With the support of the European Union Civil Protection and Humanitarian Organisation (ECHO), WFP has partnered with the Caribbean Disaster Emergency Management Agency (CDEMA) to build capacity within CDEMA and its 18 Participating States. To date, WFP has successfully conducted two end-to-end (E2E) supply chain management trainings – one national training in Dominica and a sub-regional training in Barbados.
The sub-regional event was the first of four sub-regional workshops taking place in the Caribbean, which align with the CDEMA System’s Sub Regional Focal Points (SRFP) structure. Three additional workshops will take place in the first quarter of 2019 in remaining SRFP countries:
Antigua and Barbuda, Jamaica and Trinidad and Tobago. WFP also provided logistics equipment in November 2018, which are pre-positioned in two of CDEMA’s SRFP countries - Barbados and Jamaica - with the view to provide similar assets to Trinidad and Tobago and Antigua and Barbuda in the future. This support will enhance CDEMAs capacity to rapidly establish logistics and operational hubs in affected participating states to facilitate the management of relief supplies and the deployment of emergency personnel.
In early 2019, WFP will provide trainings to CDEMA’s staff on asset’s management (Mobile Storage Units, pre-fab offices, generators) and strengthen CDEMA’s logistics capacities by enabling the recruitment of two logistics staff. WFP will also support the expansion of CDEMA’s own storage capacities in Barbados and continue working with CDEMA to develop a new system for commodity tracking for CDEMA headquarters and the four SRFPs. The system would include E2E supply chain software and hardware, including procurement, donation monitoring and tracking, and reporting features. This will greatly improve the transparency, accountability, trackability, and reporting in real-time, of commodity movement, storage, delivery management under the control of CDEMA and its Participating States.
