CHAD - EMERGENCY DUE TO CIVIL STRIFE AND DROUGHT
UNDRO SITREP NO. 17
3 NOVEMBER 1982

I. THE INTERNATIONAL CONFERENCE ON ASSISTANCE TO CHAD WILL BE HELD AT THE PALAIS DES NATIONS IN GENEVA ON 29 AND 30 NOVEMBER. THE CONFERENCE IS BEING ORGANIZED BY THE SECRETARY-GENERAL OF THE UNITED NATIONS IN CLOSE CO-OPERATION WITH THE ORGANIZATION OF AFRICAN UNITY AND THE GOVERNMENT OF CHAD. 70 MEMBER STATES AND OBSERVERS AND SOME 50 INTERNATIONAL ORGANIZATIONS AND FINANCIAL INSTITUTIONS HAVE BEEN INVITED. UNDRO WILL PREPARE A PROGRESS REPORT ON EMERGENCY AND HUMANITARIAN ASSISTANCE TO CHAD. OTHER DOCUMENTS PREPARED BY THE GOVERNMENT OF CHAD AND UNDP WILL ALSO BE BROUGHT TO THE ATTENTION OF DONORS COVERING CHAD'S SHORT-TERM AND LONG-TERM RECONSTRUCTION, REHABILITATION AND DEVELOPMENT NEEDS.

II. UNDRO PRESENTS HEREUNDER AN UP-TO-DATE DESCRIPTION OF THE ACTIVITIES UNDERTAKEN BY THE DIFFERENT NON-GOVERNMENTAL ORGANIZATIONS OPERATING IN CHAD:

A) INTERNATIONAL COMMITTEE OF THE RED CROSS (ICRC)

HAVING PARTICIPATED IN THE EMERGENCY FOOD PROGRAMME, ICRC IS NOW CONTINUING WITH ITS NORMAL PROTECTION ACTIVITIES.

B) LEAGUE OF RED CROSS SOCIETIES (LRCS)

THE LEAGUE IS PRESENTLY TAKING CARE OF THE POPULATION IN GUERA WHERE 30,000 PEOPLE ARE SUFFERING FROM STARVATION. NUTRITION CENTRES HAVE BEEN ESTABLISHED IN BONGO AND BARO. AT N'DJAMENA THE LRCS HAS RENOVATED HOSPITAL KITCHEN AND ORGANIZED DISTRIBUTION OF MEALS. OTHER ACTIVITIES RE DISPENSARIES AND WORK AT THE LEPER HOSPITAL ARE CONTINUING.

C) HOPITAL SANS FRONTIERE (HSF)

WHICH USES THE SERVICES OF THE MEDECINS DU MONDE HAS BEEN ABLE TO INCREASE ITS WORK THANKS TO THE REPAIR AND PUTTING INTO SERVICE OF A NEW WING AT THE HOSPITAL. AN EYE-CARE SERVICE AND DENTAL OFFICE HAVE BEEN CREATED. CHAD GOVERNMENT HAS OFFICIALLY REQUESTED HSF TO CONTINUE ITS ACTIVITIES UNTIL SUCH TIME AS THE PUBLIC SERVICES CAN TAKE OVER. HSF IS REQUESTING EMERGENCY AID OF US DLRS 70,000 PER MONTH FOR SIX MONTHS AS FROM NOVEMBER 1982 AS THEY ARE NO LONGER ABLE TO CONTINUE THE FINANCING OF THEIR PROGRAMME IN CHAD.

D) MEDECINS SANS FRONTIERES (MSF - BRUSSELS)

HAS BEEN CARRYING OUT A PROGRAMME OF MEDICAL AND SURGICAL HELP SINCE JUNE 1981 WITH A TEAM OF 25 MEDICAL PERSONNEL. COST US DLRS 1,185,000 MET BY CONTRIBUTIONS FROM EEC, MSF AND UNHCR.

MSF INCREASED ITS PROGRAMME ON 7 JUNE 1982 TO 32 MEDICAL PERSONNEL AT COST US DLRS 1,171,830, MET BY CONTRIBUTIONS FROM EEC, MSF AND THE BELGIAN GOVERNMENT. THIS PROGRAMME TERMINATES ON 28 FEBRUARY 1983. MSF MAKING AN APPEAL TO DONORS FOR US DLRS 1,859,825 FOR THEIR PROGRAMME 1 MARCH 1983 TO 1 MARCH 1984.

