Context

The government of the Democratic People’s Republic of Korea (hereinafter the government) has pushed forward the implementation of the five-year (2021-2025) plan for national economic development to protect the lives of the people and improve the people’s living standards at earliest, while overcoming the various challenges caused by the protracted global health crisis and disastrous abnormal weather phenomena. The government concentrates its consistent efforts on the agricultural development, land management, eco-environment protection, education and health, etc.

The government regards it as its most important task and puts its top priority to thoroughly protect the people’s lives from floods, downpour, droughts, heat waves and typhoons in response to evolving disastrous abnormal weather phenomena caused by climate change. At the regional level, early actions such as risk mapping, removal of risks and public awareness building on response procedures in times of natural disasters in various methods have been taken to mitigate the effects of the disastrous weather phenomena. The government has concentrated all its efforts on preparing for disastrous abnormal weather by El Niño this year.

The Red Cross Society of the Democratic People’s Republic of Korea (hereinafter the DPRK RCS), as an auxiliary to the government, has actively supported the government in preventing impacts of floods, downpour, droughts, heat waves and typhoons. The DPRK RCS has timely operated the National Disaster Response Team (hereinafter NDRT) and Provincial Disaster Response Teams (hereinafter PDRTs) as the rainy season of this year started earlier than before and fully mobilized the Red Cross (RC) branches and volunteers in the work to prepare for and minimize the effects of any disaster.

The infections by emerging COVID-19 variants and the different epidemics like M-pox virus, Ebola virus around the world continue to give rise to concern. The government continued to regard the anti-epidemic work as its core task to save people’s lives and protect their health ensuring the state anti-epidemic capacity able to respond to different types of epidemics.

The International Federation of Red Cross and Red Crescent Societies (hereinafter the IFRC) have cooperated closely with DPRK RCS to provide services to the possible extent during the first six months of 2023.
