CHINA - FLOODS IN ANHUI PROVINCE
UNDRO INFORMATION REPORT NO. 1
25 JUNE 1991

1. TORRENTIAL RAINS IN ANHUI PROVINCE DURING 18 MAY TO 19 JUNE WITH RAINFALL OF OVER 400 CM IN TWO THIRDS OF THE PROVINCE, HAVE RESULTED IN OVERFLOWING OF RIVERS AND WATER LOGGINGS CAUSING HEAVY FLOODING THROUGHOUT THE PROVINCE. IN HUAIHE, CHU AND YANGTSE RIVERS FLOOD LEVELS WERE REGISTRED AS CLOSE TO OR HIGHEST IN HISTORY.

2. SO FAR 116 PEOPLE ARE REPORTED KILLED AND 942 INJURED BY THE FLOODS WHICH ARE AFFECTING A TOTAL POPULATION OF 16 MILLION. 367,000 PEOPLE HAVE BEEN EVACUATED OF WHOM 198,000 FROM FLOOD STORAGE AND DISCHARGE AREAS.

3. 2.88 MILLION HA FARMLAND ESTIMATED TO BE AFFECTED WITH REDUCTION OF OUTCOME WITH 30 PER CENT TO 2.46 MILLION HA AND 100 PER CENT TO 327,000 HA. INDUSTRIAL AND COMMERCIAL ENTERPRISES, EDUCATIONAL AND HEALTH FACILITIES, WATER STORAGE INSTALLATIONS AS WELL AS INFRASTRUCTURE SEVERELY DAMAGED AS MORE THAN 14,600 VILLAGES FLOODED. SO FAR GOVT ESTIMATES DIRECT ECONOMIC LOSSES AT 4.1 BILLION YUAN RMB EQUIVALENT TO 787 MILLION USD.

4. NATIONAL AUTHORITIES PROVIDING RELIEF WITH NEARLY 30,000 TONS OF SUPPLIES MOVED TO AFFECTED AREA SO FAR. WITH SITUATION STILL DETERIORATING, GOVT CHINA PREPARING REQUEST FOR INTERNATIONAL ASSISTANCE.

1. CONTINUOUS TORRENTIAL RAINFALL IS CAUSING FURTHER FLOODING AND DETERIORATION OF SITUATION. IN ADDITION TO ANHUI PROVINCE, HENAN AND JIANGSU PROVINCES NOW ALSO AFFECTED.

2. GOVERNMENT REPORTS FOLLOWING CASUALTIES AND MATERIAL DAMAGES ACCORDING TO PRELIMINARY STATISTICS:

- TOTAL AFFECTED POPULATION 100.92 MILLION OF WHOM 5.34 MILLION ARE IN AREAS CUT-OFF BY FLOOD WATERS

- 529,000 HOUSES COLLAPSED

- 1,206,000 HOUSES SEVERELY DAMAGED

- 6.9 MILLION HECTARES OF AGRICULTURAL CROPS DESTROYED LEADING TO LOSS OF 8.9 BILLION KILOS OF GRAIN

- DIRECT ECONOMIC LOSS 16.078 BILLION YUAN RMB EQUIVALENT TO USD 1.3 BILLION

3. CHINESE GOVERNMENT MOBILIZING RELIEF EFFORTS AT ALL LEVELS WHICH ARE COORDINATED BY DEPARTMENT OF DISASTER RELIEF, MINISTRY OF CIVIL AFFAIRS.

4. IN VIEW OF UNPRECEDENTED MAGNITUDE OF DAMAGE, GOVERNMENT IS LAUNCHING FORMAL APPEAL TO THE INTERNATIONAL COMMUNITY FOR RELIEF ASSISTANCE TO THE FLOOD VICTIMS. THE EXTERNAL ASSISTANCE COORDINATING AGENCY IS THE DIVISION OF INTERNATIONAL RELATIONS, MINISTRY OF FOREIGN ECONOMIC RELATIONS AND TRADE.

