2. PRELIMINARY REPORTS INDICATE DAMAGE TO HOUSING, CROPS, ROAD AND COMMUNICATIONS NETWORKS.

3. THE GOVT HAS REQUESTED DHA TO LAUNCH AN APPEAL FOR INTERNATIONAL ASSISTANCE. UNDP/DHA RESIDENT REPRESENTATIVE IN CONSULTATION WITH GOVT FOR QUANTIFICATION OF EMERGENCY NEEDS.

1. PROVINCE OF GUANTANAMO MOST HIT BY TROPICAL STORM GORDON WHICH WAS PRECEDED BY HEAVY RAINS ON 11 NOVEMBER AND ARRIVED INLAND ON 13 NOV. GORDON STILL REMAINS IN THE AREA PARALLEL TO NORTHERN COAST (SOME 140 KM FROM CAPITAL).

2. PRELIMINARY DATA FOR PROVINCE OF GUANTANAMO (DATA NOT YET AVAILABLE FOR OTHER PARTS): 26,300 PEOPLE AFFECTED. 90 HOUSES DESTROYED, 3,061 DAMAGED AND 2,143 FLOODED. 19 KM SEAWALLS DESTROYED, 2 BRIDGES DESTROYED, 31 BRIDGES DAMAGED, 2 AQUEDUCTS DESTROYED. 40 LIVESTOCK DEAD. 2,870 HA OF SUGAR CANE FIELDS FLOODED. 45,000 SACKS OF COFFEE LOST. 10,000 LIT MILK LOST.

3. NATIONAL AUTHORITIES CARRIED OUT EVACUATION OF 19,928 PEOPLE (OF WHOM 1.924 TO TEMPORARY SHELTER), FURTHER EVACUATION OF 26,440 STUDENTS HARVESTING. EVACUATION OF 68,780 LIVESTOCK. MOREOVER, 20,672 PERSONS AND 1.363 VEHICLES MOBILIZED TO ASSIST THE POPULATION AFFECTED.

5. DHA IS PREPARED TO SERVE AS A CHANNEL FOR CASH CONTRIBUTIONS TO BE USED DURING THE IMMEDIATE RELIEF PHASE. FUNDS ARE SPENT IN COORDINATION WITH RELEVANT ORGANIZATIONS OF THE UN SYSTEM, AND DHA PROVIDES DONOR GOVERNMENTS WITH A WRITTEN CONFIRMATION OF THE UTILIZATION OF THE FUNDS CONTRIBUTED.

SITUATION

1. SEA FLOODING CONTINUING AT SOME POINTS IN NORTHERN COASTLINES OF PINAR DEL RIO AND HAVANA PROVINCES (INCLUDING THE CAPITAL). IN THE CENTRAL AND EASTERN PART OF THE COUNTRY, THE MAIN EFFECTS OF THE STORM HAVE RESULTED FROM STRONG WINDS AND SEA FLOODING, WHEREAS THE EASTERN PROVINCES HAVE SUFFERED MORE FROM TORRENTIAL RAINS.

2. DATA PROVIDED OFFER A MORE COMPLETE PICTURE OF THE DAMAGE CAUSED. THE DEATH TOLL STANDS AT 2 (DUE TO PROMPT EVACUATION). 42,820 PEOPLE HAVE BEEN DIRECTLY AFFECTED BY THE LOSS OF OR DAMAGE TO THEIR HOMES. UPDATED FIGURES GIVE 156 HOMES DESTROYED, 5,750 DAMAGED AND 3,115 FLOODED.

3. WITH REGARD TO DAMAGE TO INFRASTRUCTURE, THE LATEST FIGURES REPORT 13 BRIDGES DESTROYED, 43 DAMAGED, 1,779 KM OF PAVED AND OTHER ROADS SEVERELY DAMAGED, 14.5 KM OF SEAWALL DESTROYED, 26.5 KM OF RAILWAY TRACK DESTROYED, 113 SEWERS DAMAGED, 52,000 TONS OF TABLE SALT CONTAMINATED, 100,000 COFFEE SACKS LOST, OVER 50,000 LITRES OF MILK LOST (A FIVEFOLD INCREASE OVER PREVIOUS ASSESSMENT).

4. THE AGRICULTURAL SECTOR HAS SUFFERED SEVERE DAMAGE, ALTHOUGH NOT SO FAR QUANTIFIED, AFFECTING VEGETABLES, LEGUMES AND COFFEE AND PARTICULARLY BANANA FIELDS IN THE NORTHERN PARTS OF CIEGO DE AVILA, SANCTI SPIRITUS, VILLA CLARA AND MATANZAS.

5. PRELIMINARY ECONOMIC ESTIMATES OF LOSSES TO DATE SHOW THAT IN THE COMING MONTHS THE DISPLACED PERSONS WILL NEED ASSISTANCE TO A VALUE OF USD 11,323,500. PRELIMINARY FIGURES FOR THE RECONSTRUCTION OF DAMAGED INFRASTRUCTURE ARE - HOMES, BUILDINGS AND ROADS: USD 25,448,000, PUBLIC SERVICES USD 5,002,000

NATIONAL RESPONSE

6. SUPPORT FROM CUBAN PEOPLE CONTINUES IN RELIEF ACTIVITIES. GOVERNMENT PROCEEDING WITH DAMAGE ASSESSMENT.

7. THE UNITED NATIONS DISASTER MANAGEMENT TEAM WILL MEET WITHIN THE NEAR FUTURE TO DETERMINE MOST EFFECTIVE RESPONSE BY AGENCIES. UN OFFICE IN CUBA WORKING WITH GOVERNMENT AUTHORITIES ON ASSESSMENT OF RELIEF NEEDS.

