1. SUMMARY OF THE FOOD SITUATION

A) THE 'COMITE D'ACTION POUR LA CAMPAGNE D'URGENCE ALIMENTAIRE' HAS ASKED UNDRO TO APPROACH DONORS ANEW FOR ASSISTANCE IN FOOD AND ITS TRANSPORT BEFORE JUNE 1983.

B) SUMMARY FOR THE PERIOD BEGINNING 1 JANUARY 1983: TONS

C) DONORS ARE REMINDED THAT THE FAO/WFP ESTIMATE OF THE OVERALL DEFICIT FOR 1983 WAS 193,000 TONS. THE APPEAL MADE AT THE GENEVA CONFERENCE ON CHAD (NOV. 82) WAS FOR 50,000 TONS BEFORE THE RAINY SEASON (MAY/JUNE), DURING WHICH ONLY LOCAL TRANSPORT IS POSSIBLE. THE RAINY SEASON BEGINS MAY/JUNE, AND FOOD SUPPLY FOR THE POPULATION MUST BE ASSURED UNTIL THE NEXT HARVEST IN NOVEMBER 1983.

D) INFORMATION RECEIVED FROM CERTAIN SAHARIAN AND SAHELIAN REGIONS CONFIRMS THAT SITUATION REMAINS VERY PREOCCUPYING.

2. SUMMARY OF TRANSPORT CAPACITY

A) UNDRO SITREP NO. 22 OF 11 FEB. 83 GIVES DETAILS TO WHICH MUST BE ADDED A CONTRIBUTION OF 112 VEHICLES (CAPACITY 2650 TONS) FROM THE ITALIAN GOVERNMENT THROUGH FAO FOR A VALUE OF 8,672,000 US DLRS (INCLUDING PURCHASE, MAINTENANCE AND SOME OF THE OPERATING COSTS).

B) THE TRANSPORT CAPACITY OF ONU/ONG/MLCCN VEHICLES IS NOW 1100 TONS (OVER 50 VEHICLES), AN ADDITIONAL 480 TONS (OVER 20 VEHICLES) ARE EXPECTED SOON, IN ADDITION TO THE ABOVE-MENTIONED ITALIAN CONTRIBUTION.

C) THE UNDP/OPE/MLCCN PROJECT RE MANAGEMENT OF EMERGENCY ASSISTANCE INCLUDING TRANSPORT IS NOW OPERATIONAL.

D) GIVEN (I) THE NEW WFP TRANSPORT ROUTE (DIRECT TRANSIT APAPAABECHE) (II) THE NUMBER OF UN/NGO/MLCCN TRUCKS NOW AVAILABLE OR EXPECTED,AND (III) THE COMMERCIAL CAPACITY AVAILABLE, THE DISTRIBUTION OF THE 49,442 TONS CAN BE ENSURED, ON CONDITION THAT THE VEHICLES STILL AWAITED REACH N'DJAMENA BEFORE JUNE AND THAT MORE TRAILERS (20 TO 30, WITH A CAPACITY OF 12 TO 20 TONS EACH) CAN BE FURNISHED.

E) DETAILS CONCERNING THE DIRECT TRANSIT OF FOOD FROM APAPA TO CHAD INTERIOR ARE AVAILABLE FROM WFP/ROME 5797 EXT 6726 MR. VERKEN.

3. TRANSPORT COSTS

GIVEN THE FINANCIAL CONTRIBUTIONS RECEIVED OR PLEDGED, THE 3,454 TONS STOCKED IN N'DJAMENA AND THE 39,056 TONS STILL TO COME, A BALANCE OF 17,800 TONS MUST STILL BE DISTRIBUTED FOR WHICH THE TRANSPORT COSTS ARE NOT COVERED. THESE COSTS AMOUNT TO US DLRS 1,600,000. THE 'COMITE D'ACTION D'AIDE D'URGENCE POUR LA CAMPAGNE ALIMENTAIRE' AND UNDRO INVITE THE ATTENTION OF DONORS TO THIS MOST URGENT REQUIREMENT.

