Dear Colleagues,
The worst flooding of the past 35 years has affected large areas of the Democratic Republic of Congo (DRC - formerly Zaire). The affected population of some 7 million persons is concentrated in cities, villages and towns along thousands of kilometers of the north flowing Congo (Lwalaba) river from southeastern to northeastern DRC. Homes and villages have been inundated by the rising flood waters and widespread outbreaks of cholera, malaria and other infectious diseases are occurring. Very little or no external assistance is available in these remote regions.
ACT members, ‘Eglise Du Christ Au Congo’ (Church of Christ of the Congo - ACT/ECC) and ‘ Eglise Methodiste-Unie Au Cong’ (United Methodist Church of the Congo - ACT/EMUC) have appealed to ACT for emergency funding and support required to provide life saving assistance to victims of the flooding in the Kisangani, Province Oriental, Province North Katanga and other affected regions. Your immediate consideration of all possible cash and in kind donations is urgently requested. Please send your contributions to the ACT bank account.

III. DESCRIPTION OF THE EMERGENCY SITUATION
The worst flooding of the past 35 years has affected large areas of the Democratic Republic of Congo (DRC -formerly Zaire). The floods and extremely high water levels have followed unusually heavy rainfall in the vast Congo river basin region from Kisangani in northeastern DRC to Bukama over 2500 kilometers in the southeast. Annually, the Congo (Lwalaba) river floods during March. The current floods started during December 1997 and due to the unsettled weather patterns, are predicted to continue through March or April of 1998.
The population of these regions, encompassing more than 7 million persons, is largely concentrated in villages, towns and cities along the banks of the Congo river and it’s tributaries. Many of the most critically affected towns and villages are only accessible by light aircraft or by boat. Similar flood disasters were experienced in the past during 1962 and 1979 causing widespread death and suffering. The majority of the affected regions have little or no international presence or outside assistance during these times of crisis. Traditionally, the established church and community structures are the only channel available for limited assistance to affected populations.
The Impact on Human Lives
The flooding and high water levels of the rivers have caused extensive damages to housing and crops throughout the affected regions. Subsistence level agricultural production, fishing, gold mining and small trade are the mainstays of survival throughout this area of the DRC. The Congo and Tshopo rivers overflowed their banks in Kinsangani during December, displacing an estimated 10,000 persons from their homes and affecting villages and towns in the surrounding areas. Over 1000 kilometers south of Kisangani in the northern Katanga region, the river and its tributaries has immersed villages, farms and precious food stocks from Bukama to Kongolo.
In addition to the widespread damages to homes and fields and the subsequent displacement of families,
widespread outbreaks of cholera are reported in many of the villages and towns throughout the flood affected region. It is currently estimated that as many as one million people in the Katanga province alone will be affected by cholera, malaria or some other debilitating disease during the period of 01 January to 30 June 1998. Adequate and safe drinking water is scarce and countless families sacrificed not only their homes, but their food stocks and agricultural lands to the rising flood waters. Families have lost their clothing and other meager possessions as they evacuated in advance of the rising waters.
Deaths From Cholera and Other Diseases- 300 Persons are reported to have died in Kisangani and surrounding areas
- 5-6 Persons are reported to be dying daily in Bukuma
- 10-20 Persons are reported to be dying daily in Kinkonja

Affected Regions
Vast regions of the Congo (Lwalaba) river basin and its main tributaries, including the Aruwimi, Tshopo, Lomami and Lulu rivers, have been affected by the current flood emergency. Towns and villages along more than 3000 kilometers of the north flowing river have been inundated by the rising waters. Emergency needs exist from Bukama (south of lake Upemba) in southeastern DRC northwards through towns and surrounding villages including Kikondja, Malemba Nkulu, Manono, Kabalo, Kongolo, Kindu, Ubundu, Kisangani and Banalia.
IV. APPEAL GOAL
To provide short term emergency relief focused on the life preserving needs for essential medicines, food and other items to vulnerable victims affected by the flooding in the Congo river basin regions of southeastern to northeastern Democratic Republic of the Congo (Formerly Zaire).

ACT/EMUC will have two major target areas for ACT appeal assistance: Bukama and Malemba Nkulu. However, medicines and other relief materials will be transported by river to many hundreds of villages downriver from these locations and also by air to other towns as possible.