E) ACTION INTERNATIONALE CONTRE LA FAIM (AICF)

HAS SIGNED AN AGREEMENT WITH THE GOVERNMENT AND WORLD FOOD PROGRAMME TO ORGANIZE TRANSPORT FOR THE AFFECTED ZONES. BUDGET US DLRS 33,300 FOR TRANSPORT AND 4 TRUCKS. AICF HAS ASSISTED IN DISINFECTING TOWN OF N'DJAMENA AND WILL PARTICIPATE IN REHABILITATION PROJECTS STARTING IN DECEMBER 1982.

F) AVIATION SANS FRONTIERES (ASF)

IS INVOLVED IN THE PROGRAMME OF MEDECINS SANS FRONTIERES BY HELPING WITH TRANSPORTATION OF MEDICAL PERSONNEL, MEDICINE AND THE EVACUATION OF THE SICK IN ITS SINGLE-ENGINE CESSNA. EEC HAS ALLOCATED US DLRS 85,000 FOR 6 MONTHS. ASF LENDS ITS PLANE AND FREE SERVICES OF ITS CREWS. ESTIMATED COST US DLRS 50,000. ASF WOULD PREFER A MORE POWERFUL TWIN-ENGINE AIRCRAFT OF GREATER CAPACITY FOR CONTINUATION OF ITS MISSION.

G) MISSION CATHOLIQUE (CARITAS CHAD/BELACD)

BUDGET OF US DLRS 1,118,000 FOR DEVELOPMENT AND HEALTH SERVICES INCLUDING 3 HOSPITALS AND 40 DISPENSARIES. ALSO HAS PROGRAMME FOR HANDICAPPED AND TRAINING OF AGRICULTURAL WORKERS, ETC.

H) CARE

WITHIN THE FRAMEWORK OF THE EMERGENCY, CARE CONTINUES TO WORK ON 7 PROJECTS IN 'FOOD FOR WORK' PROGRAMME AT A TOTAL COST OF 2 MILLION DOLLARS.

III. DONORS WHO ARE INTERESTED IN HELPING ANY OF THESE AGENCIES ARE INVITED TO CONTACT THEM EITHER DIRECTLY OR THROUGH UNDRO.

1. AS MENTIONED IN OUR SITREP NO. 17 DATED 3 NOVEMBER 1982, AND AFTER THE GENERAL ASSEMBLY RESOLUTION NO. 36/210 OF 17 DECEMBER 1981, THE INTERNATIONAL CONFERENCE ON ASSISTANCE TO CHAD, ORGANIZED BY THE SECRETARY-GENERAL WAS HELD IN GENEVA FROM 29 TO 30 NOVEMBER 1982. MORE THAN 220 REPRESENTATIVES OF 35 COUNTRIES, AS WELL AS 22 UNITED NATIONS AGENCIES, 27 INTER-GOVERNMENTAL AND NON-GOVERNMENTAL ORGANIZATIONS AND 5 FINANCIAL INSTITUTIONS PARTICIPATED IN THIS CONFERENCE.

2. A BASIC DOCUMENT AND AN ADDITIONAL REPORT COVERING ALL THE SHORT- AND MEDIUM-TERM NEEDS OF CHAD (RECONSTRUCTION, REHABILITATION AND DEVELOPMENT) PREPARED BY THE GOVERNMENT OF CHAD WITH UNDP'S SUPPORT HAVE BEEN DISTRIBUTED. FURTHERMORE, UNDRO HAS PRESENTED A REPORT ON HUMANITARIAN ASSISTANCE GIVEN TO CHAD TO DATE AS WELL AS A REPORT REGARDING THE FOLLOW-UP TO ITS EMERGENCY PROGRAMME.

