1. STATUS OF THE EMERGENCY PROGRAMME ESTABLISHED BY UNDRO

A. FOOD

FOR THE FOOD COMPONENT OF THE EMERGENCY PROGRAMME WHICH HAD ORIGINALLY BEEN ENVISAGED TO AMOUNT TO DOLLARS 4,520,000 TO ALLOW FOR THE PURCHASE OF 10,000 TONS OF RICE, IT SHOULD BE NOTED THAT OUT OF THE TOTAL FOOD REQUIREMENTS (50,000 TONS) AS ESTIMATED BY PREVIOUS MISSIONS TO COVER THE PERIOD UP TO THE NEXT HARVEST IN OCTOBER 1982, APPROXIMATELY 38,000 TONS ARE COVERED AND ARE EITHER AVAILABLE IN THE AREA OR EN ROUTE. THE IMMEDIATE TASK IS TO PROVIDE FOR THE DISTRIBUTION OF THESE QUANTITIES. IT IS HOPED THAT THE FINANCIAL RESOURCES TO PURCHASE THE STILL-REQUIRED BALANCE OF 10,000 TONS OF RICE WILL BECOME AVAILABLE TO ENABLE DISTRIBUTION BEFORE OCTOBER 1982.

2. IN ACCORDANCE WITH RESOLUTION 36/210 ON ASSISTANCE TO CHAD ADOPTED AT THE THIRTY-SIXTH SESSION OF THE GENERAL ASSEMBLY, THE GOVERNMENT OF CHAD HAS REQUESTED THE SECRETARY GENERAL OF THE UNITED NATIONS TO INVITE A NUMBER OF COUNTRIES AND ORGANIZATIONS TO BE REPRESENTED AT THE INTERNATIONAL CONFERENCE ON ASSISTANCE TO CHAD WHICH IS PLANNED TO BE HELD IN NAIROBI ON 15 AND 16 JUNE 1982. THE DOCUMENTATION BEFORE THE CONFERENCE PUTS FORWARD A PROGRAMME OF REHABILITATION AND RECONSTRUCTION.

1. THE UN RESIDENT CO-ORDINATOR WALI SHA WALI HAS REOPENED OFFICIALLY ON 17 JUNE HIS OFFICE IN N'DJAMENA. HE WAS IMMEDIATELY RECEIVE BY THE COMMISSAIRE IN CHARGE OF FOREIGN AFFAIRS WHO INDICATED QUOTE THAT HE WOULD SHORTLY ARRANGE AN AUDIENCE WITH THE HEAD OF STATE MR. HISSENE HABRE, PRESIDENT OF THE CONSEIL DE COMMANDENT DES FORCES ARMEES DU NORD (CCFAN) UNQUOTE. WALI WAS OFFICIALLY PRESENTED WITH A NOTE VERBAL REQUESTING UN SYSTEM TO RESUME ITS ACTIVITIES IN CHAD.

2. THE ATMOSPHERE IN THE CITY IS ONE OF CALM AND OPTIMISM DESPITE THE UNRESOLVED SITUATION IN THE SOUTH. APPEALS ARE BEING MADE BY HABRE FOR NATIONAL RECONCILIATION.

3. UNDRO WILL SEND SOON A DELEGATE TO N'DJAMENA TO DISCUSS WITH THE GOVERNMENT THE CONTINUATION OF UNDRO'S EMERGENCY PROGRAMME IN CHAD INTERRUPTED BY THE EVACUATION OF UN PERSONNEL.

1. THE UNDRO MISSION, ON ITS RETURN FROM CHAD, REPORTS THAT AS A RESULT OF THE RECENT POLITICAL AND MILITARY DEVELOPMENTS ( 7 JUNE 1982), FOR THE FIRST TIME IN 15 YEARS THERE IS NO FIGHTING IN THE NORTH OF THE COUNTRY. IT MAY BE HOPED THAT GENERAL PEACE AND STABILITY WILL EVOLVE. IN ANY CASE, THE SITUATION MAKES IT POSSIBLE TO PROVIDE ASSISTANCE IN AREAS WHICH, UNTIL NOW, HAD BEEN INACCESSIBLE. THE WAR, HOWEVER, HAS DEPRIVED ALL GOVERNMENTAL SERVICES OF MATERIAL AND ADMINISTRATIVE RESOURCES, ALL OF WHICH NEED TO BE RE-ESTABLISHED.

