Kinshasa, August 7, 2024: The United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO) expresses its appreciation of the United Nations Security Council’s adoption of Resolution 2746 (2024). This resolution authorizes enhanced support from MONUSCO to the Southern African Development Community Mission in the Democratic Republic of Congo (SAMIDRC). It represents a commitment from the international community to support security and stabilization efforts in the DRC.
Under this resolution, MONUSCO is mandated to assist SAMIDRC, including through improved coordination, information sharing, and technical and logistical support. The aim is to strengthen SAMIDRC's capabilities while ensuring adherence to international humanitarian law and human rights standards. Furthermore, MONUSCO’s support to SAMIDRC must be provided without prejudice to MONUSCO’s existing mandate, including the protection of civilians, support for the Luanda process, and the enhanced ad hoc verification mechanism, as well as support for national security forces.
Resolution 2746 (2024) reiterates “that any such support should be in strict compliance with the United Nations Human Rights Due Diligence Policy (HRDDP) throughout all phases of operations, including preparatory, conduct, and review phases, and calls upon SAMIDRC to fully cooperate with the United Nations in implementing the HRDDP, including by ensuring that the relevant monitoring and reporting mechanisms are in place and functional.”
In this context, the Mission stands ready to support the civil-military mechanisms and human rights and international humanitarian law protection measures that SAMIDRC has established to prevent civilian casualties. More specifically, MONUSCO is called upon to provide expertise on civilian protection, including for women, girls, and children, as well as on preventing conflictrelated sexual violence. The Mission will make its aerial and logistical assets available for medical operations and the evacuation of the injured, while facilitating the movement of SAMIDRC troops and ensuring the safety of its personnel.
The Deputy Special Representative of the United Nations Secretary-General in the DRC and Acting Head of MONUSCO, Mr. Bruno Lemarquis, reaffirms MONUSCO’s readiness to work with all partners to achieve the goals of peace, security, and civilian protection in the DRC. In this context, while a ceasefire has been in effect since August 4, he calls on all stakeholders to adhere to their commitments to give the Angolan-led political process a chance.
