Since February 14, the provinces of Esmeraldas, Manabí, Guayas, Santa Elena, Santo Domingo, Los Ríos and El Salvador have been affected by increased rainfall, which has caused negative impacts on both the people and their livelihoods and housing.
Two resolutions were issued due to the heavy rainfall:
By means of Resolution No. SNGR-046-2025, issued by the National Secretariat of Risk Management, resolved to declare a RED ALERT for the provinces of El Oro, Esmeraldas, Guayas, Manabí, Los Ríos and Santa Elena, due to the increase in rainfall and the risk of landslides. ORANGE ALERT was declared in the provinces of Azuay, Bolívar, Chimborazo, Cotopaxi, Loja and Santo Domingo de los Tsáchilas for the same reasons. In addition, YELLOW ALERT was established in the remaining 12 provinces of Ecuador to prevent possible effects derived from the rains and landslides.
On February 25, 2025, the National Secretariat of Risk Management, through RESOLUTION No. SNGR-050-2025, declared a state of regional emergency for a period of 60 days due to the magnitude and recurrence of climate events, which have caused serious impacts on people, housing, basic services and infrastructure. This declaration will allow the mobilization of funds and additional personnel in the affected provinces: Guayas, Los Ríos, Manabí, El Oro, Esmeraldas, Santa Elena, Loja and Azuay.
The recent floods have caused significant damage to the health infrastructure of the provinces of Esmeraldas, Los Ríos, Guayas, and El Oro, compromising the operational capacity of health facilities.
