Madam President, Distinguished Members of the Security Council,
I would like to extend my congratulations to Luxembourg which is presiding over the Council this month of March.
Two months ago, I explained to you how the hopes raised in 2013 were beginning to materialize for the benefit of the Congolese people. Today I am here to seek your support for a renewal of our mandate so that we can complete our mission.
Here is an excellent opportunity to verify the effectiveness of MONUSCO and of the military component in particular. We have accomplished much since 2013: the military defeat of the M23, the joint operations against the Forces democratiques de liberation du Rwanda, or FDLR, and the Allied Democratic Forces, or ADF, and bringing security to liberated territories, are all contributing to the emergence of islands of stability in order to gradually reestablish State authority in the east.
Now, we must consolidate the gains achieved while continuing to secure the areas where armed groups are still active which implies preventing any backward step by establishing safeguards. It is now for us to win the peace, and to win it energetically and with conviction and persistence.