MR. H. HABRE HAS SET UP A 'CONSEIL D'ETAT' TO ENSURE CONTINUITY IN MANAGING THE CURRENT AFFAIRS OF THE COUNTRY.

2. THE MISSION WAS RECEIVED AT LENGTH BY THE CHIEF OF STATE WHO THANKED UNDRO FOR ITS EMERGENCY PROGRAMME AND APPEALED FOR INTERNATIONAL SOLIDARITY. MR. HABRE ASKED THE UNDRO MISSION TO EXPRESS HIS GRATITUDE TO THE SECRETARY-GENERAL OF THE UNITED NATIONS AND TO ALL DONORS WHO HAVE ASSISTED CHAD. HE UNDERLINED HIS INTEREST IN AN INTERNATIONAL CONFERENCE ON RECONSTRUCTION, WHICH COULD TAKE PLACE END OCTOBER OR BEGINNING NOVEMBER 1982. THIS DATE WOULD ALLOW THE TIME NECESSARY TO ACHIEVE NATIONAL RECONCILIATION AND MAKE IT POSSIBLE FOR THOSE MINISTRIES INVOLVED TO STUDY AND UPDATE PROJECTS FOR SUBMISSION TO DONORS.

3. AFTER HAVING STUDIED THE ACUTE PROBLEMS RESULTING FROM THE CIVIL STRIFE AND DROUGHT WITH OFFICIALS OF THE VARIOUS MINISTRIES CONCERNED, UNDRO WILL SET FORTH IN ITS NEXT SITUATION REPORT ON CHAD, A NEW EMERGENCY PROGRAMME TAKING INTO ACCOUNT FOOD, HEALTH, TRANSPORT, EDUCATION, AGRICULTURE AND OTHER PRIORITY MATTERS.

4. IN THE HOPE THAT PEACE AND STABILITY WILL NOW BE RE-ESTABLISHED IN CHAD, UNDRO IS LAUNCHING AN URGENT APPEAL TO THE INTERNATIONAL COMMUNITY TO SUPPORT THIS COUNTRY WHICH HAS SUFFERED SO SEVERELY.

1. GENERAL IMPRESSION

THE CHADIAN AUTHORITIES STRESSED TO THE UNDRO MISSION THEIR WISH FOR PEACE TO RECONSTRUCT CHAD. THEY ALSO SAID THAT THE PROCESS TOWARDS NATIONAL RECONCILIATION NOW UNDERWAY GIVES HOPE THAT THE SITUATION WILL STABILIZE TO MAKE A RECONSTRUCTION PROGRAMME POSSIBLE.

2. MEETING WITH MR. HISSENE HABRE, CHAIRMAN OF THE PROVISIONAL STATE COUNCIL

THE UNDRO MISSION MET MR. HABRE AT LENGTH, AND REVIEWED WITH HIM UNDRO'S ROLE IN CHAD. HE EXPRESSED HIS GRATITUDE TO THE SECRETARY GENERAL FOR THE INTEREST SHOWN IN CHAD AND THANKED THE UNITED NATIONS SYSTEM AND ALL DONORS FOR THEIR HELP. CONCERNING THE COUNTRY'S NEEDS AND THE RELATED PLANS TO HOLD AN INTERNATIONAL CONFERENCE ON RECONSTRUCTION, MR. HABRE FELT THAT IT COULD BE HELD AT THE END OF THE YEAR, THUS ALLOWING TIME FOR NATIONAL RECONCILIATION AND TO UPDATE PROJECTS FOR SUBMISSION TO DONORS.

3. CHAD'S PUBLIC DEBT

THE GOVERNMENT OF CHAD CALLED ON THE SECRETARY-GENERAL, THROUGH UNDRO, TO INTERVENE ON ITS BEHALF WITH CREDITORS, IN ORDER TO OBTAIN A REMISSION OF PUBLIC DEBTS, THE TRANSFORMATION OF SHORT- TERM LOANS INTO MEDIUM- OR LONG-TERM LOANS, AND COMPENSATIONS TO PRIVATE COMPANIES WITH WHICH CHAD HAS CONTRACTED DEBTS.

BEFORE THE EVENTS OF 20 MARCH 1980, THE STATE'S RECOGNIZED OBLIGATIONS AMOUNTED TO 200 MILLION DOLLARS.

