DJIBOUTI - FLOODS IN DJIBOUTI ( CITY AND REGION)
DHA - GENEVA SITUATION REPORT NO.1

SITUATION/IMPACT

1. UN RESIDENT COORDINATOR/DHA REPRESENTATIVE INFORMS THAT FOLLOWING TORRENTIAL RAINS THE CITY OF DJIBOUTI (AT 80 PER CENT) AND ITS REGION ARE FLOODED. IT HAS BEEN SO FAR REPORTED THAT MORE THEN 100,000 PEOPLE HAVE BEEN AFFECTED AND THAT LOSSES, IN TERMS OF HUMAN LIVES, HAVE STILL TO BE VERIFIED.

NATIONAL/INTERNATIONAL RESPONSE

2. THE GOVERNEMENT HAS DECLARED THE STATE OF EMERGENCY, PUT IN MOTION THE NATIONAL EMERGENCY PLAN, AND HAS APPEALED TO THE INTERNATIONAL COMMUNITY FOR ASSISTANCE. THE IMMEDIATE RESPONSE OF DJIBOUTI AND FRENCH ARMIES HAVE CONTRIBUTED ALREADY TO SAVING THE LIVES OF POPULATION AT RISK, I.E. CHILDREN AND WOMEN.

3. THE GOVERNEMENT IS ALSO WORKING WITH THE INTERNATIONAL COMMUNITY, FROM WHICH IT IS REQUESTING ASSISTANCE COORDINATED BY THE RESIDENT COORDINATOR, WHO WILL CHAIR TODAY A JOINT COORDINATION MEETING, GROUPING UNITED NATIONS DISASTER MANAGEMENT TEAM (UNDMT), NATIONAL EMERGENCY COMMITTEE AND THE INTERNATIONAL COMMUNITY.

4. DHA IS MAKING AVAILABLE AN EMERGENCY RELIEF GRANT OF USD 30,000.

5. CASH DONATIONS WILL BE USED FOR THE LOCAL/REGIONAL PURCHASE OF IMMEDIATE RELIEF GOODS (TENTS, BLANKETS, PLASTIC SHEETS ETC.) AND READILY CONSUMMABLE FOOD ITEMS.

6. DHA IS PREPARED TO SERVE AS A CHANNEL FOR CASH CONTRIBUTIONS TO BE USED DURING THE IMMEDIATE RELIEF PHASE. FUNDS ARE SPENT IN COORDINATION WITH RELEVANT ORGANIZATIONS OF THE UN SYSTEM , AND DHA PROVIDES DONOR GOVERNEMENTS WITH A WRITTEN CONFIRMATION ON THE UTILIZATION OF THE FUNDS CONTRIBUTED.

1. FLOODING OF CAPITAL CITY OF DJIBOUTI ON 19 AND 20 NOVEMBER, TRIGGERED BY HEAVY AND CONTINUOUS RAINFALL FROM SOUTH REGION, WAS CAUSED BY EXTRAORDINARY WATER LEVEL OF OUED AMBOULI. RIVERBED BROKE AND OVERRAN A PROTECTION DAM AND BRIDGE FLOODING EIGHTY PERCENT OF CAPITAL.

2. CAPITAL'S COMMERCIAL AND PLATEAU AREAS NOT TOUCHED, MOST CONCERNED ARE HEAVILY POPULATED SUBURBS, AFFECTING APPROX. 100,000 PEOPLE. DEATH TOLL, AS REPORTED BY THE GOVERNEMENT, IS 40 WITH UNDETERMINED NO. OF PEOPLE MISSING. IF POPULATION AFFECTED CANNOT BE RESCUED IN SITU, EVACUATION WILL BE CONSIDERED, THIS WILL FURTHER COMPLICATE RELIEF ASSISTANCE. MEETING HELD YESTERDAY BY UN/DHA RES. COORDINATOR WITH DONORS AND GOVT. REPS. TO ASSESS PRESENT SITUATION/NEEDS, REPORT AVAILABLE SOON.