ACT/ECC and ACT/EMUC will seek to target their emergency assistance and beneficiaries according to the most critical situations and locations during the period of ACT appeal activities. Precise information concerning types of assistance provided and the total beneficiaries will be provided through regular statistical and programmatic updates from the implementing members. All ACT appeal assistance will be provided in accordance with the ‘Code of Conduct’ which mandates that aid will be provided in accordance with humanitarian principles on the basis of need alone and without adverse distinction of any kind.
Related Flood Assistance: ACT member, Norwegian Church Aid (ACT/NCA) is currently implementing ACT appeal assistance in the Kisangani area through appeal AFDC71. In response to the flood emergency needs in the northern river town of Banalia and the surrounding area, ACT/NCA has conducted an initial assessment of needs, as well as providing medicines and materials for clinics in Banalia. ACT/NCA is currently planning additional assistance which will work with local church partners in Banalia and will include the distribution of food and agricultural seeds for flood victims. The funds for the proposed ACT/NCA flood assistance in Banalia are provided through existing donations to appeal AFDC71 (DanChurchAid) as well as NCA funding. ACT/NCA will coordinate with ACT/ECC in the Kisangani area to maximize available resources and relief for victims of the flooding.

VII. PROJECT IMPLEMENTATION, ADMINISTRATION, MONITORING, REPORTING
Eglise Du Christ Au Congo - Kisangani (ACT/ECC)- General Implementation: ACT/ECC will implement all activities through ECC member churches and church operated clinics in the Kisangani area. ECC member churches in the Kisangani region operate numerous community health clinics and dispensaries which will provide medicines and treatment for the targeted beneficiaries. ACT/ECC will implement all appeal activities in compliance with the ‘ACT Cooperation Agreement’ and established ACT policies and procedures.
- Detailed Project Plan / Budget: Prior to the transfer of ACT appeal funds, ACT/ECC Kisangani will prepare a detailed plan and project budget for provision of the targeted medical sector assistance for the 6 health clinics. This project plan will be completed in conjunction with member churches and health authorities and will be coordinated with other ACT members, churches and NGOs in the area to prevent duplication of relief efforts.
- Procurement: ACT/ECC will procure the medical inputs locally or regionally in accordance with ACT guidelines. In order to achieve maximum cost-effectiveness, ACT/ECC will coordinate procurement and logistical arrangements with ACT/NCA, who is also providing assistance in the Kisangani region.
- Administration: The project administration, coordination and management will be directed by the ‘Community Development Bureau’(CDB) of the ECC structure in Kisangani. This is an established office directed by Mr. Jean Robert Gbema Agidi, who is accountable to the president of the ECC - Bishop Assani Mpia Baraka Koy. The CDB office in Kisangani is experienced in the management and implementation of various relief and development programs with member churches in the region. ACT/NCA has been working cooperatively with the ECC - Kisangani leadership and church structure during recent emergency response in the DRC. Bishop Assani Mpia Baraka Koy was a participant in the recent ACT Great Lakes region consultation in Kampala.
- Financial Control: ACT/ECC will provide accountability for the professional management and control of ACT appeal funds through their established finance office and in accordance with ACT guidelines.
- Monitoring: To insure that ACT appeal assistance reaches the targeted beneficiaries , the ACT/ECC Community Development Bureau will provide monitoring of all ACT appeal assistance through their staff, church members and the staff of the targeted health clinics. Lists of patients and beneficiaries receiving treatment and medicines will be maintained at each clinic location. These accuracy of these lists will be verified through independent monitoring in the community.
- Reporting: ACT/ECC will provide regular updates and situation reports to the ACT Coordinating Office every 60 days, or more often as needed if the emergency situation worsens. The financial, narrative and statistical reporting will be in accordance with ACT guidelines.
- Financial Audit: ACT/ECC will provide an external audit of all ACT appeal funds following the completion of appeal activities.
Eglise Methodiste-Unie Au Congo - North Katanga/Tanganika Diocese (ACT/EMUC)- Implementation: ACT/EMUC will implement all activities through their established program offices and experienced staff of the North Katanga and Tanganika Diocese. The EMUC has a long term presence and extensive network of churches, programs and institutions throughout central and southern areas of the DRC. Hospitals, clinics, schools, training programs, social support and other ongoing projects of the EMUC support emergency and long term development needs throughout the region. An extensive support network maintained by the EMUC will support the ACT appeal assistance and includes technical staff, offices, storage depots, light aircraft, communications, logistics and other needs. ACT/EMUC will implement all appeal activities in compliance with the ‘ACT Cooperation Agreement’ and established ACT policies and procedures.
