CHAD - EMERGENCY DUE TO CIVIL STRIFE AND DROUGHT
UNDRO SITREP NO. 1
26 NOVEMBER 1981

1. A UNITED NATIONS MISSION WHICH RECENTLY VISITED CHAD CONCLUDED THAT AN EMERGENCY SITUATION EXISTS AS A RESULT OF DROUGHT AND CIVIL STRIFE. URGENT HUMANITARIAN NEEDS WERE IDENTIFIED IN MARCH 1981 BY A MISSION UNDERTAKEN IN RESPONSE TO GENERAL ASSEMBLY RESOLUTION 35/92 AND PRESENTED IN A REPORT OF THE SECRETARY-GENERAL DATED 27 MAY 1981 (A/36/2261). FURTHER AN FAO/OSRO MISSION VISITED CHAD IN SEPTEMBER TO ASSESS IMMEDIATE NEEDS IN THE AGRICULTURAL AND LIVESTOCK SECTORS AND THEIR REPORT WILL BE AVAILABLE SHORTLY.

2. THE URGENT HUMANITARIAN NEEDS IDENTIFIED IN THE REPORT A/36/261 HAVE NOT YET BEEN MET. SINCE THAT TIME, MANY FOOD-GROWING SECTIONS HAVE BEEN SERIOUSLY AFFECTED BY DROUGHT. AS A RESULT LOCAL STOCKS OF FOOD SEEDS AND MEDICAL SUPPLIES ARE EXHAUSTED.

3. THE ESTIMATED POPULATION OF THE DROUGHT AFFECTED AREA IS TWO MILLION OF WHICH SOME 350,000 ARE CONSIDERED MOST SERIOUSLY AFFECTED, WITHOUT FOOD, WATER, MEDICAL SERVICES OR BASIC EDUCATIONAL FACILITIES. FOOD SUPPLIES ARE REQUIRED AT LEAST UNTIL THE NEXT HARVEST, I.E. FOR EIGHT MONTHS.

4. ESSENTIAL TO THE DELIVERY OF RELIEF SUPPLIES IS THE PROVISION OF TRANSPORT AND LOGISTIC ASSISTANCE, AS THE COUNTRY HAS NOT RECOVERED FROM THE PERIOD OF CIVIL STRIFE.

FURTHER EFFORTS WILL BE MADE TO IDENTIFY MORE PRECISELY THE AFFECTED GROUPS AND THE SPECIFIC REQUIREMENTS IN TRANSPORT AND COMMUNICATIONS. FAO IS PRESENTLY ASSESSING VETERINARY AND PLANT PROTECTION NEEDS.

5. AS A FIRST STAGE, THE FOLLOWING IMMEDIATE REQUIREMENTS HAVE BEEN IDENTIFIED -

(A) FOOD. THREE THOUSAND TONS OF CEREALS PER MONTH FROM NOW UNTIL MARCH AND 6,000 TONS PER MONTH UNTIL AUGUST, TOTALLING 40,000 TONS. SORGHUM AND MILLET ARE PREFERRED, ALSO WHEAT.

(B) SEEDS. FIVE HUNDRED TONS, OF WHICH THE BULK SHOULD BE MILLET AND THE BALANCE SORGHUM.

(C) HEALTH NEEDS, INCLUDING ANTIBIOTICS, ANTI-MALARIALS, ANTI-MYCOTICS, SURGICAL DRESSINGS, SOAP AND TB CONTROL DRUGS. IN ADDITION, FREEZERS ARE NECESSARY TO MAINTAIN THE COLD CHAIN. PRECISE QUANTITIES AND SPECIFICATIONS WILL FOLLOW. UNICEF IS SUPPLYING MEDICINES AND DRUGS THROUGHOUT THE COUNTRY, BENEFITING ABOUT 200,000 PEOPLE.

(D) TRANSPORT. THERE IS PRACTICALLY NO TRANSPORT CAPACITY FUNCTIONING INSIDE THE COUNTRY AND TRANSPORT AND LOGISTICS WILL BE ONE OF THE MOST URGENT REQUIREMENTS. FOR THE FIRST STAGE, 45 TEN-TON TRUCKS ARE NEEDED WITH APPROPRIATE SPARE PARTS. ALSO FUNDS ARE REQUIRED TO MEET OPERATING COSTS, INCLUDING DRIVERS AND FUEL. AS THE TRANSPORT CAPACITY IMPROVES, IT WILL BE USED FOR MORE FOOD AND SEEDS AND FOR FERTILIZERS AND OTHER AGRICULTURAL INPUTS.