3. MR. JEAN RIPERT, DIRECTOR-GENERAL FOR DEVELOPMENT AND INTERNATIONAL ECONOMIC CO-OPERATION, REPRESENTING THE SECRETARY-GENERAL OPENED THE CONFERENCE. MR. ABDULRAHIM FARAH, UNDER-SECRETARY-GENERAL FOR SPECIAL POLITICAL QUESTIONS, WAS ELECTED CHAIRMAN OF THE CONFERENCE.

4. THE MINISTER OF FOREIGN AFFAIRS AND THE MINISTER OF PLANNING AND RECONSTRUCTION OF CHAD PRESENTED TO THE CONFERENCE A DETAILED ANALYSIS OF SHORT- AND MEDIUM-TERM NEEDS, ESTIMATED AT APPROXIMATELY 370 MILLION DOLLARS, INCLUDING 80 MILLION DOLLARS TOWARDS PUBLIC FINANCING.

5. SUMMARIZING THE GENERAL FEELING, MR. FARAH UNDERLINED THE ENCOURAGING AND GENEROUS RESPONSE OF THE INTERNATIONAL COMMUNITY TO THE PRIORITY NEEDS SUCH AS FOOD, HEALTH, TRANSPORT AND EDUCATION. HE HAS ALSO MENTIONED THE NECESSITY FOR UNDRO TO MAINTAIN EMERGENCY PROGRAMME FOR WHICH NEW CONTRIBUTIONS ARE NEEDED.

6. A LIST OF CONTRIBUTIONS AND PLEDGES HAS BEEN SET UP. THE UNITED NATIONS ORGANIZATION ESTIMATES THAT MORE THAN HALF OF THE PRIORITY PROGRAMME HAS BEEN COVERED.

1. INTRODUCTION

IN VIEW OF THE APPEAL MADE AT THE RECENT GENEVA CONFERENCE ON CHAD FOR EMERGENCY ASSISTANCE IN FOOD AND LOGISTICS, UNDRO WISHES TO KEEP THE INTERNATIONAL COMMUNITY INFORMED ON DEVELOPMENTS IN THESE TWO SECTORS AND TO UNDERSCORE THE REQUIREMENTS WHICH ARE BECOMING INCREASINGLY URGENT.

2. FOOD

THE DEFICITS ANTICIPATED BY THE FAO/OSRO MISSION (NOV 82) ARE BEING PROGRESSIVELY CONFIRMED. OFFICIAL REPORTS OF THE MINISTERE DE LA LUTTE CONTRE LES CALAMITIES NATURELLES INDICATE ALARMING SITUATIONS ESPECIALLY IN THE EASTERN CENTRAL REGION: CATTLE ARE DYING, AND POPULATIONS SEEKING RELIEF FROM FAMINE AND DROUGHT-STRICKEN AREAS ARE MIGRATING TOWARDS ADMINISTRATIVE CENTRES. EVALUATION MISSIONS BY INTERNATIONAL ORGANIZATIONS AND THE FINDINGS OF MEDICAL TEAMS IN THE INTERIOR CORROBORATE THESE REPORTS.

3. LOGISTICS

THE ROAD SYSTEM THOUGH IN VERY POOR CONDITION IS OPEN IN ITS ENTIRETY. THE UN/NGO LOGISTICS CAPACITY NOW CONSISTS OF 21 TRUCKS AND ONE TRAILER (TOTAL APPROX 224 T). THE COST OF TRANSPORT BY THIS MEANS AVERAGES APPROX US DLRS 77 PER TON (INCLUDING HANDLING) WHICH IS ABOUT 50 PERCENT THE COST IF BY COMMERCIAL MEANS. STORAGE CAPACITY IN N'DJAMENA IS CLOSE TO 7,000 TONS. CERTAIN PRIVATE WAREHOUSES WILL SHORTLY BE RETURNED TO THEIR OWNERS BUT GOVERNMENT WAREHOUSES OF 8,000 TONS CAPACITY COULD BE RAPIDLY REPAIRED IF FUNDS WERE AVAILABLE. THREE FERRIES ARE NOW OPERATIONAL. TECHNICAL AND ADMINISTRATIVE MEASURES ARE UNDER STUDY TO FAVOUR TRANSIT OF FOOD ASSISTANCE ACROSS THE CHARI.

