTIMATED AT USD 100 MILLION. AN ACCURATE DAMAGE ASSESSMENT REPORT IS BEING PREPARED.

2. TECHNICIANS REVIEWING FURTHER POSSIBLE REPERCUSSIONS HAVE QUALIFIED THE SITUATION AS EXTREMELY 'SERIOUS'. THE VOLUME OF WATER TRAPPED IS ESTIMATED AT 20 MILLION CUBIC METRES AND IS INCREASING, REACHING ABOVE THE LEVEL OF THE DESCANSO BRIDGE. IF THE WATER IS NOT BEING CONTAINED OR REMOVED THIS COULD PRODUCE A FURTHER LANDSLIDE CAUSING A CATASTROPHE OF ENORMOUS PROPORTIONS PUTTING IN DANGER THE CITIES OF CUENCA AND EL DESCANSO.

IMPACT

3. AFFECTED POPULATION: EVACUATION OF PEOPLE LIVING IN THESE AREAS IS CONTINUING. DATA IS STILL INCOMPLETE ABOUT THE EXACT NUMBER, AREAS BEING EVACUATED AND PLACES OF RELOCATION, BUT IT WAS REPORTED THAT AROUND 70,000 PEOPLE WILL BE EVACUATED IN THE NEXT FEW DAYS. 300 PEOPLE HAVE ALREADY BEEN EVACUATED TO CUENCA CITY BY HELICOPTERS AND TRUCKS. ALL POPULATION LIVING BELOW 2,400 METRES HAVE BEEN ORDERED TO EVACUATE. PRELIMINARY INFORMATION REPORTS 10 DEATHS AND 20 PEOPLE INJURED. THERE IS CONSIDERABLE DAMAGE TO HOUSES AND 30 BRIDGES HAVE BEEN DESTROYED.

NATIONAL AND INTERNATIONAL RESPONSE

4. THE PRESIDENT HAS DECLARED A STATE OF EMERGENCY IN THE PROVINCES OF AZUAY AND CANAR AND HAS FORMED A SPECIAL COMMITTEE CONSTITUTED BY VARIOUS NATIONAL ENTITIES OPERATING IN THE AREA. HE HAS OFFICIALLY REQUESTED INTERNATIONAL ASSISTANCE. THE UNDMT HAS OFFERED ASS ISTANCE TO CIVIL DEFENSE, WITH THE EVACUATION, RELOCATION AND CARE OF THE AFFECTED POPULATION.

5. A LOCAL TECHNICAL TEAM IS WORKING ON SITE OF LANDSLIDE TO DIG CANALS TO RELIEVE WATER PRESSURE AND DIVERT IT TO THE JADAN RIVER IN ORDER TO AVOID THAT UPON COLLAPSE OF DAM LARGE MASS OF STONES AND MUD ARE NOT CARRIED TOWARDS THE MAIN HYDROELECTRIC PLANT ON THE PAUTE RIVER. USA WAS ASKED TO BRING IN FROM PANAMA EARTH MOVING EQUIPMENT AND A CARGO HELICOPTER TO FERRY EQUIPMENT/PEOPLE. A TEAM OF 3 ENGINEERS FROM THE US HAS ARRIVED. THE TWO SWISS EXPERTS SECONDED TO DHA WILL RESPECTIVELY ASSIST THE AUTHORITIES WITH PREVENTION/ALLEVIATION OF FURTHER DAMAGE AND ASSESSMENT AND COODINATION OF EMERGENCY RELIEF ACTIVITIES.

REQUIREMENTS FOR INTERNATIONAL ASSISTANCE

6. REQUIREMENTS ARE NOT YET FULLY DEFINED. HOWEVER, TYPICAL ITEMS REQUIRED DURING AN EVACUATION ARE SHELTER, FOOD, KITCHENETTES, UTENSILS, PORTABLE WATER SYSTEMS, TRANSPORT, BLANKETS, ETC. DHA STRESSES AGAIN THE APPROPRIATENESS OF CASH CONTRIBUTIONS.