3. GOVT. HAVING APPEALED FOR INTERNATIONAL ASSISTANCE, IMMEDIATE RELIEF/HELP IN TERMS OF MEDICINES, FOOD, BLANKETS, WATER PURIFICATION DEVICES, WATER-TANKS AND WATER-PUMPS ARE REQUESTED. DRINKABLE WATER SUPPLY IN CITY TOTALLY CUT. DAILY LIAISON/DELIVERY BY TRAIN, FROM ETHIOPIA TO CAPITAL OF FRESH VEGETABLE/FRUITS DISCONTINUED.

4. DHA IS ORGANIZING URGENT AIRLIFT OF RELIEF GOODS DONATED BY ITALY. THE FRENCH PROTECTION CIVILE IS ALSO PREPARING AIRLIFT OPERATION.

5. UN/DHA RES. COORDINATOR CONTINUES TO CLOSELY MONITOR SITUATION AND WILL PROVIDE FURTHER DETAILS. UNDAC MISSION IS BEING CONSIDERED.

DHA SITUATION REPORT NO. 3

1. FOLLOWING THE FLOODS OF 21 NOVEMBER 1994 IN THE CITY OF DJIBOUTI AND ITS REGION, AN UNDAC TEAM WAS DISPATCHED TO THE AREA. THE TWO-MEMBER TEAM ARRIVED IN DJIBOUTI ON 24 NOVEMBER. ON 25 NOVEMBER, AFTER PRELIMINARY TALKS AND MEETINGS WITH UNDMT, DONOR REPRESENTATIVES AND NGOS THE TEAM STARTED FIELD TRIPS TO ASSESS THE SITUATION ON SITE. THE TEAM VISITED FOLLOWING AREAS IN AND AROUND DJIBOUTI-TOWN: ARHIBA, AMBOULI, GABOTE, CARTON, QUARTIER 3, 4 AND 7, AND AIRPORT ZONE.

2. GENERAL SITUATION

WATER LEVEL, WHICH REACHED UP TO 2 METERS ON 21 NOVEMBER, HAS ALREADY SUBSTANTIALLY DECREASED. RAINS HAVE STOPPED AND WEATHER CONDITIONS ARE AT PRESENT FAVOURABLE. MOST OF THE ROADS ARE OPEN TO TRAFFIC. MAJOR PROBLEMS ARE STAGNANT WATER STILL PRESENT IN SOME AREAS, MUD AND EROSION, ORIGINATED FROM VIOLENT CURRENT.

3. DAMAGES

ALTHOUGH THE FLOODS AFFECTED 80 PERCENT OF THE TOWN OF DJIBOUTI, ONLY A LIMITED NUMBER OF HOUSES IN THE POORER DISTRICTS (WOOD AND CORRUGATED IRON CONSTRUCTION) HAVE BEEN TOTALLY DESTROYED. IN RESIDENTIAL AREAS, HOUSES (BRICKS AND CEMENT) COULD RESIST THE VIOLENCE OF FLOODS. GARDEN WALLS AND GATES WERE OFTEN WASHED AWAY. THE LOCAL POPULATION SUFFERED IN MOST CASES A SUBSTANTIAL LOSS OF STORED FOOD, PERSONAL BELONGINGS AND DAMAGE TO HOUSEHOLD UTENSILS AND FURNITURE. PEOPLE ARE AT PRESENT ENGAGED IN CLEANING UP AND RECOVERING DAMAGED GOODS.

OUTSIDE DJIBOUTI, THE AREAS OF HOL HOL AND ALI SABIEH IN THE SOUTH ARE SAID TO BE SEVERELY AFFECTED ACCORDING TO OFFICIAL SOURCES. DAMAGE IS ALSO REPORTED FROM KABAH KABAH, AMERDJOG, TADJOURA AND OBOCK.

PUBLIC UTILITIES HAVE BEEN DAMAGED. WATER SUPPLY AND SANITATION SITUATION ARE CRITICAL. ALTHOUGH 80 PERCENT OF WATER SUPPLY HAS HAS BEEN REESTABLISHED, A HIGH RISK OF POLLUTION PERSISTS. THE FLOODS HAVE WASHED AWAY BARRELS OF TOXIC PESTICIDE AND DESTROYED THE FUEL TANKS OF A GAS STATION, WHICH LEADS TO RISK OF CONTAMINATION OF THE WATER TABLE.

