COSTA RICA - EARTHQUAKE
UNDRO SITUATION REPORT NO. 1
23 APRIL 1991

SITUATION

1. A POWERFUL EARTHQUAKE HIT COSTA RICA AND NORTHERN PANAMA AT 15.55 HRS. LOCAL TIME (21.55 GMT) ON MONDAY, 22 APRIL. MAGNITUDE PRELIMINARILY MEASURED BETWEEN 7 AND 7.4 ON THE RICHTER SCALE. EARTHQUAKE OCCURRED ABOUT 70 MILES (110 KM) SOUTHEAST OF SAN JOSE 30 MILES (50 KM) SOUTH OF ATLANTIC PORT OF LIMON (ABOUT 50,000 INHABITANTS). HYPOCENTER ACCORDING TO US GEOLOGICAL SURVEY: LATITUDE 9.6 DEGREES NORTH, LONGITUDE 83.2 DEGREES WEST.

2. UNDRO ESTABLISHED CONTACT WITH UNDRO/UNDP RESIDENT REPRESENTATIVE AND WITH EXECUTIVE DIRECTOR OF GOVERNMENTAL NATIONAL COMMISSION OF EMERGENCY IN SAN JOSE, MR. BERNARDO MENDEZ WHO INDICATED THAT AT THIS STAGE, DUE TO TOTAL DISRUPTION OF COMMUNICATIONS, ROADS AND BRIDGES WITH AFFECTED AREAS, IT WAS NOT YET POSSIBLE TO MAKE A PROPER ASSESSMENT DURING THE NIGHT.

3. BETWEEN 20 AND 30 DEATHS REPORTED SO FAR, BUT DEATH TOLL WILL INCREASE. SEVERE DAMAGE TO HOUSING. LARGEST HOSPITAL IN LIMON EVACUATED. FIRE AT REFINERY APPEARS UNDER CONTROL. GIVEN LOCAL CAPACITIES AND ASSESSMENT DIFFICULTIES, MR. MENDEZ COULD NOT YET DETERMINE SPECIFIC NEED FOR FOREIGN SEARCH AND RESCUE TEAMS, IN ADDITION TO INTERNATIONAL RESCUE CORPS DUE TO ARRIVE SAN JOSE 17.00 HRS LOCAL TIME.

4. UNDRO ARRANGING DISPATCH OF DELEGATE.

5. INTERNATIONAL APPEAL FOR ASSISTANCE EXPECTED WITHIN THE NEXT FEW HOURS. UNDRO SHALL TRANSMIT IT AS SOON AS AVAILABLE. ACCORDING TO MR. MENDEZ LIKELY NEEDS ARE FOR: BLANKETS, TENTS, WATER RESERVOIRS (AS WATER DISTRIBUTION NETWORK SERIOUSLY DAMAGED), GENERATORS AND MEDICAL EQUIPMENT.

SITUATION

1. THIS SITREP OUTLINES DEVELOPMENTS IN COSTA RICA FOLLOWING THE EARTHQUAKE. A SEPARATE SITREP IS BEING ISSUED ON PANAMA.

2. MAGNITUDE OF EARTHQUAKE, WHICH OCCURRED ON 22 APRIL AT 16.57 HRS LOCAL TIME (22.57 HRS GMT) WAS COMPUTED AT 7.2 IN RICHTER SCALE.

3. MOST SEVERE DAMAGE WAS REPORTED IN LIMON AND ITS PROVINCE (LOCALITIES OF BRIBRI, MATINA, BATAAN, SIXAOLA, 28 MILLAS AND ESTRELLA VALLEY). THIS IS A BANANA-GROWING AREA WITH MAINLY WOODEN, FLOOD-PRONE HOUSES ON STILTS AND SPARSE POPULATION. TYPE OF SETTLEMENT REDUCED NUMBER OF CASUALTIES AND INJURIES. IN ADDITION, BUILDINGS IN SAN JOSE AND PROVINCES OF CARTAGO AND ALAJUELA DAMAGED.

4. DEATH TOLL REPORTED AT 40. ACCORDING TO GOVERNMENTAL ESTIMATES, 350 PEOPLE WERE WOUNDED AND 10,000 ARE HOMELESS.

5. INFRASTRUCTURE SUFFERED HEAVILY: TWO NATIONAL ACCESS ROADS TO LIMON, NETWORK OF RAILWAYS, ELECTRICITY AND TELECOMMUNICATIONS WERE DAMAGED. LOCALITIES STILL ISOLATED DUE TO COLLAPSE OF BRIDGES AND LANDSLIDES. IN LIMON, DOCKS SEVERELY DAMAGED, AFFECTING EXPORT CAPACITY. MAIN HOSPITAL TOTALLY EVACUATED.