THE 'COMITE D'ACTION POUR LA CAMPAGNE D'URGENCE ALIMENTAIRE' IN N'DJAMENA HAS REPORTED THE FOLLOWING TO UNDRO:

AAA) SUMMARY OF THE EMERGENCY FOOD SITUATION

I) THE SITUATION IS VERY SERIOUS AND WILL REMAIN SO UNTIL THE NEXT HARVEST IN NOVEMBER 1983, PARTICULARLY IN THE PREFECTURES OF GUERA, OUADDAI, BILTINE, NORD SALAMAT AND KANEM. THIS IS CONFIRMED BY A RECENT JOINT MISSION OF THE 'MINISTERE DE LA LUTTE CONTRE LES CALAMITES NATURELLES'/WFP/UNDRO AND BY THE FIRST REPORTS OF THE MOBILE NUTRITIONAL TEAM OF MEDECINS SANS FRONTIERE (RECENTLY SET UP THROUGH A CONTRIBUTION FROM THE NETHERLANDS GOVERNMENT).

II) SUMMARY AS OF 1 JANUARY 1983: TONS

III) THE 'COMITE D'ACTION' HAS ASKED UNDRO TO DRAW THE ATTENTION OF THE INTERNATIONAL COMMUNITY TO THE FACT THAT UNDER THE BEST OF CIRCUMSTANCES 45,000 TONS - BUT PROBABLY ONLY 30/35,000 TONS WILL HAVE BEEN DISTRIBUTED BEFORE THE START OF THE RAINY SEASON (JUNE), OUT OF A TOTAL ESTIMATED DEFICIT OF 192,000 TONS.

BBB) SUMMARY OF THE FINANCIAL SITUATION - INTERNAL TRANSPORT

I) THE LACK OF FUNDS TO PAY FOR INTERNAL TRANSPORT OF EMERGENCY FOOD IS NOW THE CRITICAL POINT OF THE EMERGENCY OPERATION. THE CONTRIBUTIONS RECEIVED BY UNDRO, AND USED TO PAY TRANSPORT COSTS NOT COVERED BILATERALLY OR BY WFP, ARE TWO-THIRDS COMMITTED. IT IS ESTIMATED THAT THE FOOD DELIVERIES IN MAY WILL USE THE BALANCE OF THESE CONTRIBUTIONS.

II) DECISIONS ON THE NEXT FOOD DISTRIBUTION PLAN MUST NOW BE TAKEN. HOWEVER, FUTURE DISTRIBUTION CANNOT BE ASSURED IF THE FOLLOWING FINANCIAL ASSISTANCE IS NOT RECEIVED (BASED ON AN AVERAGE COST USING UN/NGO AND CTT VEHICLES IN A DISTRIBUTION SCHEME TO BE COMPLETED BEFORE THE START OF THE RAINY SEASON):

TWENTY-THREE HEAVY TRUCKS ARE EXPECTED SHORTLY IN CHAD (CONTRIBUTED BY UNDP/OPE, CANADA, DENMARK, FRG, INDONESIA, NORWAY, USA AND SOLIDARITE SOCIALISTE INTERNATIONALE), AND WILL STRENGTHEN THE TRANSPORT CAPACITY OF THE MLCCN/UNDP PROJECT 'GESTION AIDE D'URGENCE'. THE CONTRIBUTION OF THE ITALIAN GOVERNMENT THROUGH FAO OF 122 VEHICLES IS EXPECTED SOON. PARA 2D OF UNDRO SITREP NO. 25 REMAINS VALID, ON THE CONDITION THAT THE ABOVE TRANSPORT COSTS ARE COVERED.

DDD) WAREHOUSE CAPACITY

A CONTRIBUTION OF US DLRS 225,000 FROM THE GOVERNMENT OF THE UNITED STATES OF AMERICA TO REPAIR SIX WAREHOUSES IN N'DJAMENA SHOULD INCREASE STORAGE CAPACITY THERE BY APPROX. 8/10,000 TONS AS OF JUNE 1983.