ELECTRICITY IS STILL DISCONNECTED BECAUSE OF THE DANGER OF SHORT-CIRCUITS. THE RAILWAY-LINE TO ETHIOPIA (A VITAL LINK FOR DJIBOUTI) REMAINS INTERRUPTED IN SEVERAL PLACES, THE COMPLETE REHABILITATION WILL TAKE SEVERAL MONTHS.

4. HEALTH

ACCORDING TO WHO, SPECIAL ATTENTION SHOULD BE PAID TO A POSSIBLE OUTBREAK OF CHOLERA, WHICH ALREADY EXISTS AT ENDEMIC LEVEL IN THE COUNTRY. THE 25 NOVEMBER MARKED A SIGNIFICANT INCREASE: 105 CASES OF SUSPECTED CHOLERA WERE ADMITTED TO HOSPITAL (VERSUS 10 ON 'NORMAL' DAYS), OF WHOM 2 PERSONS DIED. MALARIA AND ACUTE RESPIRATORY INFECTIONS ARE FURTHER PUBLIC HEALTH RISKS.

5. EVACUATIONS

APPROXIMATELY 3,000 PEOPLE HAVE BEEN EVACUATED FROM FLOODED AREAS IN TOWN AND LIVE IN PROVISIONAL SHELTERS. TWO SMALL TENT CAMPS HAVE BEEN ESTABLISHED IN DJIBOUTI-TOWN: ONE NEAR THE AMERICAN EMBASSY WITH 30 FAMILY TENTS ACCOMMODATING APPROXIMATELY 400 PEOPLE AT TIME OF VISIT, THE SECOND CAMP NEAR THE CASH-CENTER WITH 20 FAMILY TENTS AND 89 PEOPLE, MAINLY WOMEN AND CHILDREN. OTHER HOMELESS PEOPLE HAVE BEEN ACCOMMODATED IN SCHOOLS, MILITARY BARRACKS AND BUILDINGS STILL UNDER CONTSTRUCTION. THE REASON FOR THESE RATHER LIMITED FIGURES IS THAT THE VAST MAJORITY OF AFFECTED PEOPLE FOUND ACCOMMODATION, HOSPITALITY AND ASSISTANCE WITH RELATIVES AND NEIGHBOURS, ACCORDING TO TRADITIONAL CUSTOMS OF LOCAL SOCIETY.

6. FIGURES

OFFICIAL FIGURES INDICATE AN AFFECTED POPULATION OF APPROX. 100,000 PEOPLE. FRENCH SOURCES INDICATE THAT BETWEEN 100,000 AND 120,000 ARE EXPOSED TO HEALTH RISK.

7. NATIONAL RESPONSE

MINISTRY OF INTERIOR WAS QUICK TO REACT IN ESTABLISHING A CRISIS CELL HEADED BY ITS SECREATRY GENERAL. AFTER COMPLETION OF THE RESCUE PHASE, CIVIL PROTECTION, NATIONAL ARMY, PUBLIC WORKS AND OTHER SERVICES CONCERNED ARE ENGAGED IN CLEARING OF DEBRIS, WATER SUPPLY BY TANKER, FOOD DISTRIBUTION, EVACUATION OF STAGNANT WATER, GARBAGE COLLECTION AND EMERGENCY REPAIRS TO RAILWAY LINE AND CRITICAL FACILITIES.

8. INTERNATIONAL RESPONSE

UN RESIDENT COORDINATOR/DHA REPRESENTATIVE IS CONVENING REGULAR COORDINATION MEETINGS WITH PARTICIPATION OF UNDMT, NATIONAL EMERGENCY COMMISSION, BILATERAL DONORS AND NGOS.