1. RAINFALL IS CONTINUING IN THREE AFFECTED PROVINCES AND SITUATION IS FURTHER DETERIORATING DRAMATICALLY. FOLLOWING UPDATED INFORMATION ON DAMAGE AND LOSSES REPORTED BY CHINESE MINISTRY OF CIVIL AFFAIRS THROUGH UNDRO/UNDP REPRESENTATIVE:

2. RELIEF OPERATIONS COMPOUNDED BY LACK OF MEANS FOR TRANSPORT AND NEED TO SETTLE ALMOST THREE MILLION HOMELESS. IN MOST AFFECTED AREAS UP TO 25 PER CENT OF POPULATION REPORTED TO SUFFER FROM DYSENTERY AND MALARIA.

(9) RELIEF FUNDS: 750 MILLION YUAN RMB (USD 140 MILLION) FOR EMERGENCY RELIEF. 305.2 MILLION YUAN RMB (USD 57 MILLION) FOR CONSTRUCTION OF 580,000 HOUSES.

SITUATION

1. AFTER SECOND WAVE OF RAINS, RAINFALL RECORDED REACHES PEAK OF 1,540 MM IN CERTAIN AREAS WITH AN AVERAGE OF 800 MM IN JIANGSU AND ANHUI PROVINCES REMAINING THE MOST SERIOUSLY HIT.

2. STATISTICS INDICATE WORSENING SITUATION WITH A POPULATION OF 82 MILLION BEING AFFECTED IN THESE TWO PROVINCES. ECONOMIC LOSSES IN ANHUI PROVINCE ALONE AMOUNT TO 11 BILLION YUAN RMB (USD 2.1 BILLION) INCLUDING 9.3 BILLION YUAN RMB (USD 1.7 BILLION) IN THE AGRICULTURAL SECTOR WHICH LOST 4.3 MILLION TONS OF GRAIN FROM THE HARVEST. AT LEAST 80 PERCENT OF CROPLAND IN THIS PROVINCE WHICH IS AN IMPORTANT GRAIN PRODUCER FOR CHINA AFFECTED BY FLOOD WATERS. IN JIANGSU PROVINCE TWO MILLION TONS OF GRAIN ARE LOST AND THE DIRECT ECONOMIC LOSS IS REPORTED TO BE 9 BILLION YUAN RMB (USD 1.7 BILLION).

3. CHINESE MINISTRY OF CIVIL AFFAIRS REPORTS IMPORTANT DAMAGES ALSO IN NEIGHBOURING PROVINCES OF HUBEI, SICHUAN, ZHEJIANG, AND HUNAN. IN PARTICULAR HUBEI PROVINCE IS HARD HIT WITH 17 COUNTIES UNDER WATER AND 26 MILLION PEOPLE AFFECTED. THE DIRECT ECONOMIC LOSS IS ESTIMATED AT 7.5 BILLION YUAN RMB (USD 1.4 BILLION) WITH A LOSS OF 3.5 MILLION TONS OF GRAIN.

4. DAMAGE TO INDUSTRIAL AND COMMERCIAL ENTERPRISES, ROAD AND COMMUNICATIONS INFRASTRUCTURE AS WELL AS DIKES, CANALS, WATER CHANNELLING SYSTEMS, POWER AND WATER SUPPLY FACILITIES IS EXTENSIVE. WATER LEVELS IN AREA OF YIXING, WUXI DISTRICT (JIANGSU PROVINCE), WHICH IS ONE OF THE MOST FERTILE IN CHINA, ARE REPORTED TO BE THE HIGHEST RECORDED IN HISTORY. CHUHE RIVER, THE TRIBUTARY OF THE YANGTZE RIVER, AND TAIHU LAKE HAVE RECORDED THE HIGHEST FLOOD MARK IN PAST 40 YEARS.

5. HUGE AREAS OF CROPLAND ESTIMATED AT CLOSE TO 20 MILLION HECTARES SUBMERGED BY FLOOD WATER. OVERALL AGRICULTURAL LOSS COULD INCREASE SHARPLY IF FLOOD DAMAGE PREVENTS PLANTING FOR AUTUMN HARVEST. AS FLOOD SEASON NOT YET OVER, THERE IS A POSSIBILITY OF EVEN GREATER DEVASTATION DURING COMING WEEKS.

