Chad: Overview of the 2025 Humanitarian Needs and Response Plan (abridged version)

Chad is experiencing a complex humanitarian crisis, aggravated by climatic shocks, conflicts and health emergencies. Almost 40% of the population, or 7 million people, need humanitarian assistance. The Sudanese crisis has forced more than 700,000 refugees and 200,000 Chadian migrants to take refuge in the east of the country, where living conditions are precarious. The Lac province, affected by internal displacement and armed attacks, counts more than 220,000 displaced persons and 41,000 returnees. Southern Chad, affected by inter-community conflicts and flooding, is facing growing food insecurity, with 3.7 million people in a critical situation, and 1.8 million children suffering from malnutrition. In 2025, the humanitarian response will target 5.5 million people, concentrating on priority provinces where 58% of the most vulnerable populations are located. Interventions will include emergency aid, access to basic services and resilience programmes, with priority given to cash transfers to preserve the dignity of beneficiaries. Humanitarian actors will strengthen anticipatory action in the face of climate risks and will collaborate with development and peace initiatives. Approximately USD 1.454 billion will be needed to step up emergency assistance activities. The international community’s response at sectoral level will be coordinated by the Clusters, the sectoral groups and the multi-sector refugees at national and field level. In its capacity as first respondent to the humanitarian crisis, the Chadian government will continue to strengthen its response at strategic and operational levels in collaboration with all stakeholders.
