The Government of Colombia and the Humanitarian Country Team (HCT) present the 2025 Humanitarian Response Plan for Community Priorities, an integrated strategy designed to address the urgent needs of millions of people in the country. This joint effort seeks to mobilize resources and foster collaboration to ensure protection and assistance for the most vulnerable communities affected by conflict, disasters, and other factors that exacerbate their humanitarian needs.
The plan was developed following consultations with communities, local authorities, government entities (Victim’s Unit and the Unit for Risk and Disaster Management), and HCT partners. Based on a joint analysis, it is estimated that over 9.1 million people will require humanitarian assistance in Colombia during 2025. Consequently, the plan is structured to provide immediate humanitarian response, safeguard the rights of the most vulnerable—particularly women, children, adolescents, and ethnic groups—and promote local capacities. Additionally, it aims to create conditions that enable communities to move towards resilience through participatory planning.
The HCT’s efforts to strengthen localization will continue through the actions outlined in the Humanitarian Response Plan for Community Priorities, complemented by the Colombia Humanitarian Fund, which is designed to address the most urgent needs with a differential approach, leveraging the leadership and participation of affected communities.
"With this plan, we reaffirm our commitment to the people of Colombia. Now, more than ever, it is time to keep solidarity alive, supporting communities according to their own priorities and strengthening their capacities. They teach us, through their resilience, the path forward," stated Mireia Villar, Humanitarian and Resident Coordinator in Colombia.
Donor support and international solidarity are critical to strengthening humanitarian assistance for vulnerable populations. To implement this plan and address the humanitarian needs of affected communities, USD $342,3 million is required, enabling assistance to 2 million people. This funding is essential to ensure a timely and effective response across key sectors such as food security, health, water and sanitation, and protection.
“We call on the international community to continue strengthening strategic response partnerships. Together, we must move beyond immediate aid by promoting sustainable solutions and supporting early recovery, return, and integration processes, particularly for displaced and vulnerable populations,” said Kandya Obezo Casseres, Vice Minister for Multilateral Affairs.
National and international humanitarian organizations that are members of the HCT—including UN Agencies, Funds, and Programs, as well as National and International Non-Governmental Organizations (NGOs)—reaffirm their commitment to supporting response efforts led by local and national authorities. They will continue coordinating actions to provide humanitarian assistance, save lives, and rebuild livelihoods.