8. INITIAL PRIORITY NEEDS FOR INTERNATIONAL ASSISTANCE HAVE BEEN IDENTIFIED BY CUBAN CIVIL DEFENCE AS: FOOD, MEDICINES AND CONSTRUCTION MATERIAL (TIMBER AND CORRUGATED ROOFING).

SITUATION

1. DHA HAS NOW BEEN PROVIDED WITH AN INITIAL OVERALL ASSESSMENT OF THE DAMAGE CAUSED BY TROPICAL STORM GORDON WHICH REFLECTS THE SEVERE IMPACT OF THE DISASTER AT A TIME WHEN THE COUNTRY IS FACING SEVERE ECONOMIC DIFFICULTIES.

2. THE LOW DEATH TOLL OF 2 PERSONS WAS IN LARGE MEASURE DUE TO THE PREVENTIVE MEASURES TAKEN BY THE AUTHORITIES AND EVACUATION, SUMMARIZED AS FOLLOWS: EVACUATION OF 36,518 PEOPLE FOR A PERIOD OF 2-4 DAYS, EVACUATION OF STUDENTS ASSISTING IN HARVEST: 34,813 TO THEIR HOMES AND 6,407 TO TEMPORARY SHELTER, 34,740 PEOPLE WERE MOBILIZED FOR THE PROTECTION OF THE POPULATION. 2,452 VEHICLES WERE MOBILIZED FOR THESE MOVEMENTS OF PEOPLE AND GOODS, PLUS AN ADDITIONAL 1,070 VEHICLES TO MOVE MATERIAL RESOURCES.

3. AGRICULTURE HAS BEEN THE MOST HEAVILY AFFECTED SECTOR WITH 5,558,000 BANANA TREES DESTROYED AND DAMAGED, 100,000 COFFEE SACKS LOST (ALONE WORTH ABOUT USD 3,520,000) 3,028 HA OF SUGAR CANE FIELDS FLOODED, 742 HA OF GRAINS, 2,053 OF VEGETABLES, IN ADDITION TO 603 SEED BEDS FOR TOBACCO AND VEGETABLES. LOSSES INCLUDE 30 KM OF IRRIGATION CHANNELS, 75 KM OF IRRIGATION HOSES, 200,000 MICROJET UNITS, 76 PUMPING UNITS AND 50 KM FENCING. THE LOSSES ARE ESTIMATED AT APPROXIMATELY USD 45 MILLION WITHOUT TAKING ACCOUNT OF DELAYS CAUSED TO HARVESTING AND PLANTING.

4. ELECTRICITY, TELEPHONE/TELEGRAPH NETWORKS HAVE ALSO BEEN DAMAGED, 500 BUILDING ELECTRICAL CONNECTIONS (TO THE NATIONAL NETWORK), 50 DISTRIBUTION TRANSFORMERS BURNED OUT, 2 KM OF AERIAL AND 5 KM OF UNDERGROUND TELEPHONE CABLING DAMAGED AS WELL AS 1 MICROWAVE REPEATER STATION, AND 3 COMMUNICATIONS CENTRES WERE FLOODED.

5. LOSSES AND RECONSTRUCTION OF DAMAGED HOMES, BUILDINGS AND ROAD HAVE AN ESTIMATED VALUE OF USD 47,445,200. OVERALL LOSSES IN PUBLIC SERVICES ARE ESTIMATED AT USD 9,523,200.

NATIONAL RESPONSE

6. THE UNITED NATIONS DISASTER MANAGEMENT TEAM IS MEETING ON 1 DECEMBER TO DISCUSS APPROPRIATE ACTION TO BE TAKEN. UN OFFICE IN CUBA CONTINUES WORKING WITH GOVERNMENT AUTHORITIES ON ASSESSMENT OF RELIEF NEEDS.

SITUATION

1. RECONSTRUCTION AND REHABILITATION EFFORTS CONTINUE FOLLOWING THE SERIOUS DISTURBANCE TO THE LIVES AND ACTIVITIES OF A LARGE PART OF THE POPULATION PARTICULARLY IN THE PROVINCE OF GUANTANAMO. THE ECONOMIC IMPACT IS GREATER GIVEN THAT THIS IS THE THIRD TIME IN APPROXIMATELY ONE YEAR THAT THE SAME PART OF THE COUNTRY HAS BEEN HIT BY A SIMILAR OCCURRENCE.

2. THE UNITED NATIONS DISASTER MANAGEMENT TEAM (UN-DMT) MET ON 1 DECEMBER AND AGREED THAT THE GOVERNMENT BE ASKED TO PROVIDE A MORE DETAILED ASSESSMENT OF THE NEEDS, IN ORDER TO MAXIMIZE UN AGENCIES EFFECTIVENESS. THE AGENCIES WILL WORK CLOSELY WITH NATIONAL COUNTERPARTS IN DETERMINING PRIORITIES FOR ACTION AND ARE SEEKING DONORS TO CONTRIBUTE TO THE FOLLOWING SPECIFIC AREAS:

UNICEF: RECONSTRUCTION OF DAMAGED WATER SUPPLY SYSTEMS, IN PARTICULAR PUMPING UNITS AND CANALS, FAO: REHABILITATION OF CROP FIELDS, WFP: PROVISIONS OF FOOD AID, PAHO/WHO: CONTRIBUTIONS IN MEDICINES, REHABILITATION OF WATER SUPPLY AND SANITATION SYSTEMS, UNESCO: RESTORATION OF DAMAGED SCHOOL AND CULTURAL FACILITIES

3. UNDP WILL CONTINUE TO PLAY A ROLE IN LEADING AND COORDINATING THE RESOURCE MOBILIZATION PROCESS AND HAS APPROVED A CASH GRANT OF USD 50,000, FOR PURCHASE OF CONSTRUCTION MATERIAL.
