  1. Introduction and context

Since December 2012, the Central African Republic (CAR) has been facing a complex humanitarian and protection crisis. The conflict and instability in CAR have had a devastating impact on children. Serious violations of international human rights and humanitarian law were perpetrated by all parties to the conflict, including Séléka, ex- Séléka and its subsequent factions, anti- Balaka and unidentified armed men. 1 Armed groups have committed widespread violations affecting girls and boys under age 18, including killing, maiming, recruitment and abuse of children, and sexual and gender-based violence. More than half the population 2.3 million people require immediate humanitarian assistance and a quarter of the population is displaced (480,000 IDPs and almost 450,000 refugees in neighboring countries).