(E) COMMUNICATIONS. INTERNAL COMMUNICATIONS IN THE COUNTRY HAVE BEEN COMPLETELY DESTROYED. SPECIFIC NEEDS FOR RADIO COMMUNICATIONS WILL BE INCLUDED IN A LATER REPORT.

6. THE SECRETARY-GENERAL ISSUED A GENERAL APPEAL FOR ASSISTANCE TO CHAD ON 23 NOVEMBER AND REQUESTED UNDRO TO MOBILIZE ASSISTANCE AND TO CO-ORDINATE EMERGENCY RELIEF. THE GOVERNMENT OF CHAD IS IN THE PROCESS OF CREATING CO-ORDINATING MACHINERY TO DEAL WITH EMERGENCY SUPPLIES. UNDRO WILL INFORM ALL CONCERNED AS SOON AS THIS MACHINERY IS ESTABLISHED. THE RESIDENT COORDINATOR IN N'DJAMENA WILL ASSUME, ON BEHALF OF THE UNITED NATIONS SYSTEM, LOCAL RESPONSIBILITY FOR COORDINATING THE EMERGENCY RELIEF AND FOR COOPERATION WITH THE GOVERNMENT AUTHORITIES.

7. UNDRO APPEALS TO ALL DONORS TO CONTRIBUTE AND TO KEEP UNDRO INFORMED OF THEIR RESPONSE. IN VIEW OF THE SEVERITY OF THE SITUATION, UNDRO IS MAKING ITS MAXIMUM CONTRIBUTION TO THIS EMERGENCY.

1. FURTHER TO UNDRO'S SITREP NO. 1 AND APPEAL OF 26 NOVEMBER 1981 ON THE EMERGENCY SITUATION IN CHAD, IT WAS THOUGHT DESIRABLE TO CLARIFY FOR THE DONORS THE PROGRAMMES WHICH THE VARIOUS UNITED NATIONS AGENCIES ARE PRESENTLY CARRYING OUT IN CHAD, INDEPENDENTLY FROM THE SECRETARY GENERAL'S APPEALS OF 23 AND 26 NOVEMBER. THEIR ROLES, AS DESCRIBED BY THE AGENCIES CONCERNED, ARE SUMMARIZED AS AS FOLLOWS:

2. UNICEF:

IN JANUARY AND MAY 1981, UNICEF'S EXECUTIVE BOARD APPROVED, IN ADDITION TO THE REGULAR PROGRAMME, SUPPLEMENTAL FUNDS SPECIFICALLY RELATED TO THE SPECIAL SITUATION IN CHAD. THE UNICEF CO-OPERATION INCLUDES DISTRIBUTION OF HIGH PROTEIN FOODS TO HOSPITAL AND SOCIAL WELFARE CENTRES, SUPPLY OF ESSENTIAL MEDICINES AND DRUGS, PROVISION OF ORAL REHYDRATION SALTS, VACCINES AGAINST CHILDHOOD DISEASES, PAYMENT OF SALARIES TO SELECTED HEALTH AND SOCIAL WELFARE WORKERS, FUNDING OF REFRESHER AND TRAINING COURSES FOR PRIMARY SCHOOL TEACHERS, HEALTH PERSONNEL AND WOMEN AGRICULTURAL WORKERS, REPAIR OF WATER SOURCES AROUND N'DJAMENA, AND REPAIR OF PRIMARY SCHOOLS, HEALTH CENTRES AND SOCIAL WELFARE CENTRES. FOR THE IMMEDIATE FUTURE, UNICEF'S PROGRAMME OF CO-OPERATION WILL CONTINUE TO FOCUS ON THESE AREAS WITH A VIEW TO REHABILITATION OF SERVICES BENEFITTING CHILDREN LEADING TO LONGER TERM DEVELOPMENT PROGRAMMES. IN ADDITION TO THE ABOVE UNICEF HAS BEEN INVOLVED IN A PROJECT FOR WHICH SPECIAL CONTRIBUTIONS FROM NORWAY HAVE BEEN RECEIVED FOR CONSTRUCTION AND EQUIPPING HEALTH SERVICES IN KANEM. ADDITIONAL SPECIAL CONTRIBUTIONS ARE BEING SOUGHT FOR A RURAL WATER PROGRAMME AND A PRIMARY SCHOOL EDUCATION PROGRAMME FOR A TOTAL OF DLRS 1.5 MILLION.