SITUATION/IMPACT

1. UN RESIDENT COORDINATOR VISITED AREA AFFECTED BY DISASTER ON 2 APRIL. SIZE AND MAGNITUDE OF LANDSLIDE (ABOUT 1000 M LONG BY 300 METRES WIDE BY 100 M HIGH), OVERWHELMING. WATER LEVELS IN THE ARTIFICAL LAKE CAUSED BY THE BLOCKING OF PAUTE RIVER ARE STILL RAISING. CIVIL DEFENCE PLANNING TO EVACUATE UP TO 20,000 PEOPLE WHO ARE PRESENTLY LIVING IN AN AREA 8 - 10 KM DIRECTLY DOWNRIVER FROM LANDSLIDE. LARGE SCALE EVACUATION WOULD BEGIN ONCE WATER TABLE REACHES A CERTAIN LEVEL, OVER 1000 PEOPLE ALREADY EVACUATED UPRIVER AS WATER BACKING UP TOWARDS CITY OF CUENCA. DOWNRIVER FROM LANDSLIDE, EVACUATION HAS STARTED AFFECTING AT THIS STAGE 6 - 10,000 PEOPLE LIVING WITHIN 10 KM.

NATIONAL AND INTERNATIONAL RESPONSE

2. DISASTER MANAGEMENT TEAM, CHAIRED BY UN RESIDENT COORDINATOR CLOSELY COORDINATES WITH CIVIL DEFENSE, DONORS AND NGO'S. ASSESSMENT REPORT OF SWISS/DHA DELEGATION EXPECTED SHORTLY.

REQUIREMENTS FOR INTERNATIONAL ASSISTANCE

3. GIVEN NATURE AND MAGNITUDE LANDSLIDE THERE IS A NEED TO ENGAGE IN EARTH REMOVAL TO ALLEVIATE PRESSURE AND FIND ALTERNATE OUTLET FOR WATER WHICH IS INCREASING IN HEIGHT BY ABOUT 7 METRES P/DAY (WHEN THERE IS NO RAIN).

FOLLOWING IS NEEDED:

  • TRACTORS D-8, D-9, TYPE (WITH SPARES)
  • PUMPS (HIGH PRESSURE, ABLE TO DISCHARGE 100 LITRES PER SECOND, 10 INCH IN DIAMETER, AND RESPECTIVE HOSES (ABOUT 1000 METRES), - INFLATABLE, PORTABLE FUEL STORAGE TANKS ABLE TO STORE 1000 LITRES OF FUEL.

SITUATION/IMPACT

1. THE MASSIVE LANDSLIDE PRODUCED A LARGE RESERVOIR MEASURING 1000 METERS LONG, 1200 METERS WIDE, AND 675 METERS HIGH. WATER IS FLOWING INTO THIS RESERVOIR AT A RATE OF 50 M3 PER SECOND (IN THE ABSENCE OF ANY RAINFALL). WORK IS CONTINUING WITH HEAVY MACHINERY AND EQUIPMENT TO LOWER THE HEIGHT OF THE EARTH WALL AND ALLOW WATER TO OVERFLOW, INTO A LOWER RESERVOIR AND EVENTUALLY INTO THE NOW DRY RIVERBED. THIS WILL TAKE AN ESTIMATED TWO WEEKS.

SOME 31 BODIES HAVE BEEN FOUND SO FAR AND MANY MORE ARE PROBABLY UNACCOUNTED FOR IN THE HUGE AMOUNT OF RUBBLE.

THE MATERIAL LOSSES CAUSED BY THE FLOOD SO FAR INVOLVED THE FOLLOWING: FLOODING OF THE EL DESCANSO THERMOELECTRIC PLANT, SOME 40 KMS OF ASPHALTED MAIN ROADS, 20 KMS OF SECONDARY ROADS, 5 BRIDGES (ALL OF THEM BETWEEN 60 AND 100 METERS LONG), 43 KMS OF RAILWAYS, 2 METAL BRIDGES, 3 BAILEY BRIDGES, AND 350 HECTARES OF CULTIVATED AGRICULTURAL LAND.

