Introduction

To ensure successful humanitarian operations, it is essential to actively involve local actors; namely local and national NGOs and grassroots organizations. These actors who are well rooted in the affected communities play a crucial role as first responders, their deep knowledge of local realities and potential solutions allow to effectively mobilize local networks for a direct access to the populations in need.

The World Humanitarian Summit 2016, which concluded with the Grand Bargain was milestone with a clear commitment to improve the humanitarian response and foster localization. Guidance and good practices have been developed to address multiple aspects such as access to finance, capacity development, the participation of local and national actors in coordination structures. Nevertheless, the international humanitarian community’s strive for change requires still important efforts for its translation on the ground. The effective inclusion of local and national NGOs in these structures has historically been limited, hindering the fair distribution of risks, shared leadership, and inclusive decision-making. It is crucial to address these shortcomings for more equitable and collaborative partnerships with local and national NGOs to ensure a more effective and sustainable humanitarian response with greater accountability to affected communities.