3. UNHCR:

PREPARATIONS BY UNHCR FOR THE RETURN OF CHADIAN REFUGEES FROM NEIGHBOURING COUNTRIES BEGAN ON 1 APRIL 1981. THE OFFICIAL REPATRIATION STARTED ON 1 OCTOBER 1981 AND SINCE THIS DATE MORE THAN 135,000 REFUGEES HAVE RETURNED TO N'DJAMENA. AS OF 1 DECEMBER NEARLY DLRS 5 MILLION HAD BEEN PROVIDED IN ASSISTANCE IN THE FORM OF TRANSPORT, FOOD AND RELIEF ITEMS. THE CURRENT PROGRAMME IS AIMED AT ASSISTANCE TO AN AVERAGE OF 150,000 PERSONS OVER A 6 MONTH PERIOD, 1 OCTOBER 1981, TO 31 MARCH 1982, BASED ON THE FOLLOWING ESTIMATES OF GROUPS TOTALLING SOME 200,000: RETURNEES FROM KOUSSERI, MAROUA AND GAROUA 60,000 - SPONTANEOUS RETURNEES 84,000 - RETURNEES FROM NIGERIA, SUDAN, EGYPT, SAUDI ARABIA AND THE CENTRAL AFRICAN REPUBLIC 10,000 - GROUP OF DISPLACED PERSONS IN N'DJAMENA INCLUDED ON THE SPECIAL REQUEST OF THE SECRETARY-GENERAL AND THE GOVERNMENT OF CHAD 50,000. UNDRO UNDERSTANDS THAT UNHCR WILL ISSUE AN APPEAL SHORTLY IN ORDER TO COVER THE US DOLLARS 24.3 MILLION NEEDED TO ASSIST THE RETURNEES AND THE SPECIAL GROUP OF DISPLACED PERSONS IN N'DJAMENA. THE UNHCR PROGRAMME IS TO BE PHASED OUT AS OF 31 MARCH 1982.

4. WHO:

THE WORLD HEALTH ORGANIZATION HAS A RESIDENT PROGRAMME CO-ORDINATOR AND THREE OTHER MEDICAL STAFF IN CHAD CLOSELY COLLABORATING WITH THE MINISTRY OF HEALTH FOR ALL HEALTH PROGRAMMES OF THE COUNTRY. ADDITIONALLY IN RESPONSE TO THE EMERGENCY NEEDS WHO HAS PROVIDED DURING THE PAST SIX MONTHS THE FOLLOWING HEALTH SUPPLIES:

1. AS PROMISED IN SITREP NO. 2 - UNDRO CONTINUES TO OUTLINE FOR DONORS THE PROGRAMMES THAT VARIOUS U.N. AGENCIES ARE PRESENTLY CARRYING OUT IN CHAD.

2. FAO:

RECOMMENDATIONS OF FAO AGRICULTURAL REHABILITATION MISSION WHICH VISITED CHAD IN SEPTEMBER 1981 AS FOLLOWS:

A) SUPPLY MINIMUM OF 30,000 TONS OF EMERGENCY FOOD AID FOR DISTRIBUTION MAINLY SAHEL ZONE, REACTIVATE NATIONAL FOOD SECURITY STOCK PROJECT, DISPATCH TRUCKS, VEHICLES, MATERIALS AND OFFICE SUPPLIES, PROVIDE 1,900 TONS SUITABLE SEED VARIETIES AND OTHER FARM INPUTS.