2. IT IS ESTIMATED THAT UP TO 25 THOUSAND PEOPLE ARE AT RISK IN THE AREA OF THE LANDSLIDE, BOTH UPSTREAM AND DOWNSTREAM. AS A RESULT THERE IS A NEED TO EVACUATE THEM TO EMERGENCY SHELTERS AS WELL AS TO PROVIDE FOOD AND MEDICAL ATTENTION. OF THIS TOTAL, 40% CAN BE COVERED WITH LOCAL RESOURCES AND FOR THE REMAINING 60% INTERNATIONAL RELIEF ASSISTANCE IS REQUIRED.

ACCORDING TO THE TECHNICAL TEAM OF LOCAL AND INTERNATIONAL EXPERTS THIS MASSIVE LANDSLIDE WAS CAUSED BY EXCESSIVE EXPLOITATION OF SOME ROCK QUARRIES, TORRENTIAL WINTER RAINS, AS WELL AS QUESTIONABLE ENVIRONMENTAL MANAGEMENT TECHNIQUES.

SITUATION

1. AS A RESULT OF HEAVY RAINS PAST SEVERAL DAYS, WATER LEVEL (IN ARTIFICIAL LAKE FORMED BY THE MUD DAM CREATED BY A MAJOR LANDSLIDE) RISING AT FASTER RATE THAN EXPECTED. AS A CONSEQUENCE EVACUATION PLANS WILL HAVE TO BE ACTIVATED AND ACTUAL EVACUATION MOVED FORWARD BY SEVERAL DAYS.

REQUIREMENTS FOR INTERNATIONAL ASSISTANCE

2. FOOD REQUIREMENTS AS REPORTED IN SITREP 4 ARE AVAILABLE. THE PRIORITY IS NOW SHELTER. URGENTLY REQUIRED ARE TENTS FOR 2000 PEOPLE (ALTHOUGH THE NUMBER TO BE EVACUATED STILL STANDS AT 20,000, BUT SOME EXISTING STRUCTURES ALSO WILL BE USED TO TEMPORARILY SHELTER EVACUEES) AND FIELD KITCHENS. ALTHOUGH SOME TENTS HAVE BEEN RECEIVED AND SMALL QUANTITIES MAY BE PURCHASED LOCALLY, THE BULK OF THE TENTS AND FIELD KITCHENS STILL HAS TO BE FLOWN IN. THE REQUIREMENT IS FOR FAMILY TENTS (MONTANA TYPE) AND STORAGE TENTS (RUBHALL). ADDITIONAL PRIORITIES ARE:

- WATER TANKS (3500L AND 7500L)
- GENERATORS (6.5 KVA AND 12.5 KVA)
- TARPAULINS
- BLANKETS

SITUATION

1. SINCE THE MIDDLE OF MARCH HEAVY RAINS HAVE AFFECTED THE PROVINCES OF AZUAY AND CANAR IN SOUTHERN ECUADOR CAUSING FLOODING AND HEAVY LANDSLIDES. THE PAUTE RIVER IS BLOCKED BY A MUD/EARTH DAM CREATED BY THE LANDSLIDE AND INTERRUPTING PAUTE RIVER. A HUGE LAKE HAS FORMED UPSTREAM AND THE RIVER-BED DOWNSTREAM IS EMPTY. RECENT HEAVY RAINS HAVE INCREASED THE WATER PRESSURE ON THE MUD/DAM WHICH IS SLOWLY BEING LOWERED TO RELEASE THE WATER PRESSURE. IT IS HOWEVER POSSIBLE, BECAUSE OF THE COMPOSITION AND INCONSISTENT STRUCTURE OF THE MUD DAM, THAT IT WILL BREAK OR WASH AWAY, ONCE THE WATER RELEASE BEGINS. IT IS EXPECTED THAT THE WATER-FLOW WILL START IN THE NEXT FEW DAYS.