4. GOVERNMENT RESPONSE

THE GOVERNMENT HAS RECENTLY ESTABLISHED A NATIONAL COMMITTEE FOR FOOD DISTRIBUTION. IT INCLUDES REPRESENTATIVES FROM INTERESTED MINISTRIES AND ORGANIZATIONS AND SUPPORTS THE MINISTERE DE LA LUTTE CONTRE LES CALAMITES NATURELLES. SIMILAR COMMITTEES ARE TO BE SET UP AT PREFECTORAL AND CANTONAL LEVELS. THREE DISTRIBUTION ZONES ARE PLANNED WITH CENTRES AT N'DJAMENA, ABECHE AND MONGO. THE CENTRES WOULD BE CO-MANAGED WITH WFP. THE MINISTERE DE LA LUTTE CONTRE LES CALAMITES NATURELLES IS NOW DISTRIBUTING FOOD CONTRIBUTED BILATERALLY AND THROUGH WFP. THE MINISTRY INTENDS HOLDING PERIODICAL MEETINGS WITH INTERNATIONAL ORGANIZATIONS AND BILATERAL REPRESENTATIVES TO ENSURE CO-ORDINATION OF FOOD AND LOGISTICAL ASSISTANCE.

5. RESPONSE OF INTERNATIONAL ORGANIZATIONS

THE UNDP LOGISTICAL SUPPORT UNIT WILL BE OPERATIONAL IN JANUARY IN THE CONTEXT OF A PROJECT SUPPORTING THE MINISTERE DES CALAMITES NATURELLES IN THE MANAGEMENT OF EMERGENCY ASSISTANCE. AN UNDRO MISSION IN N'DJAMENA IS SUPPORTING THE OFFICE OF THE UN RESIDENT CO-ORDINATOR IN THE AREA OF INTERNATIONAL RELIEF ASSISTANCE. UNICEF IS INTENSIFYING ITS NUTRITIONAL PROGRAMME. WFP CONTINUES ITS FOOD AND LOGISTICAL ASSISTANCE IN THE FRAMEWORK OF A NATIONAL PLAN FOR FOOD DISTRIBUTION. AICF IS INCREASING ITS LOGISTICAL CAPACITY TO SUPPORT THIS PLAN. AFTER SURVEYS THE LEAGUE OF RED CROSS SOCIETIES FORSEES AN EXTENSION OF ITS NUTRITIONAL ACTIVITIES IN CASE OF NEED. MSF CONTINUES ITS MEDICAL-NUTRITIONAL SURVEYS FROM ITS CENTRES IN SEVEN PREFECTURES IN THE SAHELIAN/BET ZONE.

6. CONTRIBUTIONS, PLEDGES AND REQUIREMENTS

A. FOOD

THE TOTAL AMOUNT OF FOOD NOW IN DISTRIBUTION, IN STORAGE AT N'DJAMENA OR EXPECTED BY THE BEGINNING OF 83 IS 11,775 T.

ACCORDING TO INFORMATION RECEIVED BY UNDRO, FOOD PLEDGES TO DATE FOR 83 ARE:

WFP QTY UNKNOWN, UNICEF 3,000 T, EEC QTY UNKNOWN, SAUDI ARABIA 4,075 T, BELGIUM 1,000 T, USA 10,000 T, FRANCE 5,000 T, FEDERAL REPUBLIC OF GERMANY 3,000 T.

DONORS ARE REMINDED THAT THE REQUIREMENTS FOR FEBRUARY-MAY HAVE BEEN IDENTIFIED AS 50,000 T AND FOR THE ENTIRE YEAR 192,000 T. FURTHERMORE ROAD TRANSPORT FROM N'DJAMENA TO THE INTERIOR IS NOT POSSIBLE IN THE RAINY SEASON (JUNE-SEPT).

FOR THE 11,775 T TO BE RECEIVED AND DISTRIBUTED BY EARLY 83 THE AMOUNT AVAILABLE FOR TRANSPORT COSTS IS : US DLRS 707,105.

AMOUNT NEEDED IF BY COMMERCIAL TRANSPORT: US DLRS 1,100,200.

AMOUNT NEEDED IF BY UN/NGO TRANSPORT : US DLRS 199,525.