EEE) RECENT CONTRIBUTIONS

A SUMMARY WILL BE COMMUNICATED SEPARATELY.

FFF) ALL DONORS ARE KINDLY ASKED TO KEEP UNDRO INFORMED OF PLEDGES AND CONTRIBUTIONS, INCLUDING THEIR VALUE.

SITUATION
1. SINCE LAST SITREP OF 10 MAY 1983, TWO MAJOR EVENTS HAVE MARKED THE DEVELOPMENT OF EMERGENCY OPERATIONS IN CHAD: CLOSURE OF NIGERIAN BORDER FROM 25 APRIL TO 11 JULY 1983, AND MORE WIDESPREAD FIGHTING SINCE END JUNE. MOREOVER, RAINY-SEASON HAS MADE ALL TRANSPORT TO THE AFFECTED AREAS LIKE GUERA AND OUADDAI IMPRACTICABLE.

2. IN N'DJAMENA, THE 'COMMITTEE FOR EMERGENCY AID' HAS DECIDED TO USE THE AVAILABLE FOOD STOCKS IN N'DJAMENA FOR THE REGIONS FOR WHICH THE SUPPLIES IN TRANSIT FROM NIGERIA WERE INTENDED. PLAN FOR TRANSPORTATION OF 3,500 TONS OF SUPPLIES HAS BEEN PUT INTO OPERATION. HOWEVER, IT HAS BEEN NECESSARY TO DEFER PART OF THIS PLAN DUE TO WIDESPREAD FIGHTING.

3. THE OPENING OF THE NIGERIAN BORDER ON 11 JULY 1983 FOR FOODAID HAS ALLOWED ARRIVAL IN N'DJAMENA OF 34 TRUCKS CARRYING APPX. 950 TONS OF WFP SUPPLIES.

4. THE RETURN TO A MORE STABLE SITUATION HAS ALLOWED THE 'COMMITTEE FOR EMERGENCY AID' TO RESTART DELIVERY OF SUPPLIES TO ABECHE.

FOOD SITUATION

5. AT END JUNE, FOOD ASSISTANCE WAS AS FOLLOWS:

  • TOTAL DECLARED 53,982 TONS
  • TOTAL RECEIVED IN N'DJAMENA 18,685 TONS
  • TOTAL DISTRIBUTED 16,100 TONS
  • IN STOCK, N'DJAMENA 1,337 TONS

6. THE MOST NOTABLE DISTRIBUTION WAS IN DISTRICTS OF OUDDAI, BILTINE AND ENNEDI, UNDER THE CO-ORDINATION AND LOGISTIC SUPPORT OF THE SWISS DISASTER RELIEF UNIT (SDRU), BASED IN ABECHE SINCE MARCH 1983. NEARLY 2,500 TONS HAVE SO FAR BEEN DELIVERED. AT UNDRO'S REQUEST, SDRU SENT A TEAM OF VOLUNTEERS TO UNDERTAKE THE DISTRIBUTION OPERATION IN GUERA, FROM 1 TO 26 JUNE. OVER 3,300 TONS OF SUPPLIES HAVE ALREADY BEEN DELIVERED TO GUERA.

7. BECAUSE OF CRITICAL SITUATION, A JOINT FAO/WFP/UNDRO MISSION, PLANNED FOR JULY 1983, TO EVALUATE THE IMPACT OF FOOD-AID AND FUTURE NEEDS IN CHAD, HAD TO BE POSTPONED.

COMMENTS

A) THANKS TO LARGE DISTRIBUTION, POTENTIALLY DISASTROUS SITUATION RECORDED AT THE END OF 1982, COULD BE CONTROLLED AND IMPROVED.

B) IMPORTANT PROGRESS HAS BEEN MADE WITH THE AUTHORITIES AS TO PRINCIPLES AND MECHANISMS FOR FOOD-AID MANAGEMENT AND FRAMEWORK ESTABLISHED IN THE FIELD, WITH REGARD TO FUTURE DISTRIBUTION.