4. NATIONAL ADMINISTRATION

THE UNDRO MISSION WAS INFORMED THAT REQUIREMENTS IN THIS AREA CONCERNED NOT ONLY THE UNPAID SALARIES OF CIVIL SERVANTS BUT ALSO RESTORATION OF A MINIMUM ADMINISTRATIVE STRUCTURE TO PERMIT THE STATE TO FUNCTION. AT THE MOMENT THE ADMINISTRATION IS COMPLETELY DISRUPTED. EXCEPTIONAL OUTSIDE FINANCIAL AID IS NECESSARY TO COVER URGENT AND PRIORITY EXPENDITURES FOR THE RE-ESTABLISHMENT AND OPERATION OF TECHNICAL AND ADMINISTRATIVE SERVICES.

UNDRO DRAWS ATTENTION TO THIS STATE OF AFFAIRS WHICH WILL PREVENT THE RE-ESTABLISHMENT OF AN EFFECTIVE CENTRAL AND NATION-WIDE ADMINISTRATION UNLESS INTERNATIONAL ASSISTANCE IS FURNISHED SOON.

5. N'DJAMENA AIRPORT

MR. HABRE TOLD THE UNDRO MISSION OF HIS CONCERN OVER THE DETERIORATING STATE OF THE AIRPORT'S RUNWAY WHICH COULD INTERRUPT OUTSIDE AIR TRAFFIC. UNDP AND ICAO TOGETHER WITH UNDRO HAVE EXAMINED THIS PROBLEM.

6. FOOD AID

SINCE JANUARY 1982, CHAD HAS RECEIVED THE FOLLOWING WFP PLEDGES:

ADDITIONALLY FRANCE HAS PLEDGED 5,000 TONS OF FOODSTUFFS, AND THE USA 8,000 TONS THROUGH CARE.

TAKING INTO ACCOUNT STORAGE AND TRANSPORT CAPACITIES, THESE QUANTITIES SEEM SUFFICIENT UNTIL OCTOBER 1982, THE HARVEST MONTH. HOWEVER, AS THE RAINS ARE LATE, IT IS EXPECTED THAT THE HARVEST WILL BE LOWER THAN USUAL.

IN PRINCIPLE, UNDRO AND WFP ENVISAGE A JOINT MISSION TO CHAD IN SEPTEMBER/OCTOBER 1982 FOR A NEW EVALUATION OF THE FOOD SITUATION AND RELATED TRANSPORT.

7. HEALTH

THE DRAMATIC HEALTH SITUATION IN CHAD IS CHARACTERIZED BY: TOTAL BREAKDOWN OF HEALTH SERVICES, NEAR TOTAL SHORTAGE OF MEDICINES, INSUFFICIENT MEDICAL AND PARAMEDICAL PERSONNEL, CRITICAL HOSPITAL CONDITIONS, LACK OF SURGICAL AND MEDICO-TECHNICAL EQUIPMENT, AND NON-EXISTENT LOGISTICS, ETC.

8. NATIONAL EDUCATION

THE EDUCATIONAL SITUATION IN CHAD, ALREADY UNSATISFACTORY BEFORE THE EVENTS OF THE LAST THREE YEARS, MAKES EDUCATION IMPOSSIBLE UNDER ACCEPTABLE CONDITIONS, ESPECIALLY IN THE NORTHERN REGION.

AT THE REQUEST OF THE CHAD GOVERNMENT, TWO BILATERAL REQUESTS HAVE BEEN TRANSMITTED BY UNDRO TO THE GOVERNMENT OF EGYPT AND TO THE JESUIT FATHERS, FOR TEACHERS FOR SCHOOLS AND COLLEGES IN CHAD, AND ONE REQUEST TO THE U.K. GOVERNMENT FOR A FINANCIAL CONTRIBUTION TO THE ECOLE NORMALE SUPERIEURE.