B) DISPATCH OF A LIVESTOCK SPECIALIST TO ASSESS SITUATION AND PROPOSE MEASURES TO PROTECT LIVESTOCK AND ORGANIZE VACCINATION CAMPAIGN.
C) TWO PROJECTS, CONCERNING PROVISION OF SEEDS, VEHICLES AND EQUIPMENT, WHICH WERE TEMPORARILY SUSPENDED ARE CONSIDERED FOR REACTIVATION.

3. WFP:

A) PROVIDING EMERGENCY FOOD AID CONSISTING OF 7800 TONS CEREALS, 780 TONS MILK AND 390 TONS OIL AT TOTAL COST US DLRS 5,775,300 INCLUDING FREIGHT. TOTAL CONSIGNMENT WILL REACH N'DJAMENA END OF DECEMBER 1981.

B) CHADIAN MINISTER OF PLANNING INDICATED NEW REQUEST WILL BE SUBMITTED TO WFP FOR ADDITIONAL FOOD AID.

C) WFP WORKING ON DETAIL LOGISTICS FOR FOOD DISTRIBUTION.

IN ADDITION TO EMERGENCY PROGRAMME, WFP PROGRESSIVELY RESUMING IMPLEMENTATION DEVELOPMENT PROJECTS FOR FEEDING VULNERABLE GROUPS IN PRIMARY SCHOOLS AND SOCIAL CENTRES FOR MOTHER AND CHILD PROTECTION. ADDITIONALLY WFP PLANS TO PREPARE WITHIN NEXT THREE MONTHS RURAL DEVELOPMENT REHABILITATION PROJECT - VALUE APPROX. 1.5 MILLION DOLLARS.

4. ALL U.N. AGENCY PROGRAMMES DESCRIBED IN SITREPS NO. 2 AND 3 ARE FULLY CO-ORDINATED.

1. TO COMPLETE THE INFORMATION PROVIDED IN SITREPS NOS. 2 AND 3, THE FOLLOWING DESCRIBES PROGRAMMES OF NON-GOVERNMENTAL ORGANIZATIONS IN CHAD:

A) LEAGUE OF RED CROSS SOCIETIES:

ON 30 DECEMBER 1981, 3 PROGRAMMES WERE PROPOSED FOR SUPPORT FROM MEMBER SOCIETIES: (1) REPAIR AND OPERATION BOLOLO DISPENSARY IN N'DJAMENA FOR 6 MONTHS WITH ASSISTANCE MEDICAL TEAM FROM ABROAD, (2) CONSTRUCTION OF 30 HUTS AT N'DJAMENA LEPER CENTRE FOR REFUGEES SUFFERING FROM LEPROSY RETURNING FROM KOUSSERI, (3) DISTRIBUTION IN TEN CENTRES SUPPLEMENTARY MEALS FOR 10,000 CHILDREN IN N'DJAMENA FOR 6 MONTHS. TOTAL BUDGET ESTIMATE FOR 6 MONTHS, IN SWISS FRANCS: 1,235,000. UNDER STUDY: PLAN TO RE-ESTABLISH BLOOD BANK AND GENERAL DEVELOPMENT OF CHAD RED CROSS.

B) MEDECINS DU MONDE:

IN COLLABORATION WITH 'HOPITAL SANS FRONTIERES' IS RUNNING A HOSPITAL IN N'DJAMENA WITH A FOREIGN TEAM OF 15 PERSONS.

C) MEDECINS SANS FRONTIERES (BELGIAN SECTION):

TWO OPERATIONAL CENTRES IN CHAD TO SUPPORT THE FOLLOWING PROJECTS: (1) SINCE APRIL 1981, TEAM 11 PERSONS TO RESTORE MEDICAL INFRASTRUCTURE IN N'DJAMENA. (2) IN KANEM AND LAC PROVINCES (NORTH OF LAKE CHAD) TO RESTORE MEDICAL INFRA- STRUCTURE WITH A TEAM OF 11 PERSONS (FINANCED BY EEC). FROM JANUARY 1982, FOR 6 MONTHS, THERE WILL BE 4 WORKING CENTRES IN: BOC, MOUSSORO, MAO AND MASSAKORY.

D) CATHOLIC ORGANIZATIONS WORKING THROUGH THE DIOCESE OF N'DJAMENA FOR EMERGENCY PROGRAMMES.