FOR THE 26,075 TONS PLEDGED TO DATE FOR 83:

AMOUNT NEEDED IF BY COMMERCIAL TRANSPORT: US DLRS 4,015,550.

AMOUNT NEEDED IF BY UN/NGO TRANSPORT : US DLRS 2,007,775.

NO FINANCIAL ASSISTANCE FOR TRANSPORT FOR 83 HAS BEEN ANNOUNCED. IT IS SUGGESTED THAT DONORS CONSIDER CONTRIBUTING FINANCIALLY TO PURCHASE TRUCKS (WHICH COULD BE OPERATED IN ONE OF THE EXISTING LOGISTICAL UNITS) AND ALSO PROVIDING OPERATING FUNDS WHICH COR- RESPOND TO THE QUANTITY OF FOOD ASSISTANCE FURNISHED.

D. LOGISTICS - STORAGE

REQUIREMENT: REPAIR OF SIX WAREHOUSES IN N'DJAMENA FOR A CAPACITY APPROX 8,000 T. COST: US DLRS 211,000.

7. DONORS ARE URGED TO RESPOND RAPIDLY WITH ASSISTANCE IN FOOD AND LOGISTICS. UNDRO IS AVAILABLE FOR FURTHER DETAILS, AND ASKS TO BE KEPT INFORMED OF PLEDGES AND CONTRIBUTIONS.

SPECIAL APPEAL - INTERNAL TRANSPORT

1. INTRODUCTION

RECENT UNDRO SITUATION REPORTS HAVE STRESSED THE IMPORTANCE OF QUICKLY BUILDING UP THE CAPACITY TO TRANSPORT EMERGENCY FOOD FROM N'DJAMENA TO STRICKEN AREAS IN THE INTERIOR. ONCE MORE ALARMING REPORTS ON FOOD SHORTAGE IN THESE AREAS, ESPECIALLY IN THE EAST AND NORTH-EAST, ARE BEING RECEIVED WHICH MOTIVATE THIS SPECIAL APPEAL.

2. UN/NGO TRANSPORT CAPACITY

AS HAS BEEN DESCRIBED IN SITREP NO. 19 OF 23 DECEMBER 1982, UN AND NGO TRANSPORT FACILITIES (UNDP/OPE/UNDRO, UNICEF, UNHCR, AICF BELACD, CARE) WHICH NOW COMPRISE 21 TRUCKS AND 1 TRAILER (WITH TOTAL CAPACITY OF 224 TONS) ARE THE MOST RELIABLE AND ECONOMICAL MEANS TO EFFECT THIS TRANSPORT.

3. INSUFFICIENT TRUCKS

THE NUMBER OF TRUCKS NOW AVAILABLE IS NOT SUFFICIENT TO CARRY HE QUANTITIES OF FOOD PLEDGED IN VIEW THAT IT SHOULD BE DISTRIBUTED BEFORE JUNE WHEN THE RAINY SEASON STARTS AND TRANSPORT OUT OF N'DJAMENA IS NO LONGER POSSIBLE.

4. DIFFICULTIES IN PROCUREMENT

RAPID PROCUREMENT OF THE NECESSARY TRUCKS IS COMPLICATED BY
TWO FACTORS:

(I) SEVERAL MONTHS REQUIRED FOR IDENTIFICATION AND DELIVERY OF SUITABLE VEHICLES AND
(II) SHORTAGE OF FUNDS FOR THEIR PURCHASE.

5. TRUCKS IMMEDIATELY AVAILABLE FOR PURCHASE

IN REVIEWING THE AVAILABILITY OF TRUCKS ON THE MARKET UNDRO HAS LEARNT FROM 'RENAULT VEHICLES INDUSTRIELS' (RVI)/PARIS OF A RECENTLY CANCELLED ORDER FOR FORTY-ONE TRUCKS ESPECIALLY EQUIPPED FOR THE SAHELIAN REGION. THE TRUCKS ARE AVAILABLE WITHIN TWO WEEKS OF ORDER AND COULD BE OPERATIONAL IN CHAD BY MID-MARCH. RVI HAS AGREED TO BLOCK THE TRUCKS UNTIL 31 JANUARY 1983 UNDER SPECIAL TERMS AS FOLLOWS:

- 25 BERLIET GBH 280 6 X 6 (6 WHEEL DRIVE) FULLY EQUIPPED - DELIVERY CHAD BORDER: FF 500,000 EACH (US DLRS 75,000).