NATIONAL RESPONSE

6. EMERGENCY OPERATIONS CENTRE ACTIVATED BY THE NATIONAL COMMISSION FOR THE EMERGENCY IN CIVIL DEFENSE. GOVERNMENTAL DEPARTMENTS AT THE CENTRAL, REGIONAL AND TECHNICAL LEVEL CO-ORDINATING THEIR EFFORTS IN LINE WITH TRADITIONALLY HIGH PREPAREDNESS LEVEL.

7. CIVIL GUARD, POLICE, FIRE DEPARTMENT AND RED CROSS WERE MOBILIZED FOR ASSESSMENT OF DAMAGE AND NEEDS, SEARCH AND RESCUE AND EMERGENCY RELIEF. COSTARICAN RED CROSS DISPATCHED 10 AMBULANCES AND 40 FIRST AIDERS TO LIMON IMMEDIATELY.

8. ACCORDING TO WHO/PAHO, HEALTH SERVICES HAVE RESPONDED EFFICIENTLY TO MEDICAL EMERGENCY.

9. AIR-BRIDGE ESTABLISHED BETWEEN SAN JOSE AND LIMON.

COUNTRY-LEVEL INTERNATIONAL RESPONSE

10. UNDRO/UNDP RESIDENT REPRESENTATIVE LIAISING WITH GOVT ON CO-ORDINATION INTERNATIONAL EMERGENCY RELIEF ACTIVITIES. PAHO/WHO CO-OPERATED WITH US IN JOINT ASSESSMENT OF SITUATION AND NEEDS.

11. A TOTAL OF 7 HELICOPTERS WERE SUPPLIED BY UNOGCA (UNITED NATIONS O1SERVER GROUP IN CENTRAL AMERICA), AND BY GOVERNMENTS OF NICARAGUA AND USA FOR EVACUATION OF INJURED AND OTHER RELIEF NEEDS.

12. GOVERNMENT URGENTLY REQUESTING FOLLOWING RELIEF ASSISTANCE:

- 200 TENTS WITH A CAPACITY OF 8 TO 15 PEOPLE
- 100 ROLLS OF PLASTIC SHEETING FOR TEMPORARY SHELTER
- BLANKETS
- 20 COLLAPSIBLE WATER TANKS WITH A CAPACITY OF 3,500 LITRES
- WATER PURIFICATION TABLETS FOR UP TO 30,000 PEOPLE
- 30 ELECTRICAL GENERATORS (15 BY 5 KW, 15 BY 10 KW)
- RADIO COMMUNICATIONS EQUIPMENT (DETAILS WITH UNDRO)
- EMERGENCY FOOD RATIONS FOR RELIEF WORKERS

13. ACCORDING TO WHO/PAHO, GIVEN SANITARY CONDITIONS AND CHOLERA THREAT IN REGION, REQUIREMENTS FOR SANITATION AND WATER ARE OF PRIORITY NATURE. MEDICAL TEAMS OR FIELD HOSPITALS ARE NOT REQUIRED UNTIL FURTHER NOTICE.

14. LRCS ISSUED PRELIMINARY APPEAL FOR USD 689,655 PENDING ON-SPOT ASSESSMENT.

1. ON 24 APRIL 1991, AT 14.13 HRS LOCAL TIME (20.13 HRS GMT) AFTERSHOCK COMPUTED AT 5.9 RICHTER BY US GEOLOGICAL SURVEY OCCURRED ABOUT 40 MILES (65 KM) SOUTH-EAST OF SAN JOSE, LATITUDE 9.6 DEGREES NORTH, LONGITUDE 83.6 DEGREES WEST.

2. EARTHQUAKE OF 22 APRIL UPLIFTED GROUND LEVEL IN SOME LOCATIONS DISRUPTING WATER CANALIZATION NETWORK, EXPOSING CORAL REEF PREVIOUSLY UNDER WATER AND REDUCING WATER DEPTH NEXT TO LIMON PORT'S WHARF.

3. AS A RESULT OF PROMPT NATIONAL AND INTERNATIONAL RESPONSE, IMMEDIATE NEEDS OF VICTIMS AND INJURED BEING MET. COMMUNICATIONS RESTORED, EXCEPT BY SURFACE. HOWEVER, ELECTRICITY NOT YET RESTORED, WATER SUPPLY STILL INSUFFICIENT AND SEVERAL HOMELESS CAMPING OUT IN SOCCER FIELDS AND TOWN CENTRES, PARTICULARLY IN RURAL AREAS.