9. AGRICULTURE - LIVESTOCK

IN THE CENTRAL AND NORTH-EASTERN REGIONS OF CHAD THE SHORTAGE OF FODDER FOR LIVESTOCK IS CRITICAL. THE MORTALITY RATE COULD REACH 60 PERCENT IN SOME AREAS OF THESE REGIONS. THE MINISTRY OF AGRICULTURE IS TRYING TO MAKE AND DISTRIBUTE UP TO 1,000 TONS OF FODDER AS OF AUGUST 1982. THE MAJORITY OF THE INGREDIENTS OF THE FODDER CAN BE FOUND IN CHAD WITH THE EXCEPTION OF SORGHUM, WHICH CONSTITUTES ABOUT A QUARTER OF THE MIXTURE. USAID IS STUDYING THE POSSIBILITY OF SUPPLYING THIS INGREDIENT. TRANSPORT COSTS NEED TO BE COVERED (SEE PARA. 10 TRANSPORT).

10. TRANSPORT

TRANSPORT PROBLEMS NOW CRITICAL: INSUFFICIENT VEHICLES, SEASONAL RAINS (JULY/SEPTEMBER) MAKE TRAVEL EAST AND NORTH OF N'DJAMENA ARDUOUS IF NOT IMPOSSIBLE. PRICES ARE CORRESPONDINGLY HIGH WHICH GOVERNMENT CANNOT PAY. EMERGENCY ASSISTANCE IS REQUIRED FOR:

A. DISTRIBUTION OF WFP FOOD

DISTRIBUTION OF 25,723 TONS OF WFP FOOD (SEE PARA 6) TO ELEVEN PREFECTURES AND N'DJAMENA WILL COST: US DLRS 11,286,150.

B. OPERATIONAL UNIT TO TRANSPORT, STORE AND DISTRIBUTE FOOD

A TRANSPORT FLEET WILL BE ORGANIZED AND OPERATED UNDER A UNDP/WFP PROJECT. GOVERNMENT HAS MADE A SITE AVAILABLE FOR GARAGE/REPAIR FACILITIES AND THREE WAREHOUSES. ANTICIPATED COSTS, EQUIPMENT AND STAFFING REQUIREMENTS HAVE BEEN ESTABLISHED TO OPERATE EIGHTEEN TRUCKS IN PHASE ONE. PROJECT WILL BE STRENGTHENED IN PHASE TWO SO GOVERNMENT CAN ALSO ACCOMMODATE BILATERAL FOOD AND OTHER EMERGENCY SUPPLIES.
FIVE UNDP/WFP TRUCKS NOW IN CHAD WILL BE TRANSFERRED TO THE PROJECT: BALANCE REQUIRED FOR PHASE ONE:

13 TRUCKS - APPROX. COST: US DLRS 650,000

C. USE OF A LIGHT PLANE

UNDRO PLANS TO CONTRACT BETWEEN 150-200 HOURS OF FLIGHT TIME OF A LIGHT PLANE OPERATED BY AVIATION SANS FRONTIERES OVER NEXT SIX MONTHS. THE PLANE WILL BE USED FOR ASSESSMENT MISSIONS, EMERGENCY TRANSPORT OF LIGHT FREIGHT, AND ADMINISTRATIVE SUPPORT TO EMERGENCY PROJECTS.

FUNDS REQUIRED: US DLRS 30,000

D. FODDER FOR LIVESTOCK

INITIAL TRANSPORT OF 1,000 TONS FODDER TO ALLEVIATE SHORTAGE OF FOOD FOR LIVESTOCK (SEE PARA. 9) WILL COST US DLRS 50,000.

11. CONCLUSION

THE AIM OF UNDRO'S EMERGENCY PROGRAMME FOR CHAD - PREPARED IN AGREEMENT WITH ALL OTHER UNITED NATIONS AGENCIES CONCERNED - IS TO PROVIDE A LINK BETWEEN THE CURRENT CRITICAL SITUATION IN CHAD AND THE FORTHCOMING INTERNATIONAL CONFERENCE FOR RECONSTRUCTION.

UNDRO REMAINS AT THE DISPOSITION OF DONORS TO PROVIDE ANY FURTHER DETAILS.

1. GENERAL SITUATION

A) EVALUATION MISSIONS BY UNITED NATIONS AND ICRC INTO AREAS WHICH HAVE UNTIL NOW BEEN INACCESSIBLE,HAVE REVEALED CATASTROPHIC FOOD SHORTAGE THERE WITH LOSS OF LIFE CAUSED BY THE FAMINE. FOR

EXAMPLE, ICRC REPORTS THAT OF 331 CHILDREN EXAMINED IN THE MONGOGUERA AREA, 46 PERCENT WERE BELOW ACCEPTABLE STANDARDS AND THE CONDITION OF 17 PERCENT WAS CRITICAL. SITUATION IS STILL DETERIORATING EVERY DAY.