- 16 BERLIET GLM 280 4 X 2 (2 WHEEL DRIVE) FULLY EQUIPPED - DELIVERY CHAD BORDER: FF 356,000 EACH (US DLRS) 54,000).

- SPARE PARTS WOULD BE PURCHASED AT FIVE PERCENT OF UNIT PRICE.

- SHOULD ALL TRUCKS BE PURCHASED, RVI WILL PROVIDE A MECHANIC FOR SIX MONTHS AND PAY FOR HALF THE COST OF THE SPARE PARTS.

6. DISPOSITION OF TRUCKS

TRUCKS PURCHASED AS A RESULT OF THIS APPEAL WILL BE PART OF THE LOGISTICAL SUPPORT UNIT OF THE UNDP/OPE/UNDRO PROJECT. THIS PROJECT WILL BE OPERATIONAL AS OF THIS MONTH WITH THE ARRIVAL IN N'DJAMENA OF A UN CHIEF TECHNICAL ADVISOR. TRUCKS IN THE PROJECT
WILL BEAR UN LICENCE PLATES AND BE MARKED DISTINCTIVELY AS TRANSPORT VEHICLES FOR HUMANITARIAN EMERGENCIES.

7. PURCHASES/PLEDGES TO DATE

OF THE ORIGINALLY AVAILABLE FORTY-ONE TRUCKS, SEVEN HAVE TO DATE BEEN BOUGHT BY UNDP/OPE/UNDRO WITH U.N. FUNDS AND FUNDS CONTRIBUTED TO UNDRO BY THE USA.

8. PLEDGES UNTIL 31 JANUARY 1983

1. AS MENTIONED IN UNDRO SITREP NO. 20 OF 14 JANUARY 1983, THE FOOD SITUATION IN CHAD HAS DETERIORATED DRASTICALLY. DURING RECENT MEETING HELD IN N'DJAMENA THE 'MINISTERE DE LA LUTTE CONTRE LES CALAMITES NATRUELLES' DECLARED BILTIN AND ENNEDI AS DISASTER AREAS.

2. LEAGUE OF RED CROSS SOCIETIES UNDERTAKING RECONNAISSANCE MISSION TO SET UP FOOD CENTRE IN GUEREDA. MISSION COMPRISING MEDECINS SANS FRONTIERES, LRCS AND ICRC WENT TO BERDOBA TO SET UP RADIO LINK WITH ABECHE. 12 TONS OF FOODSTUFFS FROM WFP ARE EN
ROUTE TO THESE AREAS, AS WELL AS 1,000 TONS OF MILLET, MAIZE AND MILK WHICH ARE NOW BEING DISTRIBUTED.

3. REGARDING DIFFICULTIES IN REACHING SOME VILLAGES, SPECIFICALLY EAST OF FADA, AND CONSIDERING HIGH COST OF COMMERCIAL TRANSPORT, IT HAS BEEN RECOMMENDED TO SET UP LOGISTICS BASE WITH STORAGE CENTRE IN ABECHE. THIS WAS THE BASIS OF THE UNDRO INTERNATIONAL APPEAL OF 14 JANUARY 1983 (UNDRO SITREP NO. 20), AS THE TRUCKS CAN BE BASED IN ABECHE.

4. DONORS' REACTION TO OUR APPEAL OF 14 JANUARY IS URGENT DUE TO THE APPROACH OF THE RAINY SEASON MAY/JUNE.

WITH THIS SITUATION REPORT, UNDRO WOULD LIKE TO INFORM THE INTERNATIONAL COMMUNITY HOW THE EMERGENCY SITUATION STANDS, ESPECIALLY REGARDING FOOD AND LOGISTICS.