C) IN VIEW RECENT EVENTS, SUPPLIES FORESEEN FOR TRANSITION PERIOD WERE NOT PROVIDED. EVEN THOUGH PRESENT SITUATION CANNOT BE TERMED ALARMING, CONSTANT NUTRITIONAL SUPERVISION IS NECESSARY.

DISTRIBUTION OF SEEDS

8. FAO'S PROJECT FOR PURCHASE AND DISTRIBUTION OF SEEDS STARTED IN MAY 1983. 1,895 TONS OF SEEDS WERE PURCHASED LOCALLY AND IN NEIGHBOURING COUNTRIES (PENICILLATE MILLET, BERBERE MILLET, RAINY-SEASON SORGHUM, MAIZE AND RICE). DELIVERY OF SEEDS WAS ALSO INTERRUPTED DUE SPREAD OF HOSTILITIES, WHICH PREVENTED REACHING THE ORIGINAL TARGET OF 3,000 TONS.

LOGISTICS

9. TRUCKS AND VEHICLES GIVEN TO OR BOUGHT BY UNDRO, UNDP/OPE AND VARIOUS OTHER ORGANIZATIONS REACHED CHAD AND ARE OPERATIONAL AT PRESENT. CAPACITY AVAILABLE TO UN/NGO SYSTEM APPROXIMATELY 1,000 TONS. WITH FAO TRUCKS STILL EXPECTED, AND REMAINDER PROVIDED BY PRIVATE TRANSPORTATION ENTERPRISE CTT, CAPACITY SATISFACTORY. PURCHASE OF TRAILERS WOULD, HOWEVER, MAKE TRANSPORT SYSTEM MORE EFFECTIVE.

WAREHOUSES

10. WITH FIVE OUT OF SIX WAREHOUSES REPAIRED BY UNDRO IN N'DJAMENA USING USAID FUNDS, STORAGE CAPACITY IN N'DJAMENA HAS INCREASED TO APPX. 13,000 TONS. FORTUNATELY, THE INCREASED STORAGE CAPACITY COINCIDED WITH ARRIVAL OF WFP SUPPLIES FROM NIGERIA.

TRANSPORTATION COSTS

11. SUBSIDIES ALLOCATED TO UNDRO FOR TRANSPORTATION COSTS HAVE CONTINUED TO BE USED DURING THIS PERIOD TO COVER THE REMAINDER OF TRANSPORTATION COSTS FOR WFP SUPPLIES, AS WELL AS THE TOTAL TRANSPORT COSTS OF BILATERAL FOOD DONATIONS. THESE ALLOWED, HOWEVER, SECONDARY TRANSPORTATION FACILITIES TO COUNTY TOWNS, DISTRICTS AND VILLAGES.

12. SINCE THE LAST UNDRO SITREP, NO NEW CONTRIBUTION TOWARDS TRANSPORTATION COSTS HAS BEEN RECEIVED. HAD THE CONFLICT NOT CAUSED INTERRUPTION IN TRANSPORT OPERATION, TOTAL FUNDS AVAILABLE TO UNDRO WOULD HAVE BEEN EXHAUSTED AND CONSEQUENTLY, TRANSPORTATION PROGRAMMES DRASTICALLY REDUCED. UNDRO, THEREFORE, REITERATES ITS APPEAL FOR URGENT CONTRIBUTIONS IN THIS SECTOR.

1. SINCE UNDRO SITREP NO. 27 DATED 29 JULY 1983, THE MOST SIGNIFICANT FACT IS THE CONTINUATION OF FOOD DELIVERIES TO THE AFFECTED AREAS IN SPITE OF THE FIGHTING WHICH TOOK PLACE IN THE NORTH AND DIFFICULTIES CAUSED BY THE RAINY SEASON. AT PRESENT UNDRO, WITH ITS DELEGATE IN CHAD AND SOME CONCERNED AGENCIES, IS STUDYING MEANS TO CONTINUE THIS AID SO THAT DELIVERIES DO NOT SLOW DOWN OR STOP DUE TO OVERFLOWING OF RIVER BANKS. IN JULY 6,800 TONS WERE DELIVERED MAKING A TOTAL OF 25,485 TONS RECEIVED IN N'DJAMENA AS OF 23 AUGUST 1983.

