The 2016 “Grand Bargain” aimed to enhance humanitarian efficiency, emphasizing localization - empowering local actors in crisis response. In Colombia, this process began years ago with national events and stakeholder consultations. In 2022/23, Colombia became a pilot country for the global “Flagship Initiative,” aiming at a transformation of the humanitarian system with a strong focus on localization and community participation.

Based on a participatory process a national Localization Strategy was developed with the following four pillars:

  1. Improve Coordination and Participation
  2. Strengthen Capacities of local actors
  3. Increase quantity and quality of direct Funding
  4. Improve Communication and Visibility.

This document outlines the progress and outlook according to the strategy’s four pillars.