1. FOOD SITUATION

A) APPEAL

AT THE INTERNATIONAL CONFERENCE ON ASSISTANCE FOR CHAD, WHICH TOOK PLACE IN GENEVA ON 29 AND 30 NOVEMBER 1982, AN APPEAL WAS AGAIN LAUNCHED FOR 192,000 TONS OF FOOD SUPPLIES FOR THE FIRST SEMESTER 1983, WITH URGENT DELIVERY OF 50,000 TONS BEFORE FEBRUARY 1983, IN ORDER TO ALLOW THE DISTRIBUTION OF FOOD BEFORE THE RAINY SEASON MAY/JUNE. THE APPEAL ALSO MENTIONED 3,590 TONS OF SEEDS.

THE FOOD SITUATION IS, UNFORTUNATELY, PROGRESSIVELY WORSENING. OUTBREAKS OF EPIDEMICS SUCH AS MENINGITIS AND MEASLES REPORTED.

C) UNDP SUGGESTED TO THE GOVERNMENT THAT A NATIONAL COMMITTEE BE SET UP FOR FOOD DISTRIBUTION MANAGED BY THE 'MINISTERE DE LA LUTTE CONTRE LES CALAMITES NATURELLES' (MLCCN) COMPRISING REPRESENTATIVES OF 5 MINISTRIES AS WELL AS U.N., INTERGOVERN- MENTAL, BILATERAL AND NON-GOVERNMENTAL ORGANIZATIONS TO FOLLOW THE EMERGENCY FOOD SITUATION. THIS WILL BE MADE OFFICIAL BY A MINISTERIAL DECREE WITHIN THE NEXT FEW DAYS.

D) THE CREATION OF 4 DISTRIBUTION AREAS IS PLANNED: N'DJAMENA, ABECHE, MONGO AND KELO. WAREHOUSES ARE JOINTLY MANAGED WITH WFP. AFTER A MISSION WITH GOVERNMENT AND AGENCIES ON 10 JANUARY 83 INTO THE AFFECTED AREAS OF BILTINE AND ENNEDI, (RATE OF MALNUTRITION OVER 47 PERCENT) A BASE HAS BEEN SET UP IN BERDOBA BY AN IRCS/MSF MISSION EQUIPPED WITH A RADIO AND THE LRCS IS SETTING UP A CENTRE IN GUEREDA. BILTINE IS AFFECTED BY LACK OF WATER AND RINDERPEST. AN OFFICE OF MLCCN/WFP IS BEING SET UP IN ABECHE TO CO-ORDINATE FOOD HELP.

E) IN ORDER TO SUPPLEMENT THE WAREHOUSE CAPACITY IN N'DJAMENA (PRESENT CAPACITY: 9,000 TONS, PREFERABLY: 15,000 TONS) SOME WAREHOUSES SHOULD BE REPAIRED AND BUILT IN ATI, MONGO, ABECHE, BILTINE, MOUSSORO AND MERO (CAPACITY 22,000 TONS IF POSSIBLE). WFP IS SHIPPING THIS WEEK TO APAPA (NIGERIA) 2,000 TONS OF FOOD SUPPLIES WHICH WILL BE SENT DIRECTLY TO THE DISTRIBUTION CENTRES BY NIGERIAN TRUCKS. THIS NEW ITINERARY WOULD TEMPORARILY COMPENSATE FOR THE SHORTAGE OF TRUCKS.

2. LOGISTICS

A) CAPACITY OF TRANSPORT OF THE AGENCIES OPERATING IN CHAD (UNDRO, UNDP, UNHCR, UNICEF, AICF AND CARE) AMOUNTS TO 21 TRUCKS AND ONE TRAILER, TOTAL CAPACITY: 224 TONS. THIS IS NOT SUFFICIENT FOR THE TRANSPORT OF THE 50,000 TONS REQUIRED. A JOINT MISSION MLCCN/WFP/IRCS WENT TO OUADDAI, BILTINE, AND ENNEDI, TO STUDY THE NEEDS OF THE POPULATION AFTER THE DROUGHT, CIVIL STRIFE AND RINDERPEST. IT HAS BEEN DECIDED TO PROVIDE SOME TRUCKS FOR THIS AREA AND TO CREATE IN ABECHE A STORAGE CENTRE AND LOGISTICS BASE. THIS PROJECT IS NOW UNDER STUDY IN CHAD BY THE 'CORPS SUISSE DE SECOURS EN CAS DE CATASTROPHE'.