2. MR. W.S. WALI (FORMER RESIDENT CO-ORDINATOR IN CAMEROON) HAS BEEN APPOINTED AS RESIDENT CO-ORDINATOR IN CHAD. MR. WALI HAS BEEN IN CONTACT WITH CHAD AUTHORITIES TO ASSESS THE CURRENT SITUATION.

3. GOVERNMENT OF CHAD HAS INFORMED UNDRO THAT RESPONSIBILITY FOR RECEIVING AND DISTRIBUTING EMERGENCY AID FOR CHAD HAS BEEN ASSIGNED TO THE NATIONAL TECHNICAL COMMITTEE FOR RECONSTRUCTION IN CO-OPERATION WITH THE RESIDENT CO-ORDINATOR, N'DJAMENA.

1. AN UNDRO REPRESENTATIVE VISITED CHAD FROM 25 JANUARY TO 10 FEBRUARY 1982 TO CONTACT ALL THE UNITED NATIONS AGENCIES AND NON-GOVERNMENTAL ORGANIZATIONS REPRESENTED IN THE COUNTRY, TO ASSESS THE NEEDS AND TO OUTLINE THE ROLE WHICH COULD BE PLAYED BY UNDRO FOLLOWING THE SECRETARY-GENERAL'S REQUEST TO UNDRO TO CO-ORDINATE ALL EMERGENCY ACTIVITIES IN CHAD.

2. THE ACTIVITIES OF THE UNITED NATIONS AGENCIES (UNDP, UNICEF, FAO, WFP, WHO, UNHCR) AND NON-GOVERNMENTAL ORGANIZATIONS (RED CROSS, CARE, MEDECINS SANS FRONTIERES, MEDECINS DU MONDE, SECOURS CATHOLIQUE) IN N'DJAMENA REMAIN THE SAME AS MENTIONED IN OUR SITUATION REPORTS NOS. 2, 3 AND 4.

3. N'DJAMENA WAS CONSIDERABLY DAMAGED DURING THE EVENTS OF 1980. ADMINISTRATIVE BUILDINGS WERE DESTROYED OR DAMAGED. HOWEVER, AT PRESENT, GOVERNMENTAL AGENCIES HAVE RESUMED THEIR WORK AND SOME RECONSTRUCTION HAS BEEN STARTED.

4. ON 21 JANUARY THE GOVERNMENT OF CHAD ESTABLISHED A NATIONAL RECONSTRUCTION COMMISSION CHAIRED BY THE VICE-PRESIDENT OF THE TRANSITIONAL GOVERNMENT OF NATIONAL UNITY (GUNT). THE COMMISSION'S MEMBERS ARE: THE MINISTER OF PLANNING, THE DIRECTOR- GENERAL OF: TRANSPORT, MINES AND MINERAL RESOURCES, ECONOMY AND FINANCE, RURAL DEVELOPMENT, PLANNING AND RECONSTRUCTION, THE SECRETARY GENERAL OF THE GOVERNMENT AND THE RESIDENT CO-ORDINATOR OF THE UNITED NATIONS. REPRESENTATIVES OF GOVERNMENTS OR MULTILATERAL AND BILATERAL AID ORGANIZATIONS COULD BE ASSOCIATED WITH THE WORK OF THE COMMISSION AS CONSULTANTS. THE COMMISSION HELD ITS FIRST MEETING ON 3 FEBRUARY 1982.

5. IT IS PLANNED THAT AN INTERNATIONAL CONFERENCE ON CHAD ORGANIZED BY THE UNITED NATIONS WILL TAKE PLACE ON 15 AND 16 APRIL 1982 IN NAIROBI, FOLLOWING A DECISION TAKEN BY OAU IN AUGUST 1981 AND RESOLUTION 35/92 OF THE GENERAL ASSEMBLY OF THE UNITED NATIONS WHICH REQUESTED THE SECRETARY-GENERAL TO SET UP AN ASSISTANCE PROGRAMME FOR CHAD.

6. A LIST OF ESSENTIAL MEDICINES HAS BEEN PRESENTED TO UNDRO. IT INCLUDES: WIDE-SPECTRUM ANTIBIOTICS, SPECIFIC ANTIBIOTICS AND SULFONAMIDES, ANTI-MALARIALS, ANTI-PARASITICS, ANTI-CONVULSIVES, ANALGESICS, ETC. ALL INTERESTED DONORS SHOULD CONTACT DR. S.GUNN WHO/GENEVA TEL: 91.21.11 EXTENSION 2778. TELEX NUMBER 27821 OMS.

