Typhoon Winnie which made landfall on August 18 night, affected 30 million people in the provinces of Zhejiang , Fujian , Jiangsu and Shandong. More than 1 million houses have been partially or totally damaged and 1.5 million hectares of crops have been lost. The direct economic loss is estimated at USD 3 billion. Zhejiang province was the worst hit with nearly 22 million people affected in 75 counties.
ACT/Amity Foundation's representatives visited Zhejiang province soon after the disaster and together with local partners as well as community leaders conducted surveys to assess the needs. Among the several projects screened, only those that benefit the community at large were selected. These include repair and reconstruction of a drinking water system, four schools, one clinic and a small church.
ACT/Amity Foundation requests USD 100,000 as partial costs for the projects (see details on following pages) with the balance of USD 286,664 to be contributed by the government, local communities and from Amity's own funds.

ACT/Amity Foundation
Background: Typhoon Winnie, which made landfall on August 18 night, has inflicted huge economic loss and affected people's livelihood in a large part of Zhejiang province. According to incomplete statistics, 21.67 million people in 75 counties in the province were affected and an unofficial report revealed a death toll of about 200.
More than 177,000 houses were damaged or washed away. About 400,000 ha of cropland were seriously affected, of which one quarter is expected to result in complete crop failures. About 10,000 ha of farmland as well as 16,000 ha of water area used for aquatic production were virtually reduced to wasteland. Dykes of over 1,000 kilometres in the province were breached. The passage of Typhoon Winnie also caused the destruction of large numbers of pumps, aqueducts, culverts and other infrastructure. Of the small hydro-power stations alone, over 2,800 were damaged. The subsequent rainfalls inundated more than 100 granaries and the saline sea water has destroyed many fruit orchards. The direct economic loss of the province is estimated at about 19.6 billion Chinese Yuan or approximately 2.4 billion USD.
Implementing Partner: The Amity Foundation is a Chinese Christian initiated voluntary organization to promote health, education, social service and rural development. It also responds to emergency appeals from disaster-hit areas in the country.
ACTion
Soon after the disaster, Amity's representative visited Zhejiang Province and together with Amity's partner and community leaders conducted a needs assessment to identify viable projects of an emergency nature in line with Amity's objectives. Consequently, the three worst hit counties of Xiangshan, Sanmen and Wenling in Zhejiang Province were recommended as Amity's project area.
The program will be implemented by Amity through the Zhejiang Provincial Christian Council together with the Zhejiang Provincial Association of Friendship with Overseas, a semi-governmental organization which channels resources from overseas to help local development.
Location: Xiangshan County in Ningbo Prefecture comprises a cluster of islands and a peninsula bordering the mainland. The county occupies an area of 1,040 sq km with a population of about half a million. Of the 187 km of dykes, 167 km were breached by the typhoon. The disaster has resulted in complete crop failures in the greater part of its farmland and the aquatic cultivation was virtually destroyed when the tides flooded the area. The direct economic loss in the county is in the region of 1 billion Chinese Yuan or 203 million USD.
Sanmen County in Daizhou Prefecture in east Zhejiang, is a coastal area of 1,510 sq km and has a population of about 400,000. Economically weak, it is also the most seriously affected area in the province. The disaster has inflicted a direct economic loss of 2.2 billion Chinese Yuan or over 267 million USD. An unofficial report revealed that a total of 123 people were killed or missing, topping the figure of any other county in the province.
Wenling County, also in Daizhou Prefecture, is the very place where Typhoon Winnie landed. The direct economic loss is estimated at 1.6 billion Chinese Yuan or 197 million USD. The disaster also resulted in 4 deaths, 1 missing and 109 seriously wounded.
Stated Needs:
Emergency Drinking Water project for
Dating Island, Xiangshan County
The island has long dykes measuring 8,300 meters, of which 1,400 meters
were breached by Typhoon Winnie in 28 places. The island as a whole
was flooded for 4 days, some places 2 meters deep. The inhabitants
used to obtain their drinking water from 4 deep wells and a section
of piped water system connected with Dingtang township. Typhoon Winnie
destroyed the piped water system and inundated the wells with saline water,
causing serious drinking water problems for 12,000 people. Since 18 August,
drinking water has been shipped by tractors or transported on shoulder
poles. Fresh water becomes a gift to bring along when visitors comes
to the island.