MINISTRY OF HEALTH, WHO, UNICEF, FRENCH COOPERATION AND MSF-NL HAVE ESTABLISED SPECIAL TASK FORCE FOR MONITORING OF HEALTH (CHOLERA), SANITATION AND MEDICAL SUPPLY SITUATION.

WFP IS ASSESSING FOOD SUPPLY SITUATION. IMMEDIATE NEEDS TO BE MET FROM CONTRIBUTIONS ALREADY PLEDGED BY EGYPT, GERMAN AGRO ACTION AND NGOS FROM KOWEIT AND SAUDI ARABIA.

FRENCH GOVERNMENT HAS DISPATCED A FOUR MEMBER 'SECURITE CIVILE' TEAM IN ORDER TO ASSESS WATER SUPPLY AND SANITATION PROBLEMS. FURTHER TECHNICAL PERSONNEL TO FOLLOW FOR ESTABLISHING MEDICAL OUTPOST AND EVACUATION OF STAGNANT WATER.

9. REQUIREMENTS FOR INTERNATIONAL ASSISTANCE

AN UPDATED LIST OF UNMET NEEDS IS UNDER PREPARATION, TAKING INTO CONSIDERATION CONTRIBUTION SO FAR ANNOUNCED. ACCORDING TO PRELIMINARY INDICATIONS, NEEDS FOR TENTS, BLANKETS AND PUMPS HAVE BEEN MET.

1. FOLLOWING THE FLOODS OF 21 NOVEMBER LAST THAT STRUCK DJIBOUTI CAPITAL AND THE REGION, UNDAC TEAM IN THE AREA HAS REPORTED THE FOLLOWING.

2. GENERAL SITUATION

WATER DOWN TO LESS ALARMING LEVELS AND RESIDUAL 'LAKES' EVACUATED BY FRENCH CIVIL PROTECTION WITH RECEIVED/PROVIDED WATER-PUMPS.

3. HEALTH/SANITATION

NO. OF HUMAN LIVES LOST TO CHOLERA IS 10. PEOPLE TREATED FOR SUSPECTED CHOLERA RISEN TO 239. CONFIRMED CHOLERA CASES IS THIRTY PERCENT. FRENCH CIVIL PROTECTION TEAM SET UP A 'POSTE MEDICAL AVANCE' (AND SANITATION UNIT STATION) NEXT TO CAPITAL HOSPITAL PELTIER. MSF NETHERLANDS WILL ESTABLISH ANOTHER IN LARGE BALBALA OUTSKIRT. IN ORDER TO PREVENT MALARIA FROM REMNANTS OF STAGNANT WATER, FRENCH, CANADIAN AND US GOVERNMENTS CONSIDERING JOINT AERIAL OPERATION FOR SPRAYING AREAS AT RISK.

4. OTHER AFFECTED AREAS

IN SOUTHERN REGION - UNDAC TEAM JOINTLY WITH WFP VISITED HOLHOL, ALI ADDE, ALI SABIEH AND DIKHIL. ASSESSMENT INCLUDED THREE REFUGEE CAMPS. DEATH TOLL REPORTED IN THE AREA IS 20. LOSS OF BELONGINGS, CATTLE, AS WELL AS DAMAGE TO VILLAGE WELLS ARE REPORTED. IN TADJOURA (NORTHERN REGION) HIGHEST PRIORITIES ARE REHABILITATION OF ACCESS ROAD AND PROVISION OF FOOD/MEDICALS. AT PRESENT NO SIGNIFICANT INCREASE OF DIARRHOEA NOTICED IN ABOVE DISTRICTS. LACK OF MEDICINES FOR TREATMENT OF FLOOD-RELATED ILLNESSES (RESPIRATORY, PARASITES, CONJUNCTIVITIS) IS REPORTED.

5. INTERNATIONAL RESPONSE

COORDINATION MEETING WAS CONVENED BY UN RES. COORDINATOR/DHA REP. ON 1 DECEMBER DURING WHICH UNDAC TEAM GAVE WRAP-UP OF ITS ACTIVITY IN DJIBOUTI.

FRENCH GOVT. PROVIDING FURTHER PLANELOAD OF RELIEF SUPPLIES.