IMPACT

2. MORE THAN FIFTY PEOPLE HAVE BEEN KILLED OR INJURED AND AT LEAST 75,000 PEOPLE ALREADY HAVE BEEN AFFECTED. HOUSES, CROPLAND AND MAJOR ROADS HAVE BEEN DAMAGED OR WASHED AWAY, A THERMAL POWER STATION HAS BEEN FLOODED. DUE TO THE FLOODING OVER 1000 PEOPLE ALREADY HAVE BEEN EVACUATED. IN THE NEXT FEW DAYS 25,000 PEOPLE WILL BE AT RISK AND AT LEAST 20,000 MAY HAVE TO BE EVACUATED.

SITUATION

1. HEAVY RAIN ON THE AFTERNOON OF APRIL 17TH PRODUCED FURTHER FLOODING, COVERING APPROXIMATELY 1200 HECTARES IN TOTAL, ONE OF THE TWO ROADS LINKING AZOGUES AND CUENCA WAS ALSO CUT OFF DUE TO MINOR LANDSLIDE, AND CONSEQUENTLY ONLY ONE ROAD, IN VERY POOR CONDITION, IS NOW AVAILABLE FOR NORTH-SOUTH TRAFFIC. THIS HAS MADE SHIPMENT BY ROAD OF RELIEF GOODS TO CUENCA DIFFICULT AND SLOW.

2. LOCAL TECHNICAL AUTHORITIES ESTIMATE THAT THERE IS STILL A DIFFERENCE OF SOME 5.5 METRES BETWEEN THE WATER LEVEL IN THE RESERVOIR AND THE CANAL DUG TO ALLOW THE WATER TO OVERFLOW INTO THE DRY BED OF THE PAUTE RIVER. IN THE MEANTIME, THE LARGE RESERVOIR AND THE JADAN RIVER HAVE REACHED THE SAME WATER LEVEL. TO DATE, INVESTIGATIONS BY VARIOUS INSTITUTIONS ARE STILL ONGOING TO PROVIDE MORE ACCURATE MEASUREMENTS AND CONFIRMATION OF THE RESERVOIR'S WATER LEVEL. THE RESERVOIR'S WATER IS EXPECTED TO OVERFLOW THE EARTH WALL INTO THE PAUTE RIVER ON FRIDAY OR SATURDAY (APRIL 23/24).

IMPACT

3. THE AFFECTED POPULATION NUMBERS SOME 20,000, BOTH UPSTREAM AND DOWNSTREAM. APPROXIMATELY 3,700 PEOPLE ARE PREPARING FOR IMMEDIATE EVACUATION TO THREE MAIN AREAS, WHERE 12 CAMPS HAVE BEEN SET UP (1500 PEOPLE IN PAUTE, 1200 IN GUALACEO AND 1000 IN EL CABO). THESE FIGURES DO NOT TAKE INTO CONSIDERATION THOSE WHO HAVE MADE THEIR OWN ARRANGEMENTS, TAKING REFUGE WITH RELATIVES.

NATIONAL AND INTERNATIONAL ASSISTANCE

4. THE RESIDENT COORDINATOR, WITH THE SUPPORT OF THE UN DISASTER MANAGEMENT TEAM IS ASSISTING THE NATIONAL CIVIL DEFENSE TO COORDINATE RELIEF EFFORTS FOR THE EVACUATION OF THE AFFECTED PEOPLE. UN AGENCIES (UNDP - WFP - DHA GENEVA - WHO/PAHO - HABITAT - UNICEF) ARE ACTIVELY MONITORING THE NEEDS AND PROVIDING RELIEF ITEMS. RELIEF GOODS PURCHASED WITH DONATIONS CHANNELED THROUGH DHA-GENEVA HAVE BEEN DELIVERED TO THE EVACUATION CAMPS.

5. REPRESENTATIVES OF WHO/PAHO HAVE VISITED THE DISASTER AREA AND ARE COLLABORATING WITH NATIONAL AUTHORITIES TO ENSURE THAT REQUIRED MEDICINES AND SANITATION SERVICES ARE AVAILABLE FOR THE PEOPLE OF PAUTE, GUALACEO AND OTHER CAMP SITES. THIS ASSISTANCE WILL BE PROVIDED BY WHO/PAHO AND FUNDED BY CANADA'S US DOLLARS 50,400 CONTRIBUTION.