- Implementation Plan: The ACT/EMUC medical team will be directed by Dr. Ilunga Kaseya and Ms. Elizabeth Ryder (RNC), and will also include other medical specialists from the EMUC clinic in Nyembo and the Kamina nursing school. The EMUC central medical depot is directed by Kendra Enright (RN) and will supervise the distribution of medicines and other materials to the various sub-depots in the targeted regions. Accurate assessments of the needs and situation within specific target communities and areas will be provided by on-site personnel, who are in frequent radio contact with the central medical depot and logistical personnel. Distribution of ACT relief medicines and materials and the provision of medical care will be accomplished through clinics and centers operated by the EMUC and other churches as well as community organizations.
Rev. John Enright (Pilot) is supervising logistical and transport arrangements. ACT/EMUC will transport medicines and relief materials utilizing 3 light aircraft owned and operated by the EMUC, in addition to trucks, boats, canoes and bicycles. Additional trucks and boats will be contracted by ACT/EMUC as necessary and provided for in the appeal budget.- Procurement: ACT/EUMC will procure the medicines, supplies and other relief inputs locally in Lumbumbashi or regionally in neighboring Zambia and in accordance with ACT guidelines. These materials will be gathered in Lumbumbashi and transferred by truck and light aircraft to distribution centers in Bukamu and Malemba Nkulu.
- Communications: ACT/EMUC will coordinate communications between target areas via an established radio network. Communications with the ACT Coordinating Office and donors are maintained via an Email system operating through MAF radio links. The diocese office in Kamina also has satellite phone contact when necessary.
- In Kind Donations: Material donations of medicines and other stated relief needs may be provided from ACT donors for appeal activities. However, due to the critical and urgent need for medicines and vaccines, these donations must be received by ACT/EMUC within the next 30-60 days. It is currently possible to ship medicines and other relief materials to Lumbumbashi by commercial airfreight via Lusaka, Zambia on normally scheduled flights.
- Administration: The project administration and coordination will be directed by Bishop Ntambo Nkulu Ntanda from the diocese offices located in Kamina. The EMUC offices and staff of the North Katanga and Tanganika diocese have long term experience in the management and implementation of relief and development in the region. Their capacity and effectiveness has been verified by the Danish World Methodist Mission and ACT/UMCOR.
- Financial Control: ACT/EMUC will provide full accountability and professional management of ACT appeal funds through their area financial office directed by Tom Ryder, Glen Hupprich and Rev Mpiana Dsiu dia Mpasu. A computer based accounting program is utilized for all finances and ACT/EMUC will provide financial reports in compliance with ACT guidelines.
- Monitoring: Monitoring of the ACT appeal assistance and other follow-up procedures will maintained by ACT/EMUC under the leadership of Rev. Kasongo Munza and Rev. Kazadi Ka Kabamba, who will work under the direction of Bishop Ntambo.
- Reporting: ACT/EMUC will provide regular updates and situation reports to the ACT Coordinating Office on a monthly basis, or more often as needed if the emergency situation worsens. All financial, narrative and statistical reporting will be in accordance with ACT guidelines.
- Financial Audit: ACT/EMUC conducts an external audit of all financial funds on a yearly basis. A copy of this audit report (As related to appeal funds) will be provided to ACT when completed.
VIII. IMPLEMENTATION SCHEDULE- Appeal Period - 01 February - 30 June 1998 (5 Months): ACT/EMUC has started immediate implementation of appeal activities utilizing currently available funds. Additional assistance will be provided continuously throughout the appeal period as funding permits. ACT/ECC will complete assessments, procurement and logistical arrangements during the first 2 months, followed by provision of targeted assistance during the appeal period.
IX. COORDINATION
ACT/ECC: Will coordinate all appeal activities with ACT/NCA in the Kisangani region, in addition to church and ecumenical structures and agencies. Coordination will also be maintained with MSF, IFRC, UNICEF and other agencies providing assistance in the Kisangani region, in order to prevent duplication of efforts.
ACT/EMUC: External assistance and presence is non-existent or limited in the targeted regions. Coordination will be maintained with church ecumenical structures and community organizations throughout the region.
