Executive Summary
This report presents a comprehensive overview of the Democratic Republic of Congo's (DRC) Pooled Fund (PF). It provides details on achievements, challenges and results of the Fund during 2009 (January to December).
The report focuses on the management and mechanisms established to run the Fund. It provides an analysis of funding decisions for the year, and it quantifies results achieved by PF projects implemented in 2009.
The report also covers the use of Central Emergency Response Fund (CERF) funding, given the similarities of the decision-making process and the complementary use of the PF and CERF as two funding mechanisms introduced by the Humanitarian Coordinator.
Results reported on this document are based on projects funded by the two common funding mechanisms. Partners funded by the PF and CERF estimate that more than 15 million Congolese have benefited from the activities financed by these mechanisms, as contained in this report.
