The International Federation of Red Cross and Red Crescent (IFRC) Disaster Relief Emergency Fund (DREF) is a source of un-earmarked money created by the Federation in 1985 to ensure that immediate financial support is available for Red Cross Red Crescent response to emergencies. The DREF is a vital part of the International Federation’s disaster response system and increases the ability of National Societies to respond to disasters.

Summary: CHF 378,714 was allocated from the IFRC’s Disaster Relief Emergency Fund (DREF) on 27 August 2010 to support the Democratic People’s Republic of Korea (DPRK) Red Cross in delivering immediate assistance to some 16,000 beneficiaries and to replenish 2,500 family disaster preparedness stocks.

DPRK Red Cross, with the support from IFRC, responded to the floods in Sinuiju city, north Phyongan province, which was severely affected by flash floods on 21 August 2010. The DPRK Red Cross Society immediately distributed relief items from its disaster preparedness stocks to 2,500 affected families. Items included tarpaulins, blankets, cooking sets, jerry cans, water purification tablets and 1,500 family hygiene kits. Approximately 6.71 million litres of drinking water was distributed by the Red Cross water treatment plants to evacuees, health institutions and public service facilities in the flood affected area. It was the first deployment by DPRK Red Cross of the water treatment unit in response to a disaster, since the equipment was donated from the Spanish and Swedish Red Cross and personnel trained in 2009 and 2010. Over 350 Red Cross volunteers were mobilized for evacuation, rescue, first aid, distribution of emergency relief items and hygiene promotion among communities, in close cooperation and coordination with local authorities and other public organizations. With the support of DREF, disaster preparedness items for 2,500 families released for the floods response were replenished in the Sinuiju regional disaster preparedness warehouse.

The operation is complete and this narrative is final in terms of activities carried out. A total of CHF 70,659 of unspent funds was returned to DREF at the end of this operation.

The European Commission’s Humanitarian Aid and Civil Protection department (DG ECHO) as well as Netherlands Red Cross/ Netherlands government made contributions towards the replenishment of the DREF for the allocation made to this operation.

The major donors to the DREF are the Canadian Red Cross/ Canadian government, Danish Red Cross/ Danish government, Icelandic Red Cross/ Icelandic government, Japanese Red Cross, Netherlands Red Cross/ Netherlands government, Norwegian Red Cross/ Norwegian government, Swedish Red Cross/ Swedish government, as well as the Australian, Monaco and South African governments as well as DG ECHO.
