Between January and December 2025, 416 humanitarian access restrictions were recorded in Colombia, including 375 barriers and 120 documented incidents, representing a 13% increase compared to 2024 (367 events).
The provinces with the highest number of events were Cauca (14%), Chocó (13%), Norte de Santander (11%), Valle del Cauca (8%), and Bolívar (7%). This trend remained consistent with the first half of the year, except in Bolívar, where the number of events rose due to armed curfews in July and December.
*Approximately 1,6M people were affected by access restrictions across 25 provinces.Among the **202 affected municipalities—*an 85% increase compared to 2024—the most impacted were Buenaventura (Valle del Cauca), Tibú (Norte de Santander), Santa Rosa del Sur (Bolívar), and Tierralta (Córdoba).
More than half of the events (52%) directly affected the civilian population under Category 9: Restrictions on access to services and assistance. Regarding humanitarian workers, the main constraints stemmed from threats and violence (18%) and from military operations and hostilities (13%).