NATIONAL RESPONSE

7. ALL AVAILABLE RESOURCES AT THE CENTRAL AND LOCAL LEVEL INCLUDING ARMY AND RED CROSS MOBILIZED TO COMBAT FLOODS, BUILD DIKES, DRAIN FLOOD WATERS AND DELIVER RELIEF ASSISTANCE. MORE THAN 32,000 MEDICAL WORKERS SENT TO WORST HIT AREAS TO FIGHT SPREAD OF WATER-BORNE DISEASES. ACCORDING TO INCOMPLETE STATISTICS, CENTRAL AND LOCAL GOVERNMENTS IN ANHUI AND JIANGSU PROVINCES PROVIDED MORE THAN 400 MILLION YUAN RMB (USD 75 MILLION) DISASTER RELIEF FUNDS AND 700,000 MT RELIEF GOODS AND MATERIALS. OVER 21 MILLION LOCAL PEOPLE AND ARMY CONTINGENTS ARE FIGHTING THE DISASTER AND PROVIDING RELIEF.

8. GENERAL SECRETARY OF COMMUNIST PARTY OF CHINA, PRIME MINISTER AND VICE PRIME MINISTER VISITED DISASTER AREA TO INSPECT SITUATION, EXPRESS SYMPATHY TO THE VICTIMS AND GIVE GUIDANCE TO THE RELIEF WORK.

REQUIREMENTS FOR INTERNATIONAL ASSISTANCE

9. THE PERMANENT REPRESENTATIVES OF CHINA TO THE UNITED NATIONS IN NEW YORK AND IN GENEVA TRANSMITTED TO THE SECRETARY GENERAL AND THE UN DISASTER RELIEF COORDINATOR THEIR GOVERNMENT'S URGENT APPEAL FOR ASSISTANCE BY THE INTERNATIONAL COMMUNITY - WHICH IS THE FIRST FORMAL APPEAL IN CHINA'S HISTORY. DETAILS OF THE ASSISTANCE REQUESTED ARE INDICATED IN UNDRO SITREP NO. 4.

10. MOST EFFECTIVE TYPE OF ASSISTANCE IS IN FORM OF CASH CONTRIBUTIONS FOR LOCAL PURCHASES AS ALL REQUESTED RELIEF ITEMS ARE AVAILABLE IN-COUNTRY.

11. SHIPMENTS OF RELIEF MATERIALS SHOULD BE MADE TO THE AIRPORTS OF BEIJING OR SHANGHAI, OR DIRECTLY TO ZHENJIANG AND NANJING (JIANGSU PROVINCE) AND HEFEI (ANHUI PROVINCE) AND COORDINATED WITH THE DIVISION OF INTERNATIONAL RELATIONS, MINISTRY OF FOREIGN ECONOMIC RELATIONS AND TRADE.

12. LRCS LAUNCHED AN APPEAL ON 12 JULY 1991 FOR USD 3,258,065 CASH CONTRIBUTIONS TO BE MADE AVAILABLE TO THE CHINESE NATIONAL RED CROSS SOCIETY WHICH IS EXTENDING ASSISTANCE TO THE AFFECTED POPULATION THROUGH MEDICAL TEAMS, DISTRIBUTION OF RELIEF, EVACUATION AND RESETTLEMENT AND INFORMATION AND PUBLIC INFORMATION ACTIVITIES.

13. WCC LAUNCHED AN APPEAL ON 9 JULY 1991 FOR USD 100,000 CASH CONTRIBUTIONS FOR RELIEF ASSISTANCE THROUGH AMITY FOUNDATION IN JIANGSU PROVINCE.

LOCAL COORDINATION MECHANISM

14. THE UNDRO/UNDP RESIDENT REPRESENTATIVE IN HIS CAPACITY AS LOCAL COORDINATOR FOR THE UN SYSTEM IS HOLDING REGULAR CONSULTATIONS WITH UN SYSTEM REPRESENTATIVES, GOVERNMENTAL AUTHORITIES AND THE DONOR COMMUNITY. A LOCAL INFORMATION MEETING FOR DONORS IS SCHEDULED FOR MONDAY, 22 JULY 1991.