2. 2,685 TONS WERE DISTRIBUTED IN JULY IN SEVERAL 'PREFECTURES': INCLUDING 500 TONS TO ABECHE AND SURROUNDING AREAS WITH HELP OF THE 'CORPS SUISSE', 500 TONS TO BATHA, 850 TONS TO KANEM, 500 TONS TO MAYO-KEBBI PREFECTURE VIA CAMEROON FOR THE DROUGHT PROGRAMME AND REHABILITATION OF THE RETURNEES FROM NIGERIA.

3. A PLANE CHARTERED BY UNDRO WITH 40 TONS OF MILK PRODUCTS FOR CHILDREN (DONATIONS BY SWISS GOVERNMENT AND NESTLE) ARRIVED N'DJAMENA ON 27 JULY 1983. THIS DONATION WAS FOR THE PROGRAMME OF NUTRITIONAL REHABILITATION ESTABLISHED THROUGH THE CO-OPERATION OF THE 'MINISTERE DE LA SANTE PUBLIQUE, DES AFFAIRES SOCIALES', WFP, UNICEF, LEAGUE OF RED CROSS SOCIETIES, AICF AND 'MEDECINS SANS FRONTIERES'.

1. SITUATION

FOLLOWING VARIOUS REPORTS ON THE LARGE-SCALE DISPLACEMENT OF THE CIVILIAN POPULATION DUE SITUATION IN NORTH OF CHAD, THE ACTION COMMITTEE FOR EMERGENCY RELIEF HAS DELEGATED SEVERAL MISSIONS, COMPOSED ALTERNATELY OF MLCCN, UNDRO, WFP, UNICEF, LRCS AND MSF, TO INVESTIGATE THE SITUATION IN THE PREFECTURES OF KANEM, BILTINE, ENNEDI AND BATHA.

2. FINDINGS OF MISSIONS:

A) SITUATION IN BET HAS LED THE POPULATION TO SEEK REFUGE, ESPECIALLY IN KANEM. ESTIMATE: 10,000-15,000 PERSONS. DIFFICULT TO GIVE A PRECISE FIGURE.

B) NOMAD POPULATION, WHICH TRADITIONALLY GOES NORTH TO HARVEST DATES, HAS BEEN UNABLE TO DO SO THIS YEAR. AT PRESENT THESE NOMADS ARE IN NORTH KANEM AND BATHA. LOSS OF THE DATE HARVEST POSES A SERIOUS PROBLEM.

C) ABSENCE OF RAINS IN THE NORTH THIS YEAR HAS FORCED THE NOMADS TO MOVE SOUTH PREMATURELY.

3. EMERGENCY PROGRAMME FOR DISPLACED POPULATION

FOODSTUFFS, BLANKETS AND COOKING UTENSILS HAVE ALREADY BEEN DISTRIBUTED TO 7,000 PERSONS IN MAO AND SURROUNDING DISTRICTS UNDER THE CO-ORDINATION OF CARE/CHAD. MEDICAL NEEDS ENSURED THROUGH THE MINISTRY OF HEALTH AND MSF TEAMS.

UNDP/UNDRO/OPE PROJECT FOR TRUCKS NOW FULLY OPERATIONAL. DELAYS AND TRANSPORT COSTS CUT.

A MISSION TO ESTABLISH A PROGRAMME UNDER THE AEGIS OF THE CHADIAN AUTHORITIES AND COMPOSED OF AGENCIES OF THE UNITED NATIONS SYSTEM AND OTHERS, WILL ELABORATE A PLAN OF ACTION FOR MEDICAL AND FEEDING PROGRAMME, AFTER A VISIT TO KANEM (MAO) ON 5/6 OCTOBER.