7,000 meters of pipes will be laid to connect with the water supply plant in Dingtang Township to supply fresh water to the 12,000 people. The government will fund 150,000 Yuan, the local people will raise 52,600 Yuan, while ACT/Amity is asked to provide 250,000 Yuan. Another 150,000 Yuan will be obtained as bank loans.
Construction of Jinxing Elementary
School in Shipu Township, Xiangshan County
The students of Jinxing Elementary School and Xiayangdeng Village School
are currently attending classes in an old temple and an abandoned warehouse,
as the school building is on the verge of collapse. The construction
cost is estimated at 800,000 Yuan, of which ACT/Amity will provide 150,000
Yuan while the parents of the students have raised 100,000 Yuan and 550,000
Yuan will be provided jointly by the county and town governments. 500
students will benefit.
Dongkuo Middle School in Jiantiao,
Sanmen County
The school has a strength of 570 students and 36 staff. The premises
built in the 60's are still flooded, forcing students to hold classes in
a closed down oil refinery. The construction cost of a school on
a new site is estimated at 486,000 Yuan, of which ACT/Amity will provide
200,000 Yuan, the township and county government will provide 200,000 Yuan
and the balance 86,000 will come from the villages.
Wuqu Elementary School in Lipu Township,
Sanmen County
Built as a place of worship in the 50's and converted to a school later,
the building was already in a dilapidated condition when Typhoon Winnie
caused further destruction. The government will contribute 60,000
Yuan while the villagers have already raised 150,000 Yuan among themselves
and have requested ACT/Amity to assist with another 120,000 Yuan for the
construction. The school has a strength of 308 students and 8 staff.
Wenling Agricultural Technical School
The typhoon destroyed property worth 1.1 million Yuan, including
orange orchards and fish farms, as well as 4 dormitories for the students
and staff built in 1984 of poor quality materials. ACT/Amity is requested
to provide 100,000 Yuan while 500,000 Yuan will come from the Municipal
government and other sources. The institution has 670 students and
67 staff.
Taiping Township Clinic, Wenling County
A small staff of 15 medical personnel serves an area populated by 32,000
people. Typhoon Winnie and the subsequent floods inundated its dispensary
and destroyed medicines worth 100,000 Yuan as well as damaged a two
storied building. The repair and construction alone costs 280,000 Yuan,
of which
ACT/Amity is requested to assist with
100,000 Yuan, while the Muncipal government will provide the
balance of 180,000 Yuan.
Christian Church of Shepan Island,
Sanmen County
The island is inhabited by 3,400 people, of whom 107 are Christian believers.
When Amity's staff visited on 6 September, the church was still
flooded and inaccessible. The local congregation plans to build a
smaller church to replace the present dilapidated structure and have requested
ACT/Amity to provide a grant of 80,000 Yuan to supplement their contribution
of 80,000 Yuan.
Income Budget: The funds required for the above projects amount to 3.1 million Chinese Yuan or 386,664 USD, of which the government will provide USD 198,788, the communities will contribute USD 48,315 and USD 39,561 will come from Amity's Revolving Emergency Fund. Thus a balance of USD 100,000 only is requested by ACT/Amity Foundation in this appeal.
Number and Type of Beneficiaries Targeted: More than 44,000 people as well as over 2,000 students and staff will directly benefit from the projects.
Procurement: All items will be procured locally.
Coordination: The Zhejiang Christian council and the Zhejiang Provincial Association of Friendship with Overseas will coordinate the projects and ensure implementation as per the stated objectives. They will also ensure that the funds are properly used and reports provided to ACT/Amity Foundation.
ACT/Amity Foundation will release the grants as per schedule, on condition that the projects proceed as per plans. It will also be responsible for providing English versions of periodic progress reports to the donors. In case of necessary changes, it will invite comments of donor agencies before acting upon them. It will have overall responsibility for regular monitoring and supervision until completion of the projects.
Implementation Period: The projects will be completed by September 1998.
