2. The Government of Japan decided to provide this emergency grant aid considering the need for humanitarian aid for the serious damage caused by the hurricanes and also based upon the friendly relations between Japan and the Republic of Cuba.

3. The Government of Japan has already provided assistance for the seriously affected area of 59,999 euros (9,839,836 yen) for the "Project of Support for Victims of Natural Disaster in the Special Municipality of the Isla de la Juventud" and of 60,000 euros (9.84 million yen) for the "Project of Support for Victims of Natural Disaster in Pinar del Rio Province" through the Grant Assistance for Grass-roots Human Security Project of 2008. With this grant aid, the total amount of the Japanese emergency aid for the hurricane disaster in Cuba amounts to about 110 million yen.