7. THE GOVERNMENT OF CHAD REQUESTED UNDP ASSISTANCE TO REINFORCE ITS INSTITUTIONAL FRAMEWORK FOR THE MANAGEMENT AND DISTRIBUTION OF EMERGENCY FOOD AID SUPPLIES IN CHAD. UNDP WILL THEREFORE FINANCE A 990,230 DOLLAR PROJECT WHICH WILL BE EXECUTED BY THE UNDP OFFICE OF PROJECTS EXECUTION (OPE) NEW YORK. THIS OFFICE SENT A MISSION TO N'DJAMENA ON 15 FEBRUARY 1982 TO NEGOTIATE WITH THE GOVERNMENT OF CHAD THE TERMS UNDER WHICH THE PROJECT WILL BE EXPANDED TO INCLUDE THE MANAGEMENT AND DISTRIBUTION OF ALL EMERGENCY SUPPLIES SUCH AS SEEDS, FERTILIZERS, MEDICINES, SCHOOL FURNITURE AND SUPPLIES, ETC.

8. THE GOVERNMENT OF CHAD IS NOW STUDYING UNDRO'S PROGRAMME OF ACTION WHICH HAD BEEN AGREED UPON WITH THE RESIDENT CO-ORDINATOR WHO TOOK UP HIS FUNCTIONS IN N'DJAMENA ON 1 FEBRUARY 1982.

UNDRO REPRESENTATIVE HAD EXTENSIVE CONSULTATIONS IN N'DJAMENA WITH THE NATIONAL RECONSTRUCTION COMMISSION CHAIRED BY THE VICE-PRESIDENT OF THE TRANSITIONAL GOVERNMENT OF NATIONAL UNITY (GUNT) AND WITH THE LOCAL REPRESENTATIVES OF U.N. AGENCIES, TRADITIONAL DONOR COUNTRIES AND INTERNATIONAL NON-GOVERNMENTAL ORGANIZATIONS WHICH CONTINUE THEIR PROGRAMMES AS INDICATED IN UNDRO SITREP NO.6 OF 18 FEBRUARY, PARA 2.

UNDRO MISSION WAS GREATLY FACILITATED BY THE EXTENSIVE SUPPORT AND CO-ORDINATION ARRANGEMENTS MADE BY THE RESIDENT CO-ORDINATOR.

IT IS PLANNED THAT UNHCR'S OPERATION FOR RETURNEES WILL TERMINATE ON 31 MARCH 1982. FOR A PERIOD OF APPROXIMATELY TWO MONTHS AFTER THAT DATE SOME UNHCR STAFF WILL REMAIN IN THE COUNTRY TO MONITOR THE FINAL DISTRIBUTION OF GOODS WHICH WILL ARRIVE ONLY IN MARCH OR APRIL AND TO PREPARE THE FINAL PROGRAMME ACCOUNTING.

IN VIEW OF PRESENT CONDITIONS AND PENDING FURTHER CONSIDERATION OF MEDIUM- AND LONG-TERM REHABILITATION AND RECONSTRUCTION PROGRAMMES, A PRIORITY SHORT-TERM EMERGENCY PROGRAMME COVERING ESSENTIAL RELIEF TO CENTRAL AND NORTHEASTERN CHAD IS NEEDED.

UNDRO WILL CO-ORDINATE EMERGENCY RELIEF PROGRAMME IN CLOSE CO-OPERATION WITH THE U.N. RESIDENT CO-ORDINATOR, WITH APPROPRIATE AGENCIES OF THE U.N. SYSTEM AND DO THE UTMOST TO ENSURE IMPLEMENTATION BEFORE JUNE 1982, WHEN SEASONAL RAINS WILL RENDER ACCESS ROADS IMPASSABLE.

PROGRAMME COMPONENTS COMPRISE (I) FOOD, (II) SEEDS, (III) HEALTH, (IV) EDUCATION, (V) TRANSPORT, AT A TOTAL COST OF US DOLLARS 6,801,457.