B) AT MEETING HELD IN N'DJAMENA ON 28 AUGUST BETWEEN UN AGENCIES, ICRC AND LEAGUE OF RED CROSS SOCIETIES, NECESSITY FOR IMMEDIATE ACTION WAS CONFIRMED AND AGREED. GOVERNMENT OFFICIALLY REQUESTED UNITED NATIONS TO APPEAL THROUGH UNDRO TO THE INTERNATIONAL COMMUNITY.

C) SUFFICIENT QUANTITIES OF FOOD ARE AVAILABLE AT N'DJAMENA AND NGAOUNDERE (CAMEROON), BUT HELP WILL BE NEEDED TO MOVE THEM TO THE MOST AFFECTED AND OFTEN ISOLATED AREAS.

2. PROPOSED AIR LIFT

A) TO SUPPLY 400,000 PEOPLE WITH 3,000 TONS OF FOOD AS ROADS LEADING TO AFFECTED AREAS ARE IMPASSABLE TO TRUCKS: ONLY AI CRAFT CAN CARRY FOOD SUPPLIES TO ISOLATED AREAS. APPROXIMATELY 200 ROUND-TRIP FLIGHTS IN AIRCRAFT OF TYPE TRANSALL OR HERCULES (C-130) WOULD BE NECESSARY. FUEL IS AVAILABLE IN CAMEROON, DELIVERY 5 DAYS AFTER ORDER IS RECEIVED. THIS OPERATION SHOULD START IMMEDIATELY.

B) AT PRESENT, AVIATION SANS FRONTIERES IS MAKING RECONNAISSANCE FLIGHTS IN LIGHT PLANE RENTED BY UNDRO TO LOCATE RUNWAYS WHERE LARGE AIRCRAFT COULD LAND. ICRC IS ASSOCIATED WITH THIS WORK.

C) A CO-ORDINATING COMMITTEE, CHAIRED BY UNITED NATIONS RESIDENT CO-ORDINATOR, WITH REPRESENTATIVES OF GOVERNMENT, UNITED NATIONS, ICRC AND THE LEAGUE OF RED CROSS SOCIETIES HAS BEEN FORMED TO SUPERVISE THIS OPERATION.

3. FIRST CONTRIBUTIONS

A) GOVERNMENT OF FRANCE HAS PLACED A C-130 AT THE DISPOSITION OF THIS PROJECT TO MAKE 15 ROUND-TRIP FLIGHTS, CARRYING IN TOTAL APPROXIMATELY 300 TONS.

B) A DC-3 AND A DC-4 OF AIR CHAD, AT PRESENT IN BRAZZAVILLE, HAVE BEEN REPAIRED BY THE FRENCH GOVERNMENT AND WILL ARRIVE IN CHAD TOWARDS 10 SEPTEMBER. THESE WILL BE MADE AVAILABLE TO THE PROJECT BY THE CHADIAN AUTHORITIES.

C) 25 MILLION CFA (US DLRS 72,463) HAS BEEN OFFERED BY THE GOVERNMENT OF FRANCE TO AVIATION SANS FRONTIERES TO REPAIR A CHADIAN DC-4.

D) THE LEAGUE OF RED CROSS SOCIETIES HAS TAKEN OVER A NUTRITION CENTRE AT MONGO, WHICH IS ONE OF THE WORST AFFECTED AREAS.

4. COST OF THE PROJECT - URGENT APPEAL

UNDRO IS THEREFORE LAUNCHING A NEW EMERGENCY APPEAL FOR CHAD TO OBTAIN:

A) EITHER THE FINANCE OF THE REMAINING 185 ROUND-TRIP FLIGHTS AT AN APPROXIMATE COST OF US DLRS 500,000

B) OR THE POSSIBILITY OF UTILIZING OTHER TRANSPORT PLANES PUT AT THE DISPOSAL OF THIS URGENT PROJECT BY INTERESTED DONORS.