4. OVERALL CO-ORDINATION ARRANGEMENTS BEING STEPPED UP. FOLLOWING MEETING ON 25 APRIL 1991 BETWEEN GOVT, DONORS, UN AND NGOS AT FOREIGN MINISTRY, UNDRO/UNDP RESIDENT REPRESENTATIVE CONVENING CO-ORDINATION MEETING TODAY.

SITUATION

1. IMMEDIATE EMERGENCY PHASE COMPLETED, AND RELIEF OPERATIONS EXTENDED TO VIRTUALLY ALL AREAS. IN LIMON, POWER SUPPLY FULLY RESTORED AND BASIC HEALTH SERVICES FUNCTIONING AT HOSPITAL. ROAD SAN JOSE/LIMON REPAIRED AND OPEN. IN RURAL AREAS WITH WATER WELLS DAMAGED OR CONTAMINATED, COLLAPSIBLE WATER TANKS INSTALLED, PENDING DETAILED ASSESSMENT AND REPAIRS.

2. CURRENT PRIORITY IS TO RECONNECT BY ROAD LOCALITIES BETWEEN LIMON AND PANAMIAN BORDER STILL DEPENDENT ON AIRLIFTS, THEREBY INCREASING FLOW OF AID (NOTABLY FOOD). IN THIS CONNECTION, US CORPS OF ENGINEERS PREPARED USD 5 MILLION PLAN FOR EMERGENCY RESTORATION ROADS AND BRIDGES BETWEEN LIMON AND SOUTHERN/WESTERN AREAS. EFFORTS ALSO FOCUSSING ON IMPROVING PUBLIC HEALTH THROUGH EPIDEMIOLOGICAL SURVEILLANCE AS WELL AS BY STRENGTHENING WATER DELIVERY AND SANITARY CONTROLS AND BY DISTRIBUTING WATER PURIFYING SUPPLIES AND SANITATION EQUIPMENT.

3. ONCE ASSESSMENT OF DAMAGE, NOTABLY IN HOUSING SECTOR COMPLETED, GOVERNMENT INTENDS SEEK INTERNATIONAL ASSISTANCE FOR RECONSTRUCTION. CONSTRUCTION MATERIALS AVAILABLE LOCALLY. FOR TIME BEING, PROVISION OF TEMPORARY SHELTER, FOOD AND BLANKETS TO VULNERABLE GROUPS AND ISOLATED AREAS TO CONTINUE AS REQUIRED. IN THIS REGARD, SITUATION IN REMOTE INDIAN-POPULATED TELIRE RIVER AREA NEEDS ALSO TO BE FULLY ASSESSED.

4. PAHO/WHO PLACED AN OFFICER AT DISPOSAL OF NATIONAL EMERGENCY COMMISSION TO ASSIST IN COMPILATION/PRESENTATION OF DISASTER INFORMATION.

1. REHABILITATION AND RECONSTRUCTION STARTING.

2. LATEST TOLL OF DISASTER IS: 47 DEATHS, 199 INJURED, 780 HOUSES DESTROYED AND 1,264 HOUSES DAMAGED. PRELIMINARY LIST OF DAMAGE TO INFRASTRUCTURE, REFINERY AND PUBLIC SERVICES (IN SPANISH) AVAILABLE WITH UNDRO.

3. AS A RESULT OF GENEROUS NATIONAL SOLIDARITY AND WIDE INTERNATIONAL RESPONSE, EMERGENCY RELIEF REQUIREMENTS FOR FOOD (880 TONS DISTRIBUTED), SHELTER (TENTS AND PLASTIC SHEETING), BLANKETS, CLOTHING AND MEDICAL EQUIPMENT/SUPPLIES/PERSONNEL FULLY MET. INTERNATIONAL ASSISTANCE IS STILL REQUESTED FOR WATER SUPPLY AND CONTROL (200 WATER RESERVOIRS BY 2,000 AND 3,800 LITRES, REAGENTS FOR ANALYSIS, EQUIPMENT FOR REPAIRS OF RURAL AQUEDUCTS, 400 LITRES OF SODIUM HYPOCHLORITE AND CASH), SANITATION (300 LATRINES), RADIO COMMUNICATIONS AND OPERATIONAL COSTS.