GOVERNMENT HAS PLEDGED FULL SUPPORT AND PLANS A HIGH-LEVEL MISSION BEGINNING APRIL TO UNITED NATIONS IN NEW YORK AND GENEVA AND TO SEVERAL TRADITIONAL DONOR COUNTRIES TO MOBILIZE SUPPORT FOR EMERGENCY AND RECONSTRUCTION ASSISTANCE.

I. FOOD

BACKGROUND

A UNITED NATIONS ASSESSMENT MISSION RECOMMENDED IN NOVEMBER 1981 THE URGENT PROVISION OF 50,000 TONS OF FOOD AID TO MEET REQUIRE- MENTS UNTIL OCTOBER 1982. PLEDGES MADE BY DONORS SINCE JANUARY 1982 (FRANCE, EEC/WFP, USAID/HCR, USAID/WFP, USAID/CARE) HAVE NOW REACHED 35,530 TONS MEETING PRIORITY NEEDS UNTIL JUNE 1982. IN JANUARY 1982 WFP/N'DJAMENA HELD A BALANCE OF 2,350 TONS.

REQUIREMENTS

TO MEET THE BALANCE OF REQUIREMENTS TO THE RECOMMENDED 50,000 TONS, IT IS NECESSARY TO OBTAIN ADDITIONAL 12,120 TONS FOOD TO MEET NEEDS UNTIL OCTOBER 1982. 10,000 TONS OF PAKISTANI RICE HAVE BEEN LOCATED BY WFP/CHAD IN DOUALA AND COULD BE DELIVERED TO N'DJAMENA WITHIN 30 DAYS.

COSTS

ONE TON OF RICE CIF N'DJAMENA COSTS 452 DOLLARS. 10,000 TONS EQUAL US DOLLARS 4,520,000.

II. SEEDS

BACKGROUND

DROUGHT CONDITIONS IN CHAD RESULTED IN THE DESTRUCTION OF HARVEST AND THE DEPLETION OF GRAIN STOCKS TOWARDS THE END OF 1981.

REQUIREMENTS

IN MARCH 1982, AN FAO ASSESSMENT MISSION RECOMMENDED THE PROVISION OF SEED GRAINS TO THE PROVINCES OF LAC, KANEM, GUERA, BATHA, CHARI-BAGUERMI AND SALAMAT. THE TYPE AND QUANTITIES OF SEED REQUIRED ARE THE FOLLOWING:

  • 800 TONS MILLET - 450 TONS SORGHUM
  • 220 TONS SORGHUM (DECRU) - 360 TONS CORN
  • 810 TONS MAIZE - 580 TONS PEANUTS

OUT OF ABOVE QUANTITIES OF SEEDS, APPROXIMATELY 450 TONS MILLET, 150 TONS SORGHUM, 75 TONS MAIZE AND 200 TONS GROUNDNUT SEED, IN TOTAL 875 TONS, ARE ESTIMATED TO BE PROCURED AND DISTRIBUTED UNDER INTERNATIONAL ASSISTANCE TAKING INTO CONSIDERATION AVAILABILITY OF SEED AND FEASIBILITY OF DISTRIBUTION.

INTERNATIONAL SUPPORT FOR PROCUREMENT, TRANSPORT AND DISTRIBUTION ABOVE QUANTITIES IS REQUESTED AT EARLIEST POSSIBLE TIME IN VIEW SHORT PERIOD UNTIL NEXT GROWING SEASON (MAY/JUNE 1982) AND DIFFICULTIES AND DELAY WHICH MAY BE EXPECTED IN EXECUTION THIS ESSENTIAL OPERATION TO REDUCE FOOD AID REQUIREMENTS IN NEAR FUTURE.

III. MEDICINES AND MEDICAL SUPPLIES

BACKGROUND

THE SITUATION IN THE HEALTH SECTOR, PRECARIOUS EVEN IN NORMAL TIMES, HAS SERIOUSLY DETERIORATED. SHORTAGE OF MEDICAL STAFF AND SCARCITY OF MEDICINES AGGRAVATES THE HEALTH SITUATION. THERE HAS BEEN A SIGNIFICANT INCREASE IN CERTAIN ILLNESSES SUCH AS TUBERCULOSIS, MEASLES, MALARIA AND CEREBRO-SPINAL MENINGITIS. IT IS FEARED THAT THE MOVEMENT OF STRICKEN POPULATIONS TO THE CAPITAL AND FAMINE CONDITIONS IN THE NEIGHBOURING PROVINCES WILL RESULT IN FURTHER EPIDEMICS.