4. UNDRO WILL SUBMIT TO DONORS AN EMERGENCY PROGRAMME FOR DISPLACED PERSONS AS SOON AS RECEIVED FROM THE ABOVE-MENTIONED MISSION.

1. JOINT MISSION (MLCCN/UN/NGO) 2-6 OCT. 83 MADE NUTRITIONAL SURVEY IN ELEVEN ENCAMPMENTS NEAR MAO (KANEM). NOW ONLY FEW CASES OF ACUTE MALNUTRITION IN SURVEYED POPULATIONS, BUT LACK OF SUBSISTENCE AND CONTINUED DROUGHT CALL FOR MEDIUM-TERM EMERGENCY PROGRAMME.

EMERGENCY PROGRAMME

2. DECISIONS OF THE 'COMITE D'AIDE D'URGENCE' ON 11 OCTOBER:

A) TO CONTINUE FOOD AID TO DISPLACED PERSONS (APPROX. 7-8,000) AND TO LOCAL AFFECTED POPULATION AROUND MAO. TEAM WILL BE ON THE SPOT AS OF 17 OCT. COVERING 16 DISTRIBUTION POINTS.

B) TO DISTRIBUTE MATTING (FOR SHELTER), BLANKETS, COOKING UTENSILS.

C) TO MONITOR NUTRITIONAL SITUATION: MSF TEAMS IN KANEM, AND UNICEF SURVEYS (MOTHERS AND CHILDREN).

AVAILABLE AND PLANNED ASSISTANCE

3. AVAILABLE IN N'DJAMENA: FOODSTUFFS, COOKING UTENSILS, BLANKETS.

4. PLANNED: INCREASED MEDICAL SUPPORT - MEDICINES, MOBILE TEAMS (UNICEF). IN NEAR FUTURE, FIELD TEAM IN CONTEXT OF A NEW PROGRAMME (LRCS). REINFORCEMENT OF NUTRITIONAL CENTRE IN MAO (MSF).

APPEAL

5. THE 'COMITE D'AIDE D'URGENCE' HAS ASKED UNDRO TO APPEAL FOR 110,000 DOLLARS TO COVER THE PURCHASE OF NECESSARY MATERIAL (MATTING, COOKING POTS AND PANS) AND OPERATIONAL EXPENSES (FUEL, PERSONNEL, ETC...).

CHAD - EMERGENCY DUE TO CIVIL STRIFE AND DROUGHT

1. FAO/WFP/UNDRO MISSION

FROM 13 TO 21 OCTOBER, THE FAO/WFP/UNDRO MISSION WAS ABLE TO VISIT 10 OF THE 14 PREFECTURES IN THE COUNTRY IN ORDER TO EVALUATE THE AGRICULTURAL CAMPAIGN FOR 1983/84 AND URGENT NEEDS. THE SITUATION REMAINS DISTURBING DUE TO PERSISTENT DROUGHT AND TO VAST AMOUNT OF UNMET RECONSTRUCTION REQUIREMENTS.
FOLLOWING ARE PRINCIPAL CONCLUSIONS AND RECOMMENDATIONS OF THE MISSION:

(A) EMERGENCY RELIEF CAMPAIGN

THE MISSION CONSIDERED THE RESULTS OF THE EMERGENCY RELIEF CAMPAIGN 1982/83 AS POSITIVE. THE CAMPAIGN HAD ALLOWED THE DISTRIBUTION OF 24,000 TONS OF FOOD RELIEF BY END SEPTEMBER 1983, FROM THE 55,000 TONS PLEDGED. IT ALSO NOTED THE EXCELLENT COORDINATION BETWEEN THE GOVERNMENT OF CHAD, THE INTERNATIONAL ORGANIZATIONS, AND DONORS ON THE ACTION COMMITTEE FOR EMERGENCY RELIEF.

