SITUATION

1. UNDP/DHA FIELD REPRESENTATIVE IN QUITO REPORTS THAT 70 COMMUNITIES HAVE BEEN AFFECTED, 27 OF WHICH SEVERELY DAMAGED, 26 DAMAGED IN AS MUCH AS 50 PER CENT, AND 27 SLIGHTLY DAMAGED. POPULATION IN THE 27 SEVERELY AFFECTED COMMUNITIES IS OF APPROXIMATELY 1800 FAMILIES (9000 PEOPLE).

2. ON APRIL 1ST 1996, PRESIDENT DECLARED THE STATE OF EMERGENCY IN THREE COUNTIES IN THE PROVINCE OF COTOPAXI (PUJILI, SALCEDO AND SAQUISILI).

3. FOLLOWING THE FIRST MISSION( SEE DHA INFORMATION REPORT NO.2), A SECOND IN-COUNTRY UNITED NATIONS DISASTER ASSESSMENT AND COORDINATION (UNDAC)TEAM HAS NOW BEEN DISPATCHED TO THE DISASTER SITE.

4. MOST ROADS HAVE BEEN CLEANED AND REOPENED, THUS ACCESS BY LAND TO MOST OF THE AFFECTED COMMUNITIES IS NOW POSSIBLE. REMAINING REQUIREMENTS FOR AIRLIFT ARE BEING VERIFIED WITH THE SUPPORT OF THE ARMED FORCES.

NATIONAL RESPONSE

5. WITH THE ASSISTANCE OF ONE UNDAC MEMBER, A RELIEF LOGISTICS STRUCTURE HAS BEEN DESIGNED AND SET UP AND WILL BE IMPLEMENTED BY THE CIVIL DEFENSE SYSTEM TO IMPROVE THE EFFICIENCY AND COORDINATION OF RELIEF SUPPLIES DELIVERY. THE DISASTER AREA HAS BEEN DIVIDED IN 4 ZONES (PUJILI, CUSUBAMBA, SIGCHOS, ZUMBAHUA), BETWEEN 14 AND 22 COMMUNITIES ARE ATTENDED FROM EACH ZONE. ALL THE RELIEF SUPPLIES WILL BE STORED AT THE LATACUNGA AIRPORT WAREHOUSE. FROM THERE, ARMY TRUCKS WILL DISTRIBUTE THE SUPPLIES TO EACH ZONE, ACCORDING TO THEIR NEEDS. A DISTRIBUTION COMMITTEE HAS BEEN ESTABLISHED IN EACH ZONE IN ORDER TO ENSURE DISTRIBUTION TO THE NEEDY COMMUNITIES.

6. A WATER DISTRIBUTION NETWORK COMPOSED OF 10 WATER TANKERS IS CURRENTLY OPERATING TO ATTEND THOSE AREAS WHERE SUPPLY WAS INTERRUPTED. A TECHNICAL TEAM WAS SENT BY WHO/UNICEF TO CARRY OUT A MORE DETAILED ASSESSMENT OF THE WATER AND SANITATION NEEDS.

7. AT THE PRESENT TIME, 200 TENTS HAVE BEEN DISTRIBUTED.

8. USD 50,000 GOVERNMENT FUNDS HAVE BEEN TRANSFERRED TO PROVINCIAL CIVIL DEFENSE OF COTOPAXI TO COVER EXPENSES RELATED TO THE RELIEF OPERATION.

URGENT NEEDS

WATER CONTAINERS (500 TO 1000 LTS AND 100 LTS CONTAINERS, AS WELL AS 20 LTS BUCKETS).

CASH CONTRIBUTION FOR PURCHASE OF CHLORINE, LOCALLY PRODUCED.

THERE IS STILL AN URGENT NEED FOR TEMPORARY SHELTER, NOTABLY 700 TENTS FOR THE MOST SEVERELY AFFECTED PEOPLE.

8. DHA IS PREPARED TO SERVE AS CHANNEL FOR CASH CONTRIBUTIONS TO BE USED DURING IMMEDIATE RELIEF PHASE. FUNDS ARE SPENT IN COORDINATION WITH RELEVANT ORGANIZATIONS OF U.N. SYSTEM, AND DHA PROVIDES DONOR GOVERNMENTS WITH WRITTEN CONFIRMATION ON UTILIZATION OF FUNDS CONTRIBUTED.

9. FUNDS SHOULD BE TRANSFERRED TO DHA ACCOUNT NO. C0-590.160.1 AT SWISS BANK CORPORATION, CASE POSTALE 2770, CH-1211 GENEVA 2, WITH REFERENCE: ECUADOR - EARTHQUAKE, DHA-GENEVA.