D) UNDRO CASH DONATIONS (THANKS TO CANADA, UNITED STATES OF AMERICA, EEC AND WORLD VISION INTERNATIONAL) ARE GREATLY HELPING FOR THE TRANSPORT AND STORAGE OF FOOD SUPPLIES. THE CHADIAN GOVERNMENT IS STUDYING, WITH THE 'COMPAGNIE DES TRANSPORTS TCHADIENS' (CTT) SPECIAL FARES FOR EMERGENCY FOOD TRANSPORT.

E) TWO OUT OF THE THREE FERRIES ARE STILL OUT OF ORDER. A TEAM FROM THE FED. REP. OF GERMANY IS REPAIRING THE 30-TON FERRY. THE 50-TON FERRY WILL BE REPAIRED WITH UNDRO/FRG FUNDS. A FOURTH FERRY FINANCED BY UNDP WILL BE AVAILABLE IN APRIL. IT IS PLANNED TO USE ONE FERRY FOR EMERGENCY ASSISTANCE.

3. RECOMMENDATIONS

DUE TO THE DRAMATIC SITUATION, UNDRO RECOMMENDS THAT THE DONORS INCREASE THEIR CONTRIBUTIONS TO COVER THE FOOD NEEDS AND TRANSPORT COST, AND TO USE THE FASTER MEANS OF DELIVERY AND TO INFORM UNDRO OF ALL THEIR POSSIBILITIES.

4. CO-ORDINATION

IN ORDER TO IMPROVE THE LOCAL CO-ORDINATION, UNDRO, WITH THE COLLABORATION OF THE 'CORPS SUISSE DE SECOURS EN CAS DE CATASTROPHE' IS SETTING UP IN N'DJAMENA A CO-ORDINATION AND INFORMATION CENTRE (CIC) WHICH WILL ALLOW THE MLCCN AND AGENCIES OPERATING IN CHAD TO ANTICIPATE AND TO FOLLOW THE PROGRESS OF AN EMERGENCY SITUATION, AS WELL AS TO MOBILIZE AND CO-ORDINATE THE RELIEF.

CHADIAN RETURNEES FROM NIGERIA

1. SITUATION

CENSUS ESTABLISHED BY MINISTRY OF INTERIOR RECORDS 37,000 PERSONS OF WHOM 24,000 ARE IN N'DJAMENA AND 13,000 IN LERE. NORTH KANEM HAS NOT YET BEEN COUNTED. IT IS FEARED THE NUMBER WILL REACH 100,000 PERSONS IN THE COMING WEEKS. RETURNEES ARE ENTERING CHAD THROUGH SEVERAL BORDER POINTS AND THE RESULT OF THE CENSUS TAKES TIME TO REACH N'DJAMENA.

ON 20 FEBRUARY, 10,000 PERSONS, PRESENTLY IN THE CAPITAL, WISHED TO RETURN TO THEIR AREA OF ORIGIN. THIS OPERATION WILL BE DIFFICULT IN VIEW OF THE BAD CONDITION OF ROADS, TRANSPORTATION COSTS AND THE EMERGENCY FOOD PROGRAMME.

2. PROGRAMME OF ACTION

AN AD HOC COMMITTEE ('MINISTERE DE LA LUTTE CONTRE LES CALAMITES NATURELLES', MINISTRY OF INTERIOR, TOWN HALL, UN, NGO'S) MEETS REGULARLY TO FOLLOW UP THE PROGRESS OF THE SITUATION AND HAS DECIDED TO PLAN RELIEF ACTION ON THE BASIS OF 40,000 PERSONS. THIS COMMITTEE WOULD LIKE TO AVOID TRANSIT OR ASSISTANCE CAMPS. TRANSPORT ORGANIZED BY 'ACTION INTERNATIONALE CONTRE LA FAIM' (AICF) AND THE TOWN HALL OF N'DJAMENA, STARTED ON 21 FEBRUARY WITH TRUCKS FROM UN AND NGO'S DRIVING 350 PERSONS TO SALAMAT.