(B) AGRICULTURAL CAMPAIGN

PERSISTENCE OF LARGE DEFICIT IN RAINFALL, ACCOMPANIED BY UNEVEN DISTRIBUTION OF RAIN, HAVE LOWERED AGRICULTURAL YIELDS THROUGHOUT THE COUNTRY, WITH HARVESTS IN THE PREFECTURES OF KANEM, BILTINE AND BET PRACTICALLY NON-EXISTENT. PRODUCTION ESTIMATES FORECAST CEREAL DEFICIT OF 136,000 TONS.

(C) FOOD AID

TAKING INTO ACCOUNT THE 28,000 TONS OF AVAILABLE OR EXPECTED FOOD STOCKS IN N'DJAMENA, ADDITIONAL 57,000 TONS OF EMERGENCY FOOD AID REQUIRED FOR 1984. UNDRO DRAWS ATTENTION TO APPEAL LAUNCHED BY FAO/WFP TASK FORCE FOR AFRICA, REAFFIRMED BY THE DIRECTOR-GENERAL OF FAO ON 19 OCTOBER AND 10 NOVEMBER, AND THEREFORE CALLS FOR FOOD AID TO BE SENT TO CHAD AS SOON AS POSSIBLE. UNDRO DRAWS DONORS' ATTENTION TO NEED FOR SHIPPING THIS RELIEF NO LATER THAN MARCH/APRIL, FOR DISTRIBUTION BEFORE JUNE (BEGINNING OF THE RAINY SEASON).

(D) LOGISTICS

CONSIDERABLE PROGRESS HAS BEEN MADE IN LOGISTICS, NOTABLY IN TRANSPORT TO CHAD, TRANSPORT ACROSS THE CHARI RIVER, WAREHOUSING CAPACITIES, AND INLAND TRANSPORT. (THE LATTER, HOWEVER, REMAINS A PROBLEM. NEVERTHELESS WITH THE DELIVERY OF 112 ITALIAN TRUCKS BY FAO, THIS SECTOR SHOULD BE SUBSTANTIALLY IMPROVED.)

CURRENT SUPPLEMENTARY NEEDS ARE:

10-15 TRUCKS OF THE 4-WHEEL MEDIUM SIZE TYPE (9/12 TONS), INDISPENSABLE FOR FACILITATING DISTRIBUTION FROM SECONDARY CENTRES TO VILLAGES.

(E) TRANSPORT COSTS

THANKS TO AN IMPROVEMENT IN COVERING TRANSPORT COSTS AND SUBSTANTIAL CONTRIBUTIONS RECEIVED BY UNDRO, TRANSPORT OF SUPPLIES UP TO NOW HAS BEEN SATISFACTORILY ENSURED. IT REMAINS INDISPENSABLE HOWEVER, DUE TO THE GOVERNMENT'S LACK OF FINANCIAL MEANS, THAT DONORS' CONTRIBUTIONS BE ACCOMPANIED BY CORRESPONDING INLAND TRANSPORT COSTS.

2. EMERGENCY AGRICULTURAL DEVELOPMENT PROJECTS

THE GOVERNMENT HAS APPEALED FOR US DLRS 1,500,000, FOR PROJECTS FOR RECONSTRUCTION AND REPAIR OF WELLS AND DAMS IN THE SAHELIEN ZONE, AND FOR THE DEVELOPMENT OF THE VALLEYS IN THE PREFECTURES OF LAC, KANEM AND OUADDAI (PROJECTS ESTIMATED AT US DLRS 1,000,000).

3. UNDRO'S ACTIVITIES IN CHAD

TAKING INTO ACCOUNT THE EXCELLENT CO-ORDINATION IN THE COUNTRY, UNDRO CONSIDERS IT UNNECESSARY TO KEEP A DELEGATE IN THE FIELD ANY LONGER. IT WILL CONTINUE TO BE REPRESENTED IN CHAD BY THE U.N. RESIDENT CO-ORDINATOR, WITH TECHNICAL ASSISTANCE FURNISHED BY WFP, AND WILL REGULARLY INFORM DONORS OF THE SITUATION IN THE COUNTRY THROUGH THESE AGENCIES AND THROUGH FACT-FINDING MISSIONS.