US GOVT. DELIVERING WATER PURIFICATION STATION OF 1,100,000 LITRES CAPACITY, COVERING DAILY NEEDS OF 50,000 PEOPLE (VALUE US DLRS 1,000,000).

IFRC DISPATCHED DELEGATE TO SUPERVISE IFRC FUNDED PROGRAMME, FOR REGISTRATION OF CASES, REFERRED FOR TREATMENT TO CHOLERA STATION, TRANSPORT OF PATIENTS, CLEANING DISPENSARIES, ESTABLISHMENT OF ORAL REHYDRATION CENTRE IN AMBOULI DISPENSARY.

6. NEEDS

TAKING INTO ACCOUNT CONTRIBUTIONS AND PLEDGES AND RAPID RESPONSE OF DONOR COMMUNITY, MOST IMMEDIATE NEEDS SEEM TO HAVE BEEN MET. OTHER REHABILITATION/RECONSTRUCTION REQUIREMENTS ARE BEING IDENTIFIED.

1. ON 1 DECEMBER, CONSIDERING EMERGENCY PHASE OVER, AND IN LINE WITH ITS SPECIFIC MANDATE, UNDAC TEAM LEFT DJIBOUTI, AFTER COMPLETION OF ONE WEEK ASSESSMENT MISSION.

2. PRESENT SITUATION

IN CAPITAL CITY, REPORTED HUMAN LIVES LOST 105, PEOPLE MISSING 40 AND TOTAL OF POPULATION AFFECTED APPROX 100,000 PEOPLE. FLOODS HIT SOUTHERN/NORTHERN DISTRICTS OF COUNTRY AS WELL. ABOUT 20 PEOPLE DEAD IN HOLHOL DISTRICT WERE POPULATION SUFFERED FROM LOSS OF CATTLE, STORED FOOD AND PERSONAL BELONGINGS. IN ALI ADDEH DISTRICT, SEVERAL THOUSAND PEOPLE AFFECTED. IN TADJOURA DISTRICT NO LOSS OF HUMAN LIVES REPORTED, NOMAD CAMPS IN COUNTRYSIDE LOST CATTLE AND FOOD.

3. HEALTH/SANITATION

OUTBREAK OF CHOLERA AFTER FLOODS WAS MAJOR CONCERN OF HEALTH EXPERTS. SEVERAL ORGANIZATIONS, I.E. WHO, UNICEF, IFRC, FRENCH COOPERATION AND MSF COOPERATED CLOSELY WITH GOVERNMENT IN MONITORING SITUATION. AT FINAL DEBRIEFING OF UNDAC TEAM WITH UN-DMT, CHOLERA SITUATION STABILIZED, MEDICAL STOCKS AND RELATED EQUIPMENT SUFFICIENT.

4. INTERNATIONAL RESPONSE

RESPONSE FROM INTERNATIONAL COMMUNITY TO GOVERNMENT/DHA APPEAL FOR ASSISTANCE WAS PROMPT. UN/DHA COORDINATOR IN DJIBOUTI MONITORS SITUATION, ORGANIZING REGULAR COORDINATION MEETINGS WITH NATIONAL EMERGENCY COMMITTEE, UN SYSTEM AGENCIES, IGO'S, DIPLOMATIC MISSIONS, NGO'S.

5. REHABILITATION/RECONSTRUCTION

NUMBER OF DONORS EXPRESSED INTEREST SUPPORTING GOVERNMENT REHABILITATION EFFORTS. REHABILITATION/RECONSTRUCTION OF: CAPITAL'S 'QUARTIERS POPULAIRES' SANITATION SYSTEM, COUNTRYSIDE WELLS, RAILWAY LINE/ROAD NETWORK, BEING AMONG TOP PRIORITIES. UNDP PREPARING ROUND TABLE MEETING, IN GENEVA, FOR DJIBOUTI EARLY IN 1995. MEDIUM/LONG-TERM REHABILITATION PROGRAMMES BEING INTEGRATED IN PLANNING OF GLOBAL DEVELOPMENT PROCESS.