V. TRANSPORT

BACKGROUND

(A) ALL SHIPMENTS OF RELIEF SUPPLIES CONVERGE ON KOUSSERI, CAMEROON'S CROSSING POINT OF THE RIVER CHARY TO N'DJAMENA. THERE ARE NO MAJOR TRANSPORT BOTTLENECKS FROM CAMEROON OR NIGERIA TO KOUSSERI.

(B) THERE ARE ONLY TWO FERRIES TO N'DJAMENA THE SMALLER OF WHICH IS NO LONGER FUNCTIONING. ONE FERRY IS INSUFFICIENT TO CARRY RELIEF SUPPLIES.

(C) SOME 100 TRUCKS PREVIOUSLY OPERATED BY THE GOVERNMENT HAVE EITHER BEEN DESTROYED OR ARE OUT OF SERVICE.

(D) AS A PRIORITY MEASURE IT IS NECESSARY TO DISTRIBUTE A FIRST INSTALMENT OF ABOUT 15,000 TONS OF SUPPLIES TO THE AFFECTED PROVINCES BEFORE THE RAINY SEASON (END OF MAY 1982).

(E) UNDP IS SUPPORTING THE GOVERNMENT OF CHAD WITH A TECHNICAL ASSISTANCE PROJECT AIMED AT STRENGTHENING LOCAL ADMINISTRATIVE STRUCTURES TO ENSURE THE MANAGEMENT AND DISTRIBUTION OF EMERGENCY SUPPLIES AT A TOTAL ESTIMATED COST OF DOLLARS 990,000.

THIRTY SEVEN OUT OF THE SIXTY COUNTRIES INVITED, NINE ORGANIZATIONS OF THE U.N. SYSTEM AND FIFTEEN INTERGOVERNMENTAL AND NON-GOVERNMENTAL ORGANIZATIONS ATTENDED THIS MEETING. INVITATIONS TO THIS CLOSED MEETING WERE ISSUED AT THE REQUEST OF THE GOVERNMENT OF CHAD. THE MEETING ALSO SERVED AS AN IMPORTANT STEP IN PREPARATION FOR THE INTERNATIONAL CONFERENCE ON ASSISTANCE TO CHAD, SCHEDULED TO BE HELD IN NAIROBI ON 15 AND 16 APRIL 1982 AND POSTPONED UNTIL LATER IN THE SUMMER.

SINCE 15 JANUARY 1982, CHAD HAS RECEIVED 37,880 TONS OF FOOD AID OF WHICH 15,000 TONS HAVE TO BE DISTRIBUTED BEFORE JUNE 1982 (SEE PARA. E(II) BELOW). IN ORDER TO REACH THE OBJECTIVE OF 50,000 TONS - AS RECOMMENDED BY THE UNITED NATIONS INTER-AGENCY MISSION TO CHAD IN SEPTEMBER 1981 FOR THE WHOLE OF 1982 - IT IS NECESSARY TO OBTAIN AT LEAST 10,000 TONS.

4. ONCE AGAIN UNDRO STRESSES THAT THE SUCCESS OF THIS PROJECT, CONCEIVED WITH THE SUPPORT OF ALL UNITED NATIONS AGENCIES OPERATING IN CHAD, DEPENDS FIRST OF ALL ON THE SPEED WITH WHICH THE EMERGENCY PROGRAMME IS FINANCED IN VIEW OF THE APPROACHING RAINY SEASON (MID-JUNE).

5. IN VIEW OF THE GRAVITY OF THE SITUATION, UNDRO REQUESTS DONORS TO DO THEIR UTMOST TO PARTICIPATE IN THIS PROGRAMME AND TO INFORM IT AS SOON AS POSSIBLE OF ANY CONTRIBUTION THEY INTEND TO MAKE TO CHAD.