1. AT GOVERNMENT REQUEST UNDRO SENT STAFF MEMBER TO CHAD FROM 9-17 APRIL 1984. MAIN EMERGENCY NEEDS IDENTIFIED ARE AS FOLLOWS:

FOOD AID

2. 1984 EMERGENCY NEEDS COVERED BY PLEDGES OF 68,000 TONS. ARRIVAL SCHEDULES SHOULD ENSURE DISTRIBUTION AND REGIONAL STORAGE OF MAJOR PART OF DELIVERIES TO MOST AFFECTED REGIONS (KANEM,OUADDAIBILTINE, BATHA, GUERA) BEFORE RAINY SEASON. MARKED INCREASE WFP FOOD-FOR-WORK PROJECTS IN SEVERAL REGIONS OF THE COUNTRY. SALE 1,000 TONS FOOD PER MONTH IN N'DJAMENA ONGOING SINCE FEBRUARY GENERATING RESOURCES TO REACTIVATE NATIONAL CEREAL OFFICE AND TO COVER TRANSPORT COSTS.

TRANSPORT

3. WITH ARRIVAL 119 FAO VEHICLES (GIFT ITALIAN GOVERNMENT) INTERNAL TRANSPORT CAPACITY CONSIDERED SATISFACTORY (6,000-7,000 M.T. PER MONTH). MAJOR PROGRESS ACHIEVED COVERAGE TRANSPORT COSTS. OUTSTANDING NEEDS ESTIMATED AT US DLRS 1.5 MILLION.

RIVER CHARI CROSSING

4. OPERATION AND MANAGEMENT FERRY BOATS STILL A PROBLEM. ESTABLISHMENT TEMPORARY PONTOON BRIDGE, RESERVED ONLY FOR EMERGENCY AID BEING DISCUSSED BETWEEN CHAD/CAMEROON GOVERNMENTS. TECHNICAL FEASIBILITY STUDY WILL BE UNDERTAKEN SHORTLY.

REGIONAL CENTRES

5. ACTION COMMITTEE ANXIOUS SET UP AT MONGO (GUERA) AND MAO (KANEM) REGIONAL DISTRIBUTION AND LOGISTICS CENTRES SIMILAR TO THAT ESTABLISHED BY UNDRO/SWITZERLAND AT ABECHE. CONSTRUCTION TWO WAREHOUSES OF 2,000 TONS CAPACITY, ONE GARAGE WORKSHOP ENVISAGED AT EACH CENTRE. COST FOR BOTH CENTRES US DLRS 750,000.

DISPLACED PERSONS

6. INFLUX OF PERSONS DISPLACED BY CONFLICT IN NORTH, AND DROUGHT, HAS BEEN STABILIZED BY MAJOR PROGRAMME WHICH FACILITATED FOOD DISTRIBUTION AND MEDICAL ASSISTANCE INTEGRATION WITH LOCAL POPULATION AND AVOIDED MASSIVE DISPLACEMENTS TOWARDS N'DJAMENA AND THE SOUTH. URGENT NEED IMPLEMENT LONG-TERM DEVELOPMENT PROGRAMME THESE REGIONS.

MEDICINES

7. MINISTRY OF HEALTH REQUESTED UNDRO LAUNCH APPEAL TO REPLENISH STOCKS TEN BASIC ANTI-PARASITE AND ANTI-BIOTIC DRUGS CURRENTLY EXHAUSTED, (TO SUPPLY FIVE HOSPITALS, 18 MEDICAL CENTRES AND 20 DISPENSARIES). LIST OF REQUIREMENTS AVAILABLE WITH UNDRO OR WHO (DR. GUNN).

8. DONORS ARE REQUESTED TO KEEP UNDRO INFORMED OF THEIR CONTRIBUTIONS AND VALUE.
