EXECUTIVE SUMMARY

The present appeal, prepared by the United Nations Department of Humanitarian Affairs (DHA) at the request of the Government of the Democratic People's Republic of Korea, has been formulated on the basis of assessments, data and substantive contributions of the United Nations Agencies involved in the provision of flood-related emergency relief to DPRK. These include the United Nations Children's Fund (UNICEF), the World Food Programme (WFP), the United Nations Development Programme (UNDP), the Food and Agriculture Organization of the United Nations (FAO), the World Health Organization (WHO), and in consultation with the Government.

Together, the concerned UN Agencies are appealing for a total of $43,632,935 for emergency assistance to the DPRK for the period from 1 July 1996 to 31 March 1997. The Appeal addresses urgent needs resulting from the unprecedented flooding in the DPRK in 1995, focusing on objectives in three priority Sectors, determined through consultations with the relevant UN Agencies and the Government:
  • Food aid, representing the most urgent need;
  • Recovery of Arable Lands, in order to resume normal food production;
  • Health, to restore basic health services, disrupted by the floods.
Accordingly, the major portion $26,804,365, of the funds requested is for the procurement of food, $10,322,260 for the recovery of arable lands and $5,940,310 to restore basic health services. Additionally, $566,000 are requested to ensure adequate monitoring and reporting procedures.

The activities envisaged under the three priority sectors are coordinated, integrated and focused on those provinces of the DPRK most seriously affected by the floods, so as to ensure a multi-sectoral approach, establish a linkage with longer-term sectoral rehabilitation and continuity with Agencies' regular country programmes. All other rehabilitation activities were collated into a separate "basket" in the form of a longer-term programme for flood damage rehabilitation outside the framework of the Appeal. Financial estimates for longer-term rehabilitation are indicated in the financial tables of some of the project proposals. However, these sums, are not being sought through the present Appeal.

The principal target beneficiaries of the short-term, small-scale activities of the Appeal are people and local communities in the most-affected provinces of Chagang, North and South Hwanghae, North and South Pyongan and Kangwon.

In order to increase the level of food aid to DPRK from the NGO community, and to facilitate the establishment of relations between NGOs and the Government, the present Appeal includes a corresponding Project Proposal.

UN agencies in Pyongyang consider that their monitoring arrangements with the Government have worked well in the past. Appropriate monitoring measures have been agreed upon with the DPRK Government for the present Appeal. UN agencies will report on project implementation in their respective sectors. The Office of the UN Resident Coordinator in Pyongyang will bear the overall responsibility for reporting on the implementation of the humanitarian programme in DPRK.
