SITUATION

1. UN RESIDENT COORDINATOR IN BEIJING HELD A DONOR MEETING ON 14 AUGUST, WHICH WAS ATTENDED BY REPRESENTATIVES OF THE MINISTRY OF CIVIL AFFAIRS AND DONOR COUNTRIES.

2. ACCORDING TO CHINESE AUTHORITIES, FOLLOWING TORRENTIAL RAINSTORMS IN NORTHERN AND NORTHWESTERN PARTS OF CHINA ALONG THE YELLOW RIVER, PROVINCES OF HEBEI, SHANXI, HEILONGJIANG, SHANDONG AND HENAN HAVE BEEN SERIOUSLY AFFECTED. LOCAL MEDIA REPORTS THAT, IN SHANDONG AND HENAN PROVINCES, MORE THAN 400,000 PEOPLE HAVE BEEN EVACUATED, AND THAT ON 5 AUGUST THE YELLOW RIVER'S MONITORING POST IN HENAN PROVINCE RECORDED THE HIGHEST FLOOD PEAK IN RECORDED HISTORY.

3. IN ADDITION, DURING THE LAST WEEKEND, THE LATEST TYPHOON (NO.8) CAUSED FURTHER RAINSTORMS IN HUNAN, HUBEI, ZHEJIANG AND HENAN PROVINCES BESIDES VERY HEAVY DAMAGE TO FUJIAN PROVINCE WHICH WAS HIT DIRECTLY. LOCAL MEDIA REPORTS THAT MORE THAN 250 PEOPLE HAVE BEEN KILLED, NEARLY 300 MISSING, AND HUNDREDS OF THOUSANDS LEFT HOMELESS.

4. THE OVERALL EFFECTS OF THE FLOODS ACROSS THE COUNTRY HAVE BEEN FURTHER AGGRAVATED. ACCORDING TO GOVERNMENTAL ESTIMATES, UP TO 8 AUGUST, 200 MILLION QUOTE PERSON/NUMBER OF TIMES UNQUOTE IN 21 PROVINCES/AUTONOMOUS REGIONS HAVE BEEN AFFECTED TO DIFFERENT DEGREES, INCLUDING OVER 8 MILLION EVACUATED. 2,775 PERSONS HAVE BEEN CONFIRMED DEAD, 234,000 INJURED OR SICK AND 4.4 MILLION LEFT HOMELESS. AN AREA OF 17 MILLION HA OF CROPLAND HAS BEEN AFFECTED, OF WHICH 3.14 MILLION HA HAVE BEEN RENDERED UNPRODUCTIVE. 4.9 MILLION ROOMS HAVE COLLAPSED, AND OTHER 17 MILLION ARE DAMAGED. DIRECT ECONOMIC LOSS IS REPORTED TO HAVE REACHED CNY 170 BILLION (USD 20.5 BILLION) IN TOTAL.

5. AS THE FLOODS HAPPENED AT A CRITICAL TIME FOR SUMMER GRAIN HARVEST AND AUTUMN SOWING, AGRICULTURAL OUTPUT OF TWO, EVEN THREE SEASONS IS THREATENED. NATIONAL RESPONSE

6. MASSIVE RELIEF OPERATIONS ARE CONTINUING. MILLIONS OF SOLDIERS AND CIVILIAN WORKERS HAVE BEEN MOBILIZED TO RESCUE THE BESIEGED POPULATION, REPAIR THE RUINED FACILITIES, TRANSPORT ENDANGERED PEOPLE AND RELIEF MATERIALS, RESTORE POWER SUPPLY AND COMMUNICATION FACILITIES, DRAIN THE INUNDATED CROPLAND AND SOW THE LAND.

7. SO FAR, GOVERNMENT HAS ALLOCATED RELIEF FUNDS OF CNY 1.3 BILLION (USD157 MILLION). SOME 3,000 TENTS HAVE BEEN OR ARE BEING DISPATCHED TOGETHER WITH OTHER RELIEF MATERIALS.

INTERNATIONAL ASSISTANCE

8. THE CHINESE MINISTRY OF CIVIL AFFAIRS INDICATED QUOTE WE WELCOME THE INTERNATIONAL COMMUNITY TO OFFER RELIEF ASSISTANCE UNQUOTE. THE MINISTRY EXPRESSED GRATITUDE FOR ALL FOREIGN ASSISTANCE RECEIVED.

9. AS ALREADY INDICATED IN THE PREVIOUS SITUATION REPORTS, CASH CONTRIBUTIONS FOR THE LOCAL PURCHASE OF RELIEF SUPPLIES WOULD BE MOST APPROPRIATE. THE PRIORITY RELIEF ITEMS PREVIOUSLY LISTED IN DHA GENEVA SITUATION REPORT NO. 3 (PARA3.) REMAIN THE SAME.

10. DHA IS READY TO SERVE AS A CHANNEL FOR CASH CONTRIBUTIONS TO BE USED DURING THE EMERGENCY RELIEF PHASE. FUNDS ARE SPENT THROUGH THE UN RESIDENT COORDINATOR'S OFFICE IN BEIJING WHO, AT THE GOVERNMENT'S REQUEST, IS SERVING AS THE COUNTRY-LEVEL COORDINATING POINT FOR THE RECEIPT, DISBURSEMENT AND REPORTING ON INTERNATIONAL CONTRIBUTIONS.

11. FUNDS SHOULD BE TRANSFERRED TO DHA ACCOUNT NO. CO.590.160.1 AT SWISS BANK CORPORATION, CASE POSTALE 2770, CH-1211 GENEVA 2, WITH MENTION: CHINA - FLOODS.

INTERNATIONAL RESPONSE

12. WITH THE INTERNATIONAL CASH CONTRIBUTIONS CHANNELED THROUGH DHA OR UNDP, OVER 900 TENTS ARE BEING PURCHASED.

13. SINCE 30 JULY, THE FOLLOWING ADDITIONAL CONTRIBUTIONS OR PLEDGES HAVE BEEN REPORTED TO DHA

15. FOR COORDINATION PURPOSES, DONORS ARE REQUESTED TO INFORM DHA GENEVA AS INDICATED BELOW OF BILATERAL RELIEF MISSIONS/PLEDGES/CONTRIBUTIONS AND THEIR CORRESPONDING VALUE BY ITEM.