6. WITH DONATION FROM USA OF 600 LARGE TENTS REQUIREMENTS FOR THIS ITEM ARE CURRENTLY COVERED.

SITUATION

1. AFTER ONE WEEK OF GRADUAL OVERFLOW OF WATER THROUGH THE CANAL DUG IN THE MUD DAM CREATED BY THE LANDSLIDE, THE MUD DAM BEGAN TO GIVEWAY ON 1 MAY. MASSIVE TORRENTS OF WATER FROM THE RESERVOIR BEHIND THE DAM, AMOUNTING TO 170 MILLION M3, CASCADED THROUGH THE CANAL DOWN TO THE PAUTE RIVER CAUSING WIDESPREAD DESTRUCTION AFFECTING THE VALLE DEL PAUTE, EL CABO, SHUMIR AND GUALACIO. THE MASSIVE DISCHARGE LASTED FOR 24 HOURS, CREATING WAVES UP TO 15 METERS IN HEIGHT.

2. 30 MILLION M3 OF WATER IS STILL REMAINING IN THE RESERVOIR. ENGINEERS IN THE FIELD ARE MAKING ASSESSMENT ON FURTHER MEASURES TO DISCHARGE THE RESERVOIR.

IMPACT

3. PRELIMINARY REPORTS INDICATE MORE THAN 1,500 HOUSES DESTROYED 20KMS OF PAVED ROADS AND 5 BRIDGES COMPLETELY WASHED AWAY. EXTENSIVE DAMAGE TO CROPS AND FACTORIES.

4. NO DEATHS OR INJURIES BY THESE TORRENTIS ARE REPORTED THANKS TO TIMELY EVACUATION OF THE POPULATION. 15,000 PEOPLE DOWNSTREAM WERE EVACUATED.

5. THE PAUTE HYDROELECTRIC PLANT LOCATED 80KMS DOWNSTREAM, WHICH IS THE COUNTRY'S MAIN POWER PLANT, WAS NOT DAMAGED SO FAR BY THE MASSIVE DISCHARGE OF WATER. HOWEVER THE OPERATION OF THE POWER PLANT IS BEING RESTRICTED TO PREVENT DAMAGE TO TURBINES AND ALLOW CLEANING WORKS. ALSO THE BRIDGES OF THE ONLY ROAD TO THIS POWER PLANT WERE CUT BY THE TORRENTS. THUS A SEVERE ELECTRICITY RATIONING IS INSTITUTED THROUGHOUT THE COUNTRY. MASSIVE RECONSTRUCTION WORK IS REQUIRED FOR THE RESTORATION OF THE POWER PLANT AND INTERNATIONL SUPPORT WILL BE NEEDED FOR THIS.

6. THE MASSIVE DISCHARGE REVEALED THE REMAINS OF VILLAGES UPSTREAM, WHICH WERE TOTALLY SUBMERGED UNDER WATER FOR THE PAST WEEKS, AND UNCOVERED MASSIVE DESTRUCTION CAUSED BY THE FLOODING.

7. FURTHER DETAILS ON THE DAMAGE AND THE REQUIREMENTS FOR RELIEF ASSISTANCE WILL BE AVAILABLE SHORTLY.

NATIONAL AND INTERNATIONAL RESPONSE

8.THE RESIDENT COORDINATOR, WITH THE SUPPORT OF THE UN DISASTER MANAGEMENT TEAM, IS PROVIDING ASSISTANCE FOR ORGANIZING AND EQUIPPING EVACUATION CAMPS. OUT OF 15,000 PEOPLE WHO WERE EVACUATED DOWNSTREAM, 5,000 ARE ACCOMMODATED IN EVACUATION CAMPS. THE SWISS CIVIL ENGINEER AND RELIEF COORDINATION EXPERT SECONDED TO DHA ARE PROVIDING LOCAL AUTHORITIES WITH TECHNICAL, ADMINISTRATIVE AND HUMANITARIAN SUPPORT FOR THE EVACUATED POPULATION.