INTERNATIONAL RESPONSE - PLEDGES AND CONTRIBUTIONS

15. UNDRO IS IMMEDIATELY DISPATCHING A SENIOR RELIEF DELEGATE AND ORGANIZING INTER-AGENCY MEETING IN GENEVA.

16. SEVERAL DONOR COUNTRIES AND UN SYSTEM AGENCIES HAVE MADE CASH CONTRIBUTIONS BEING CHANNELLED THROUGH UNDRO/UNDP WHICH WILL BE POOLED IN A COST SHARING PROJECT FOR LOCAL PURCHASE OF PRIORITY RELIEF ITEMS. THE DELIVERY OF RELIEF WILL BE IMPLEMENTED THROUGH THE GOVERNMENT (MINISTRY OF FOREIGN ECONOMIC RELATIONS AND TRADE AND MINISTRY OF CIVIL AFFAIRS). THE TOTAL AMOUNT OF FUNDS AVAILABLE CURRENTLY STANDS AT ABOUT USD 7,200,000 THE LARGEST CONTRIBUTION (USD 6,500,000) BEING PROVIDED BY HONGKONG.

4. RELIEF EFFORTS OF CENTRAL AND LOCAL GOVERNMENT CONTINUE AND FOCUS ON PROVISION OF FOOD AND SHELTER, IMPROVEMENT OF SANITATION AND LIVING CONDITIONS OF DISASTER VICTIMS, PREVENTION OF EPIDEMICS, EVACUATION OF WATER AND PLANTING OF GRAINS FOR AUTUMN HARVEST. 2,000 MEDICAL UNITS WITH OVER 50,000 MEDICAL PERSONNEL WERE DISPATCHED TO THE DISASTER AREA FROM VARIOUS PARTS OF THE COUNTRY. 1. UNDRO DELEGATE UNDERTOOK FIELD MISSION FROM 24 TO 29 JULY TO ANHUI AND JIANGSU PROVINCES. MISSION VISITED FIVE COUNTIES WHICH ARE AMONG WORST AFFECTED (FEIXI, SHOUXI, FENGTAI AND LIUHE IN ANHUI AND XINHU IN JIANGSU PROVINCE). RAINS STOPPED IN THESE AREAS AND WATER RECEDING. MISSION CONFIRMS SERIOUSNESS OF SITUATION AND MASSIVE RELIEF NEEDS STILL TO BE MET. MISSION ESTIMATES IT WILL TAKE LONG TIME FOR LIVING CONDITIONS TO RETURN TO NORMAL. IN VAST AREAS, AUTUMN CROPS CANNOT BE PLANTED OWING TO EXISTING FLOOD WATERS.

HEALTH SITUATION

5. NO EPIDEMICS, INFANT MORTALITY OR CASES OF CHOLERA OBSERVED BY MISSION. CONSULTATIONS WITH UNICEF, WHO, LRCS AND MSF CONFIRM THESE FINDINGS. MEASURES TAKEN BY GOVERNMENT IN THE AREA OF WATER PURIFICATION. NEED FOR STRENGTHENING AND EXPANDING ADEQUATE PREVENTATIVE MEASURES AGAINST OUTBREAK OF EPIDEMICS.

6. MINISTRY OF PUBLIC HEALTH REPORTS INCIDENCE OF HEPATITIS INCREASING DUE TO POOR ENVIRONMENT AND FOOD HYGIENE CONDITIONS. 58 ADDITIONAL MEDICAL TEAMS DISPATCHED TO ANHUI FOR RELIEF AND DISEASE CONTROL BRINGING TOTAL NUMBER OF MEDICAL PERSONNEL SENT TO FLOOD AREAS TO 80,000.

USE OF FUNDS CHANNELLED THROUGH UN-SYSTEM

7. ON BASIS OF MISSION'S FINDINGS, EXCHANGE OF INFORMATION WITH OTHER ACTORS AND FOLLOWING CONSULTATIONS WITH MINISTRY OF CIVIL AFFAIRS, PRIORITIES ESTABLISHED AND ACTION PLAN DRAWN UP FOR DELIVERY OF RELIEF THROUGH UN SYSTEM. ACTION PLAN CONCLUDED WITH THE MINISTRY OF CIVIL AFFAIRS ON 30 JULY 1991. RELIEF DISTRIBUTION OPERATION TO BE COMPLETED WITHIN TWO WEEKS WILL BE MONITORED BY AN UNDRO/UNDP MISSION.

