OVERVIEW

As tensions between government forces and non-state armed groups in North Kivu Province continue, the ceasefire established in recent weeks remains fragile. The hopes of some 1.2 million displaced civilians for respite from the violence had been raised by the withdrawal of some armed actors from localized regions in Rutshuru territory.

However, a resumption of hostilities and reports of clashes have put displaced communities on edge yet again, concerned that violence will flare and opportunitiesto return to their homes and their livelihoods will again be heavily restricted.

In addition, the security situation in the Grand Nord region of North Kivu Province remains unpredictable as other armed groupsremain active, including acrossthe North Kivu-Ituri provincial border, asthey take advantage of powervacuums being created by the draw on resources to the south. Humanitarian access remains heavily restricted in numerous zones across North Kivu Province.

This week, UNHCR led a high-level mission which included UNHCR Assistant High Commissioners for Protection and Operations. The mission to Goma and to Beni focused on speaking directly with displaced populations and on evaluating the delivery of services and humanitarian assistance. Integral to this evaluation is an assessment of the security situation and challenges, such as access to remote regions and populations.