9. ON 26, 27 AND 28 APRIL, THE UNDMT MISSION VISITED THE EVACUATION CAMPS IN AZUAY TO ASSESS THE NEEDS AND TO PREPARE FOR FURTHER EVACUATION. RELIEF GOODS PURCHASED WITH DONATION CHANNELLED THROUGH DHA-GENEVA HAVE BEEN DELIVERED. EVACUEES IN THESE CAMPS ARE PROVIDED WITH BALANCED MEALS, WFP IS PROVIDING FOOD FROM ITS OPERATIONAL PROJECTS IN ECUADOR, THE GOVERNMENT IS ALSO PROVIDING FOOD, INCLUDING FRESH VEGETABLES AND FRUITS.

10. WHO/PAHO IS PROVIDING HEALTH CARE, GIVING PRIORITY TO STRICT EPIDEMIOLOGICAL CONTROL, ENVIRONMENTAL SANITATION AND MEDICAL SUPPLIES AND COVERAGE. TWO WHO HEALTH EXPERTS ARE MONITORING TO MAKE SURE THAT THE SANITATION SITUATION IS UNDER CONTROL IN THE CAMPS.

11. UNICEF, THROUGH A TV CAMPAIGN, COLLECTED 138 BOXES OF CLOTHING, TOYS EDUCATIONAL MATERIAL ETC., AND WITH THE HELP OF THE RESIDENT COORDINATOR, DELIVERED THESE ITEMS TO THE CHILDREN IN THE EVACUATION CAMPS.

12. UNCHS-HABITAT ASSESSED THE RECONSTRUCTION NEEDS AND FORMULATED A PROJECT TO PROVIDE 1,500 PREFABRICATED HOMES (UNIT COST USD434) IN TWO MONTHS' TIME, TO BE USED AS SHELTERS FOR THE TWO OR THREE YEARS REQUIRED TO PLAN AND IMPLEMENT THE RECONSTRUCTION AND DEVELOPMENT PROJECTS FOR THE AFFECTED AREA. THIS PROJECT IS SEEKING FOR DONORS TO SUPPORT THE TOTAL COST OF USD651,000. UNCHS-HABITAT WILL ALSO PREPARE A TECHNICAL ASSISTANCE PROJECT FOR REGIONAL PLANNING OF NEW HUMAN SETTLEMENTS FOR GROUPS AFFECTED BY THE DISASTER, ESPECIALLY SAND QUARRIERS, SMALL FARMERS, FLOWER GROWERS AND ARTISANS.

SITUATION

1. AROUND SIX HUNDRED AFFECTED PEOPLE IN THE PAUTE AREA WHO DID NOT HAVE A HOME TO RETURN TO SINCE IT WAS DESTROYED OR WASHED AWAY, HAVE ALL BEEN REGROUPED IN ONE CAMP LOCATED NEAR THE CITY OF PAUTE, LIVING IN SOME 115 TENTS. IT IS EXPECTED THAT THIS CAMP WILL HAVE TO BE MAINTAINED FOR ANOTHER TWO MONTHS, WHILE OTHER SHELTER POSSIBILITIES ARE STUDIED. BETWEEN 1200-1500 FAMILIES DIRECTLY AFFECTED IN DESTROYED AREAS HAVE STARTED CLEANING UP THEIR SETTLEMENTS. TOOLS (EG. SHOVELS) DONATED BY DHA DISTRIBUTED AMONG THE AFFECTED POPULATION.

NATIONAL AND INTERNATIONAL RESPONSE

2. CIVIL DEFENSE AND LOCAL AUTHORITIES WILL BE IN CHARGE OF ORGANIZING AND SUPPLYING THIS CAMP. THE RECONSTRUCTION COMMISSION IS STILL GATHERING DATA ON DAMAGES AND ASSESSING THE REHABILITATION/RECONSTRUCTION NEEDS.

3. WITH REGARD TO TECHNICAL ASPECTS RELATED TO THE DISASTER (RESERVOIR, ELECTRIC PLANT, ETC.) AND TO PREVENTION ACTIVITIES, DETAILED AND SPECIFIC RECOMMENDATIONS WERE PREPARED BY THE TWO DHA DISASTER RELIEF EXPERTS, SECONDED FROM THE SWISS DISASTER RELIEF ORGANIZATION.
