The Special Representative of the United Nations Secretary-General for the Democratic Republic of the Congo, Namanga Ngongi, dispatched to Bunia this Monday, 10 March 2003, a delegation to assess the situation on the ground following violent clashes between Ugandan and the Union of the Congolese Patriots (UPC) troops.
The Mission's goal is firstly to secure an agreement for the cessation of hostilities between UPC and Ugandan Army. And secondly, should conditions permit, to subsequently proceed with the identification of the Ituri participants in the preparatory technical committee meeting on the establishment of the Ituri Pacification Committee.
The Luanda Agreement signed on 6 September 2002 by Presidents Joseph Kabila of the DRC and Yoweri Museveni of Uganda provides for the creation of this Committee with a view to establishing an Administration accepted by all and endowed with the necessary means and power to enable it to ensure the population's security in Bunia and to eventually secure a total and definite withdrawal of Ugandan troops from this town.
The Regional Director for the East, Mr. Vadim Perfiliev, heads the MONUC multidisciplinary delegation.