8. OF TOTAL AMOUNT AVAILABLE UNDER UNDP/UNDRO COST-SHARING PROJECT (USD 7.3 MILLION) CO-FUNDED BY 10 GOVERNMENTS AND 4 UN-AGENCIES, USD 4 MILLION ALLOCATED TO ANHUI BEING MOST IN NEED, USD 2 MILLION TO JIANGSU AND USD 1.3 MILLION TO HENAN.

9. 80 PER CENT OF FUNDS AVAILABLE WILL BE USED TO PURCHASE BUILDING MATERIAL FOR TEMPORARY SHELTER FOR TWO PURPOSES: SHELTER NEEDED UNTIL WATER RECEDES AND MORE DURABLE SHELTER FOR THOSE UNABLE TO REBUILD BEFORE WINTER SEASON ARRIVES.

10. 10 PER CENT OF FUNDS ALLOCATED FOR MEDICINES AND WATER PURIFICATION FACILITIES TO BE SUPPLEMENTED FROM OTHER SOURCES (LRCS, MSF, MEDECINS DU MONDE). 10 PER CENT RESERVED AS CONTINGENCY IN VIEW RISK ADDITIONAL RAINS AND FURTHER DETERIORATION OF SITUATION.

11. FURTHER CASH CONTRIBUTIONS URGENTLY REQUIRED FOR UNDRO/UNDP COST-SHARING PROJECT AND UNDRO APPEALING TO DONORS FOR ADDITIONAL FUNDS. 4. UNDRO DELEGATE NOTED GOOD PROGRESS IN THE IMPLEMENTATION OF THE RELIEF PROGRAMME AND NATIONAL AUTHORITIES SHOWED COMMITMENT TO COMPLY WITH UN CONDITIONS IN RELATION TO PROMPT DISTRIBUTION OF UN FUNDED ITEMS AND SUBMISSION OF NECESSARY REPORTS.

5. MEETINGS OF UN DISASTER MANAGEMENT TEAM HELD REGULARLY ON A WEEKLY BASIS WITH THE PARTICIPATION OF UN AGENCIES REPRESENTATIVES TO EXCHANGE VIEWS AND TO COORDINATE ALL ACTIONS IN VIEW OF THE EVER CHANGING SITUATION ESPECIALLY IN ANHUI JIANGSU AND HENAN PROVINCES. MSF, CARE, LRCS AND CHINESE RED CROSS PARTICIPATED REGULARLY IN THESE MEETINGS.

8. THE TOTAL AMOUNT OF CONTINGENCY USD 724,405 + 79,365 (AUSTRIA) + 50,000 (HCR) = USD 873,272 WILL BE USED, AS SUGGESTED, TO PROVIDE BUILDING MATERIALS FOR THE BENEFIT OF SOME ADDITIONAL 25,000 PERSONS (SECOND DISTRIBUTION TO BE COMPLETED BY 15 SEPTEMBER 1991).

9. THE IMMEDIATE USE OF CASH COMBINED WITH THE AVAILABILITY LOCALLY OF BUILDING MATERIALS HAVE TO A GREAT EXTENT CONTRIBUTED TO THE SPEEDY AND SUCCESSFUL IMPLEMENTATION OF THIS PROJECT. THE FUNDS PROVIDED THROUGH THE UN, ALTHOUGH RELATIVELY MODEST WERE PROVIDED AT A CRUCIAL TIME AND DISTRIBUTED TO SOME OF THE MOST AFFECTED AREAS WITH A VERY POSITIVE IMPACT ON THE BENEFICIARIES.

10 THE NEXT SITREP WILL ATTEMPT TO PROVIDE AN OVERVIEW OF CONTRIBUTIONS FROM THE INTERNATIONAL COMMUNITY IN RESPONSE TO THIS JOINT GENERAL APPEAL OF CHINA FOR INTERNATIONAL DISASTER RELIEF ASSISTANCE. IN THIS CONTEXT PLEASE INFORM UNDRO IMMEDIATELY AS INDICATED BELOW OF PLEDGES/CONTRIBUTIONS (SPECIFYING VALUE BY ITEM).

11. UNDP IS IN THE PROCESS OF DISCUSSING A SUITABLE INTERNATIONAL ROLE IN THE REHABILIATION EFFORT OF THE GOVERNMENT OF CHINA.
