DHA GENEVA INFORMATION REPORT NO. 1
13 DECEMBER 1993

SITUATION

1. DURING THE NIGHT OF THURSDAY, 9 DECEMBER 1993, HEAVY RAINS IN THE CENTRAL VALLEY OF COSTA RICA TOWARDS THE ATLANTIC OCEAN, EXTENDING TO THE COASTLINE, CAUSED WIDESPREAD FLOODING IN THE LOWER DISTRICTS, PROMPTING THE GOVT TO DECLARE STATE OF EMERGENCY.

2. TO DATE, OFFICIAL FIGURES INDICATE 4 PERSONS DEAD, 5 INJURED AND SOME 31,000 AFFECTED. THE SAN JOSE-LIMON HIGHWAY (BETWEEN THE CAPITAL AND THE MAJOR PORT) IS ALSO FLOODED. SEVERAL BRIDGES HAVE BEEN SWEPT AWAY AND MANY BANANA PLANTATIONS ARE INUNDATED BY UP TO 2 METERS OF WATER.

NATIONAL RESPONSE

3. NATIONAL RELIEF SERVICES, TOGETHER WITH THE NATIONAL RED CROSS, ARE WORKING AROUND THE CLOCK.

4. THE GOVT OF COSTA RICA HAS SO FAR NOT REQUESTED INTERNATIONAL ASSISTANCE, AND THE NATIONAL EMERGENCY COMMISSION WILL TRANSMIT A DETAILED ACCOUNT OF THE EVENT AS SOON AS POSSIBLE.

5. UN RESIDENT REPRESENTATIVE MONITORING THE SITUATION IN CLOSE CONTACT WITH THE NATIONAL EMERGENCY COMMISSION.

SITUATION

1. RAIN CONTINUED UNTIL 12 DECEMBER 1993 AND FLOODS HAVE CAUSED SEVERE DAMAGE TO THE DRINKING WATER SYSTEM IN RURAL AREAS, AS WELL AS TO HOUSING, ROAD AND TELECOMMUNICATIONS INFRASTRUCTURE AND TO AGRICULTURE. AFFECTED DISTRICTS ARE PARAISO, TURRIALBA, SARAPIQUI, SIQUIRRES, MATINA, LIMON AND TALAMANCA.

2. THANKS TO THE FLOOD MONITORING, WARNING AND ALERT SYSTEM ONLY 5 PEOPLE HAVE BEEN REPORTED DEAD AND 1 INJURED. MORE THAN 31,000 PERSONS ARE ISOLATED, 1,655 HAVE BEEN EVACUATED AND 789 ARE ACCOMMODATED IN SHELTERS.

3. A PROVISIONAL ASSESSMENT OF THE DAMAGE SHOWS:

- 6 CLINICS OR HEALTH POSTS FLOODED
- SEVERE DAMAGE TO THE DRINKING WATER SYSTEM, WELLS ARE CONTAMINATED
- HOUSING IN LIMON DESTROYED OR DAMAGED
- EVACUATED POPULATION STILL IN SHELTERS

NATIONAL RESPONSE

4. GOVERNMENTAL TEAMS ARE WORKING TO BRING RELIEF TO THE AFFECTED POPULATION. USING LOCAL RESOURCES, BLANKETS, FOOD, LAUNCHES, MATTRESSES, FUEL AND OTHER RELIEF SUPPLIES HAVE BEEN DISTRIBUTED.

INTERNATIONAL APPEAL

5. THE GOVERNMENT OF COSTA RICA HAS REQUESTED INTERNATIONAL ASSISTANCE. THE DISASTER MANAGEMENT TEAM HAS RECEIVED A PRELIMINARY REPORT ON PRIORITY NEEDS FROM THE NATIONAL EMERGENCY COMMITTEE, INDICATING FOLLOWING ITEMS:

- WATER PUMPS
- CHLORINATORS FOR WELLS
- BLANKETS
- MATTRESSES
- PORTABLE RADIOS AND RADIO BASE STATIONS

GOVT INDICATES ALSO, THAT ALL RELIEF SUPPLIES CAN BE PURCHASED LOCALLY. DETAILS ON THIS APPEAL ARE AVAILABLE WITH DHA GENEVA.

SITUATION

1. FROM 9 TO 12 DECEMBER 1993 HEAVY RAINS CAUSED FLOODS AND LANDSLIDES IN THE ATLANTIC REGION OF COSTA RICA. MOST AFFECTED DISTRICTS ARE TALAMANCA, LIMON, MATINA, SIQUIRRES, TURRIALBA, PARAISO AND SARAPIQUI.

2. THANKS TO NATIONAL WARNING SYSTEM, MOBILIZATION OF NATIONAL EMERGENCY COMMISSION AND LOCAL LEVEL COMMITTEES AND IMMEDIATE ACTIVATION OF NATIONAL EMERGENCY PLAN, ONLY 5 PEOPLE REPORTED DEAD, 4 MISSING AND 1 INJURED. 1,655 PEOPLE HAVE BEEN EVACUATED.

3. SITUATION BY SECTOR:

HEALTH: MAIN PROBLEM IS POLLUTION OF DRINKING WATER (3,800 WELLS CONTAMINATED). MINISTRY OF HEALTH HAS INITIATED URGENT DECONTAMINATION PROGRAMME AND RECONSTRUCTION OF DAMAGED SANITARY INFRASTRUCTURE.

ENERGY: IN TURRIALBA APPROXIMATELY 600 HOUSEHOLDS HAVE NO ELECTRICITY. TRANSFORMERS, FUSES AND POLES ARE AFFECTED. THE PROBLEM OF ACCESS IS HINDERING REPAIR WORK ON ELECTRICITY INFRASTRUCTURE.

HOUSING: LANDSLIDES ARE MAIN CAUSE OF DAMAGE IN TURRIALBA WHILE IN TALAMANCA FLOODWATER HAS AFFECTED HOUSES.

AGRICULTURE: RESIDENTS OF ALTA TALAMANCA ESTIMATE LOSSES BETWEEN 75 TO 80 PER CENT OF AGRICULTURAL PRODUCTION.

NATIONAL RESPONSE

4. GOVERNMENTAL TEAMS WORKING TO BRING RELIEF TO VICTIMS. 3,270 BLANKETS, 3,120 MATTRESSES, 172,641 KILOS FOOD, LAUNCHES, FUEL AND OTHER RELIEF GOODS HAVE BEEN DISTRIBUTED FORM LOCAL SUPPLIES.

6. DHA IS PREPARED TO SERVE AS A CHANNEL FOR CASH CONTRIBUTIONS TO BE USED DURING THE IMMEIDATE RELIEF PHASE. FUNDS ARE SPENT IN COORDINATION WITH RELEVANT ORGANIZATIONS OF THE UN SYSTEM, AND DHA PROVIDES DONOR GOVERNMENTS WITH A WRITTEN CONFIRMATION OF THE UTILIZATION OF THE FUNDS CONTRIBUTED.

7. TRANSFERS OF FUNDS SHOULD BE MADE TO THE DHA ACCOUNT NUMBER CO-590.160.1 AT THE SWISS BANK CORPORATION, CASE POSTALE 2770, CH-1211 GENEVA 2, WITH THE FOLLOWING REFERENCE: COSTA RICA, FLOODS, DHA-GENEVA.