I. GENERAL SITUATION

SITUATION REMAINING AS CRITICAL AS DESCRIBED IN SITUATION REPORT NO. 14 OF 1ST SEPTEMBER. AIR-LIFT WILL ONLY COVER URGENT FOOD NEEDS IN THE AREAS INACCESSIBLE BY OVERLAND ROUTES. ACCORDINGLY, IMPORTANT AND IMMEDIATE NEEDS OF THE COUNTRY (SEE UNDRO SITUATION REPORT NO. 12 OF 5 AUGUST 1982) REMAIN OUTSTANDING.

FAO ALSO HAS EMPHASIZED THE GRAVITY OF THE SITUATION. FOOD SHORTAGES ARE EXPECTED EVEN IN THE SOUTHERN REGION, AND IT IS TO BE ENVISAGED THAT THIS SITUATION WILL CONTINUE UNTIL THE FIRST HARVEST OF 1983.

II. AIR-LIFT

A) ON 8 SEPTEMBER UNDRO SENT AN EXPERT IN AIR TRAFFIC ORGANIZATION TO N'DJAMENA, TOGETHER WITH AN UNDRO STAFF MEMBER, TO SUPERVISE LOGISTICAL ASPECTS.

B) TO ENSURE URGENT DISTRIBUTION OF 3,000 TONS OF FOOD, THERE IS A NEED FOR AT LEAST SIX AIRCRAFT WITH A CAPACITY OF ABOUT 15 TONS EACH, TO MAKE 2 ROUND-TRIP FLIGHTS DAILY DURING A PERIOD OF THREE WEEKS.

C) SUPERVISION OF THE OPERATION FROM N'DJAMENA, AND AT THE DISTRIBUTION POINTS, IS BEING UNDERTAKEN BY A CO-ORDINATION COMMITTEE, PRESIDED OVER BY THE UN RESIDENT CO-ORDINATOR AND COMPRISING REPRESENTATIVES OF THE CHAD GOVERNMENT, WFP, ICRC, THE LEAGUE OF RED CROSS SOCIETIES AND RELIGIOUS MISSIONS.

D) RECONNAISSANCE FLIGHTS BY THE ICRC OVER THE AFFECTED ZONES HAVE IDENTIFIED A NUMBER OF AIR-FIELDS WHERE HERCULES PLANES CAN LAND (ABECHE, AM-TIMAM, ATI, FADA, FAYA-LARGEAU, IRIBA, OUM CHALOUBA, MONGO).

E) THE RESIDENT CO-ORDINATOR HAS INDICATED THAT SUFFICIENT INITIAL QUANTITIES OF FUEL ARE AVAILABLE IN N'DJAMENA. ADDITIONAL FUEL CAN BE OBTAINED FROM KANO (NIGERIA) IN CASE OF NEED.
III. CONTRIBUTIONS

IN RESPONSE TO UNDRO'S APPEAL OF 1ST SEPTEMBER, POSITIVE REPLIES HAVE BEEN RECEIVED AS FOLLOWS:

A) UNITED STATES OF AMERICA: A C-130 PLANE FOR A MINIMUM OF 10 DAYS, TO TRANSPORT A MINIMUM OF 400 TONS OF FOOD. COST OF THE OPERATION: APPROXIMATELY US DLRS 500,000. THE PLANE WILL ARRIVE IN N'DJAMENA ON 10 SEPTEMBER.

B) FRANCE: A C-130 HAS ALREADY UNDERTAKEN SEVERAL ROUND-TRIPS OF THE 15 ENVISAGED. (FRANCE'S PROGRAMME SCHEDULE: MONGO 5 ROUNDTRIPS, FADA 2 ROUND-TRIPS, OUM CHALOUBA 1 ROUND-TRIP, AM-TIMAMI 4 ROUND-TRIPS, IRIBA 1 ROUND-TRIP, ATI 2 ROUND-TRIPS).

IN ADDITION, A DC-3 AND A DC-4 (AIR CHAD) AFTER REPAIRS IN BRAZZAVILLE FINANCED BY FRANCE, WILL ARRIVE AT N'DJAMENA ON 10 SEPTEMBER TO HELP WITH THE DISTRIBUTION OF FOOD. FRANCE IS ALSO COVERING THEIR OPERATING COST FOR FOUR MONTHS AND HAS MADE A FRENCH CREW AVAILABLE. COST OF OPERATION: 4 MILLION FRENCH FRANCS (572,000 US DLRS).

