Highlights

• On 12-14 October, armed Ex-Seleka elements together with approximately 1,000 civilians launched a demonstration in Kaga-Bandoro, using slogans hostile to MINUSCA and the international community. They burned and destroyed two-thirds of the main IDP site, resulting in the death of 38 people and the displacement of about 15,000 children and families.

• Following violent clashes in the north-west of the country, approximately 3,000 persons have been displaced from the town of Koui.

• As of the end of October, OCHA reported 385,000 IDPs within CAR. A total of 90 IDP sites are still open in CAR (25 in Bangui and 65 in the rest of the country).

• UNICEF is currently supporting response activities in Kaga-Bandoro with the provision of 16 Temporary Learning Spaces to ensure access to a safe and protective learning environment for a target of 2,650 children.

• UNICEF’s RRM reached 11,834 individuals in Mbomou, Basse Kotto, Ouham, and Haut Mbomou prefectures with WASH interventions.

Situation Overview & Humanitarian Needs

Further violence broke out in Kaga-Bandoro on 12-14 October following the killing of an alleged Ex-Seleka who was involved in a robbery. Armed Ex-Seleka elements together with around 1,000 civilians launched a demonstration in the city using slogans hostile to MINUSCA and the international community. They burned and destroyed two-thirds of the main IDP site and two NGOs were looted. Around 15,000 IDPs have gathered around the MINUSCA office near the airport, raising the need for an immediate response in WASH and food. UNICEF’s Rapid Response Mechanism (RRM) is being deployed to the area for a WASH intervention. The possible relocation of these IDPs in a new site is under evaluation.

Following violent clashes against Anti-Balaka forces in the north-west of the country, the town of Koui is now under the control of the 3R armed group. Approximately 3,000 households have been displaced and moved towards Bocaranga.

The RRM is currently providing the IDPs with NFI kits despite difficult humanitarian access in the area due to the ongoing presence of armed elements.

The Bambari-Grimari area has also been extremely tense, with armed elements linked to transhumance activities attacking a small village near Grimari.

On 24 October, a civil society group organized a demonstration against MINUSCA. Protesters became violent and one person was shot and killed. As a result, the UN community was placed under lockdown for two days.

As of the end of October, a reported 385,000 people (sites and host families) are internally displaced (IDPs) in CAR according to OCHA. A total of 90 IDP sites are still open in CAR (25 in Bangui and 65 in the rest of the country).