C) UNITED KINGDOM HAS RENTED A C-130 PLANE FROM AIR BOTSWANA FOR 20 ROUND-TRIPS. THE PLANE WILL ARRIVE IN N'DJAMENA ON 11 SEPTEMBER. COST OF THE OPERATION: 140,000 POUNDS STERLING (US DLRS 242,000).

D) LEAGUE OF RED CROSS SOCIETIES HAS LAUNCHED AN APPEAL TO ITS NATIONAL SOCIETIES, COMPRISING AN AMOUNT OF 300.000 SW. FRS. (US DLRS 141,053) TO THIS AIR-LIFT.

E) AVIATION SANS FRONTIERES HAS REPAIRED A DC-3 AND A DC-4 OF THE CHAD AIR FORCE AND THESE WILL BE OPERATIONAL AS FROM 9 SEPTEMBER.

F) EUROPEAN ECONOMIC COMMUNITY: CASH GRANT TO UNDRO OF US DLRS 500,000.

G) THE NETHERLANDS: IS CHARTERING A C-130 FOR 20 ROUND-TRIP FLIGHTS. THE PLANE IS EXPECTED IN N'DJAMENA ON 10 SEPTEMBER. COST OF THE OPERATION: 208,000 US DLRS.

IV. UNDRO IS MOST GRATEFUL TO ALL THESE DONORS FOR THEIR OUTSTANDING CO-OPERATION AND REMAINS AT DISPOSAL FOR FURTHER INFORMATION.

1. END OF EMERGENCY AIRLIFT

FOLLOWING UNDRO APPEAL DATED 1 SEPTEMBER 1982 TO CARRY OUT AN EMERGENCY AIRLIFT IN CHAD, 1,459 TONS OF FOOD HAVE BEEN RELEASED BY WFP AND 17 TONS OF MEDICAL SUPPLIES HAVE BEEN AIRLIFTED INTO AFFECTED AREAS OF: MONGO, ABECHE, IRIBA, FAYA, OUM-SHALOUBA, FADA, ATI, AM-TIMAN, BILTINE. THIS OPERATION HAS BEEN SUCCESSFULLY CARRIED OUT THANKS TO COMPLETE CO-OPERATION FROM THE GOVERNMENTAL AUTHORITIES AND A PROMPT REACTION FROM THE GOVERNMENTS OF FRANCE, THE NETHERLANDS, THE UNITED KINGDOM, THE UNITED STATES OF AMERICA AS WELL AS ICRC, EACH OF WHOM HAD CHARTERED A HERCULES C-130 AIRCRAFT. THE EUROPEAN ECONOMIC COMMUNITY GAVE A CASH CONTRIBUTION FOR THIS OPERATION. THE NON-GOVERNMENTAL ORGANIZATIONS OPERATING IN CHAD (LEAGUE OF RED CROSS SOCIETIES, AVIATIONS SANS FRONTIERES, MEDECINS SANS FRONTIERES, MEDECINS DU MONDE, HOPITAL SANS FRONTIERES AND AICF) HAVE ALSO PARTICIPATED IN THIS OPERATION.

THE CHAD AUTHORITIES HAVE ASKED UNDRO TO BE THEIR SPOKESMAN VIS-A-VIS ALL DONORS AND ORGANIZATIONS WHO HAVE TAKEN PART IN THIS AIRLIFT AND TO EXPRESS THEIR GRATITUDE AND THANKS TO THEM.

2. FOLLOW-UP OF THE EMERGENCY PROGRAMME

THE PROPOSED EMERGENCY PROGRAMME IN UNDRO SITREP NO. 12 OF 5 AUGUST IS CONTINUING. SOME CONVOYS ARE NOW ON THE ROAD TO SUPPLEMENT THE FOOD DISTRIBUTED BY THE AIRLIFT. IN FACT, 1,516 TONS OF FOOD HAVE BEEN SENT TO THE STRICKEN AREAS BY THESE CONVOYS IN ADDITION TO THE 1,459 TONS DELIVERED BY AIR AS NOTED IN PARA 1.

3. NEW CONTRIBUTIONS REPORTED TO UNDRO

THE UNITED STATES OF AMERICA PUT AT THE DISPOSAL OF UNDRO ONE MILLION DOLLARS TO BE USED FOR HEALTH, TRANSPORT AND EDUCATION.

4. ALL DONORS ARE REQUESTED TO INFORM UNDRO OF THEIR CONTRIBUTIONS AND THEIR VALUE.
